After years of cultivation, biomedicine has become the core driver for the development of the city's bio-manufacturing sector. In 2025, Xi'an was home to 130 biomedicine industrial enterprises above the designated size, with a total output value exceeding 30 billion yuan ($4.43 billion).

By 2027, the city aims to raise the output value of the traditional Chinese medicine industrial chain cluster to 9 billion yuan, its chemical and biopharmaceutical cluster to 12 billion yuan, its medical device cluster to 6 billion yuan, and its consumer healthcare cluster to 13 billion yuan.

The hydrogen energy industry chain is one of the city's key industrial chains. As a pilot zone for innovative hydrogen energy development, Xixian New Area hosts 85 hydrogen energy enterprises, accounting for 82 percent of the city's total and 63 percent across Shaanxi province. Its industrial output value surpassed 2 billion yuan in 2025.

Embodied intelligence is one of the fastest-growing sectors among Xi'an's future industries. In 2025, the Qinchuangyuan robot industry innovation cluster recorded a total industrial output of over 2.52 billion yuan. It is now home to 100 industry-related enterprises, including 11 provincial key enterprises, covering the entire industrial chain from core components and system integration to scenario-based applications.

Building on its strengths in universities and scientific research, Xi'an encourages universities and enterprises to advance cutting-edge communication technologies. In terms of infrastructure, Fengdong New City of Xixian New Area has deployed Shaanxi's first batch of 5G-A integrated communication and sensing base stations. As of April 2026, Xi'an had 13.68 million 5G subscribers, laying a solid user and network foundation for the iteration and comprehensive application of 6G technologies.

From upgrading traditional industries to planning for emerging ones, Xi'an is accelerating the development of a modern industrial system anchored in advanced manufacturing and powered by new-quality productive forces, with the goal of becoming a national-level base for high-tech industries and manufacturing.
