Over the past year, Xi'an has made significant progress in real estate, construction, major projects, and urban-rural integration to build a national central city that satisfies residents. In 2025, the city will further implement key reforms to drive high-quality development.

Last year, Xi'an lifted restrictions on home purchases, sales, loans, and pricing while reducing down payment ratios and mortgage rates. The city also increased housing fund loan limits, selling 14.23 million square meters of new homes and 10.93 million square meters of second-hand homes.

A diversified housing supply system was established to meet the needs of young people and new residents.

Xi'an will build 5,000 affordable rental and 2,000 public housing units this year, and convert 5,000 economic compensation homes into affordable housing.

With the opening of Metro Lines 8 and 10 in 2024, Xi'an's total rail transit length now exceeds 403 kilometers. This year, the city will launch Metro Line 15, upgrade major roads and interchanges, and add 15,000 public parking spaces.

Xi'an will continue urban renewal efforts, upgrading 124 aging communities and improving infrastructure. In rural areas, 64 county projects and 60 beautiful village programs will be implemented.

In 2024, the city's construction output reached 681.3 billion yuan ($94.07 billion), up 4.6 percent. By 2025, Xi'an will expand its construction sector, stabilize the housing market, and develop a new real estate model.
