Xi'an, capital of Northwest China's Shaanxi province, rolled out a series of measures to expand production and sales of new energy vehicles (NEVs) on March 21.
They cover 10 areas, including preferential policies, the expansion of production by manufacturers and the sales of NEVs.
They also cover the installation of charging piles for personal use, the expansion of exports by producers, the development of automobile financial services and parking discounts.

Pure electric vehicles, plug-in hybrids (including extended-range) vehicles and fuel cell vehicles bought between Jan 1 and Dec 31, 2023 will be exempt from vehicle purchase tax imposed by various national ministries and commissions.
To boost the output of locally produced NEVs in 2023 compared with last year, a grant of 2,000 yuan ($290.52) will be given for each vehicle made by each manufacturer, to a maximum grant total of 10 million yuan.
Furthermore, subsidies will be given to customers who buy NEVs and register them at automobile sales enterprises above a designated size in Xi'an from March 21 to April 30.

If the amount of the car purchase invoice is less than 90,000 yuan, a subsidy of 2,000 yuan will be given to each vehicle and if the amount is more than 90,000 yuan, but less than 200,000 yuan, the subsidy will be 4,000 yuan for per vehicle.
If the amount is above 200,000 yuan, each vehicle will be subsidized to the tune of 6,000 yuan.
Xi'an will also support the construction of personal self-use charging facilities. For personal self-use NEV charging facilities that have been completed and passed inspection during the period from Jan 1 to Dec 31, a one-time construction and electricity fee subsidy of 10,000 yuan per charging pile will be given.
Auto manufacturers will be encouraged to expand their foreign trade and to participate in overseas automobile exhibitions.
In addition, priority will be given to NEV parking in the city's public parking lots, tourist attractions, shopping malls, property and other management areas.
Parking of NEVs will be free of charge for two hours in on-street spaces on urban roads.
