Northwest China's Shaanxi province issued 16 new measures on supporting enterprises to expand in international markets on Feb 20.
Regarding the full expansion of markets, the measures highlight the need to increase support for enterprises participating in exhibitions. They also emphasize the need to give guidance and support to enterprises regarding forming groups that will explore international markets.
Efforts to enter and expand market reach in Russia, Central Asia, Western Asia, RCEP member countries, and Africa will be intensified.
To enhance overseas services, a trade promotion information column will be set up on the provincial department of commerce's portal website, providing monthly compilations and releases of overseas market information.
The province will also facilitate personnel exchanges, expand the coverage of the APEC Business Travel Card, and facilitate visa communication channels with the embassies and consulates of key countries in China in order to improve visa issuance rates.
In cultivating new advantages, Shaanxi will promote open cooperation in advantageous industries. It will also support industries with good foundations in going global, including the aviation components industry and the titanium and titanium alloy industry. Shaanxi also plans to guide the photonics, smart terminals, aluminum-magnesium alloys, dairy products, and selenium-rich food industries to participate in more international competitions.
New export growth points will be cultivated, which will support labor-intensive enterprises involved in textile and apparel, plush toys, and electronic product processing.
In developing new formats, Shaanxi will organize comprehensive trials in cross-border e-commerce zones to accelerate the construction of cross-border e-commerce industrial parks. It will also improve its systems for enterprise cultivation, marketing operations, payment finance, logistics clearance, and talent supply.
The province plans to leverage the role of overseas warehouses for display and promotion purposes. It will establish warehouses, Shaanxi commodity exhibition centers, and overseas cargo collection centers in key markets, emerging markets, and destinations along the China-Europe freight train routes.
Regarding the enhancement of new services, the cross-border logistics system will be optimized, the opening and resumption of international routes at Xi'an Xianyang International Airport will be supported, and the construction of port projects in the airport's third-phase expansion will be completed.
Meanwhile, the province will continue to focus on enterprise development and security, timely sending trade and economic early warning information, and announce legal risk prevention information and control suggestions to enterprises. It will also continue to guide key export enterprises in how to properly deal with trade barriers.
