On Aug 23, the Ministry of Commerce released the first batch of practical cases for the 15-minute life circle initiative to summarize and promote experiences for residents' convenience. This batch included 15 city cases and five sub-district community cases.
The construction of 15-minute life circles means that every resident can access diversified services within a 15-minute walking distance from their home.
The typical practice of "benefiting people, expanding consumption, and creating a 15-minute life circle" in Xi'an was selected as a city case.
In recent years, Xi'an has actively optimized the layout of community commercial outlets, improved community consumption conditions, and enhanced residents' quality of life. The goal is to turn the 15-minute life circle into a significant means of ensuring and improving people's well-being and revitalizing and expanding consumption.
In 2022, the city carried out pilot projects for the 15-minute life circle in Yanta, Xincheng, and Beilin districts, Xi'an Economic and Technological Development Zone, and Xi'an High-tech Industries Development Zone. It completed the construction of 27 life circles in a year. Starting in 2023, the initiative has been promoted citywide, aiming to build 150 life circles by the end of 2025.
Renovating the old market to create a new bustling district in Beilin district's Jiannan community was among the five sub-district community cases selected.
Jiannan community has revitalized the original vegetable market and old factory buildings through micro-upgrades and light renovations. To construct a high-quality 15-minute life circle, the community has injected new vitality by introducing unique formats, continuing the vibrant atmosphere, and creating a market-culture creative district, all while maintaining the residents' original way of life and local flavor.
