The State Council recently released the list of 15 innovative measures to optimize the business environment for all regions to learn from and replicate.
The "15-minute government service circle" of Xi’an, capital of Northwest China’s Shaanxi province, is on the list.
The concept behind Xi'an's government service circle is that city residents can meet their basic needs and handle personal affairs within a 15-minute walk of their residence.
By building convenient service stations, transforming grassroots service centers and cooperating to establish service outlets, Xi'an has enhanced the handling of services related to civil affairs, human resources, social security and health services in sub-districts and communities.
By the end of 2020, Xi'an had built 25 convenient service stations, renovated 606 grassroots service centers and established 370 service outlets in cooperation with banks and postal agencies.
A total of 154 standardized sites participate in the 15-minute government service circle, and office locations are featured prominently on electronic maps. At present, city residents can handle 70 percent of personal matters within a 15-minute walk of their home.
