Xi'an, capital of Northwest China's Shaanxi province, recently rolled out the implementation opinions on accelerating the city's construction of a national processing trade industrial park.

In September 2021, Xi'an was included in the first batch of national processing trade industrial parks by the Ministry of Commerce.

The total planned area of the Xi'an national processing trade industrial park covers a site of 37 square kilometers – including 10 sq km for the Xi'an High-tech Industries Development Zone (XHTZ), 11 sq km for the Xi'an Economic & Technological Development Zone (XETDZ) and 16 sq km for the Xi'an International Trade and Logistics (ITL) Park.

According to the implementation opinions, by 2024 the construction of Xi'an national processing trade industrial park will achieve strong results, and it will become the core carrier of the city's processing trade.

The total import and export volume of the processing trade within the designated areas – the XHTZ, XETDZ and ITL Park – is projected to have an average annual growth rate of 15 percent, driving the value of the city's total processing trade imports and exports to top 330 billion yuan ($48.17 billion).

The XHTZ area will focus on the development of optoelectronics information, intelligent manufacturing, new materials, precision machinery and other industries. As a result, it will build an important national and global processing trade carrying and demonstration area.

The XETDZ area will give priority to the development of aviation parts manufacturing, optoelectronics information, R&D and manufacturing of automobiles and parts, new energy and other manufacturing industries. It will thereby create an important platform for the transformation and upgrading of the city's processing trade.

In addition, industries – such as smart displays, smart home appliances, grain and oil processing – will be developed in ITL Park, to build an important processing trade industrial base and an open hub for Central, South and West Asia.

Furthermore, the Xi'an national processing trade industrial park will explore new business forms and models for the processing trade. It will promote the integration of the processing trade with the ports sector, e-commerce, remanufacturing and bonded maintenance.
