The Xi'an municipal government recently rolled out plans for the city – capital of Northwest China's Shaanxi province – to ramp up its development as a China express delivery demonstration city.
Under the plan, by 2022 Xian's express delivery business volume will exceed 900 million packages and parcels, and its express business income will top 10 billion yuan ($1.57 billion).
The city will build an international air express industry cluster in the Airport New City of the Xixian New Area, introduce policies to support the development of the cross-border e-commerce industry, and further streamline the customs clearance process for international air express mail.

Xi'an will support companies in the sector to set up express delivery centers, overseas warehouses or business outlets in cities along the routes of the China-Europe Chang'an freight train – through acquisitions, joint ventures and commercial ventures – to improve overseas express delivery operations and processing capabilities.
Express delivery companies in the city are being encouraged to build 500 standardized express delivery outlets with Xi'an's branding.
In addition, plans are for Xi'an to explore the establishment of a large-scale security inspection center in the express distribution center, and fully implement a real-name mail delivery information system.
Meanwhile, senior talents that are brought into the city by express delivery companies will receive subsidies in terms of housing and family relocation.
