Xi'an, capital of Northwest China's Shaanxi province, recently ranked third among cities in the country, with its output of technical contract turnover hitting 288.13 billion yuan ($41.92 billion) in 2022, according to the Torch High Technology Industry Development Center of the Ministry of Science & Technology.

The term technical contract turnover refers to the total amount of technical contract transactions identified and registered by regional technical contract registration agencies – including technical developments, transfers, consulting and services.
The term output of technical contract turnover refers to the total contract turnover of all sellers in the region in the national technical contract registration system.
Last year, Xi'an extended the construction of its Qinchuangyuan innovation-driven platform, with its scientific and technological innovation data indicators continuing to rise.
In 2022, the number of national high-tech enterprises in Xi'an exceeded 10,000, while the city cultivated 12,300 technology-based small and medium-sized enterprises.
The city's investment in research and development reached 55.3 billion yuan in 2022, a year-on-year increase of 9.41 percent, while a measurement of the intensity of R&D investment reached 5.18 percent, ranking it second among sub-provincial cities.
In the 2023 Xi'an government work report, it was proposed that the annual technical contract turnover should be maintained at more than 250 billion yuan – and the investment intensity of R&D be maintained at more than 5 percent.
