The Department of Natural Resources of Shaanxi Province recently identified 13 outstanding cases in the 2021 provincial business environment evaluation report – highlighting the links, time limits, costs, land quality index and convenience for real estate registration.

In what amounts to being a real achievement to be proud of, four cases were from Xi'an, capital of Northwest China's Shaanxi province.

In terms of the links to real estate registration, enterprises in Xi'an can complete the process of online signing, tax payments and registration through a one-window acceptance system platform.

The time limit for carrying out real estate transfer registrations between enterprises in Xi'an has now been reduced to one working day.

If an enterprise does not want to wait, it can simultaneously apply for the EMS mailing service to get the certificate fast.

In a major initiative to reduce the costs of registering real estate, from 2020 to 2021 all urban areas in Shaanxi – including Xi'an – exempted small and micro-sized enterprises from real estate registration fees.

Regarding the land quality index, Xi'an has pushed various real estate surveys, mapping results and listing information in real time to the real estate registration and investigation department, to facilitate its investigations and registrations.

Furthermore, the Xi'an urban housing and urban-rural development bureau and the real estate registration department can now realize information exchanges and sharing between their systems through the real estate unit code.

In addition, for the convenience of real estate registration, the city has increased the development of electronic signatures, contracts and certificates.

Construction projects can now apply online for the first-time registration of real estate and the transfer of commercial housing.
