Northwest China's Shaanxi province recently issued implementation plans for promoting the high-quality development of the manufacturing industry.

According to the plans, a nurturing library for small industrial enterprises upgraded to those above designated size will be established to give them a net incentive of 200,000 yuan ($31,440.42).

An industrial enterprise above a designated size is one with an annual output value of 20 million yuan or more.

The plans state that the number of technology-based small and medium-sized enterprises (SMEs) and specialized, fined, peculiar and innovative SMEs in the province should double in the next three years.

The province will help scientific and technological personnel establish technology-based SMEs through independent establishment, incubation of large and medium-sized enterprises, and introduction of talent.

Enterprises will be encouraged to increase investment in research and development, and a maximum of 5 million yuan will be awarded for the annual increase in R&D investment of manufacturing enterprises (up to 3 million yuan for SMEs).

For projects with an investment of more than 500,000 yuan in enterprise informatization, a reward up to of 1,000,000 yuan will be given according to 15 percent of the investment.

Rewards will also be given to enterprises identified as provincial-level intelligent manufacturing pilot demonstration enterprises, intelligent factories, intelligent workshops, and intelligent production lines.

For the purchase of key equipment by SMEs, up to 5 million yuan in awards and subsidies will be given according to no more than 10% of the purchase amount.

Shaanxi will also support the construction of automobile industrial projects. For production capacity building and technological transformation projects involving key auto parts, a maximum of 50 million yuan will be awarded according to 2 percent of the investment.

A number of green factories, green parks and green supply chains will be built as well, and up to 5 million yuan in awards and subsidies will be given to green manufacturing projects according to the investment amount.

In addition, Shaanxi will deepen reforms in the delegation of power, streamlining of administration and optimization of government services to provide more high-quality, efficient and convenient government services for manufacturing enterprises in the process of investment, settlement, business start-up, project approval, and capital matchmaking.
