The fifth session of the 17th Xi'an Municipal People's Congress convened in Xi'an, capital of Northwest China's Shaanxi province, on Feb 2, with 536 deputies attending.

Han Song, executive chairman of the presidium, presided over the plenary congress and announced the commencement of the session.

Ye Niuping, mayor of Xi'an, delivered a government work report on behalf of the Xi'an Municipal People's Government. The work report was divided into three parts: a review of the work done in 2023; the overall requirements and expected goals for work in 2024; the key tasks for 2024.

The mayor stated that in 2023, Xi'an achieved new results in promoting the construction of the national central city. The city's GDP that year reached 1.2 trillion yuan ($167.2 billion), a growth of 5.2 percent.

Additionally, the per capita disposable income of Xi'an's urban and rural residents increased by 5.7 percent and 8.4 percent, respectively.

The report also outlined the key tasks for 2024 in 10 areas, including urban construction, innovative development, building a modern industrial system, reform and opening-up, improving the level of urban planning and construction management, integration of culture and tourism, urban-rural development, building a beautiful and livable city, development and security, and the improvement of people's livelihood.

The session also reviewed the report on the implementation of Xi'an's 2023 national economic and social development plan and the draft plan for 2024, as well as reviewed the report on the implementation of Xi'an's 2023 budget and the draft budget for 2024.
