Since Shaanxi province released the 20 Measures for Promoting the Optimization of the Business Environment in July this year, Xi'an has closely enhanced the business environments "soft power" and "driving force".
Xi'an was one of the first cities in the country to be approved for exporting used cars. Since 2024, the city has focused on the practical development and enterprise needs of its used car exports, exploring the introduction of a streamlined process. This integrates various approval procedures into one, reducing the processing time from five days to one day.
Furthermore, the city has deepened the "government-finance-enterprise" financing docking mechanism, facilitating connections for 319 key projects totaling 25.66 billion yuan ($3.6 billion). Initiatives include setting up technology financial service stations in 28 units, serving 677 technology-based small and medium-sized enterprises with loans totaling 3.01 billion yuan.
In talent development, Xi'an has established a mechanism to ensure employment for key enterprises, resolving issues for 51,000 individuals. Various employment and entrepreneurship activities have been organized, offering 540,000 job opportunities. The city has identified 5,827 outstanding talents and 14,700 highly skilled individuals.
Moreover, progress has been made in advancing 30 livelihood projects, such as optimizing 80 bus routes, completing 12 water supply projects, and implementing peak and off-peak electricity pricing policies, reducing living costs for residents and businesses.
The opening of international freight routes has optimized cross-border logistics and facilitated the expansion of industries like new energy vehicles, electronics, and cross-border e-commerce. Xi'an Xianyang International Airport has opened 110 international routes, connecting 54 cities in 27 countries involved in the Belt and Road Initiative and achieving full coverage of air routes to five Central Asian countries.
