Xi'an begins implementing 5-year business development plan

The city of Xi'an, capital of Northwest China's Shaanxi province, recently began implementing its business environment development blueprint for the 14th Five-Year Plan (2021-25) period.

Under the plan, the city will create a world-class business environment with high efficiency, low costs, and excellent overall services, as well as have the smallest number of approval items and lowest fees, among other things.

During the five-year period, Xi'an is scheduled to fully implement its notification and commitment system for certification and business license matters related to enterprises. It will also move to reduce the links, materials and time limits for business approvals.

With technologies such as big data, the city is expected to identify eligible taxpayers and  disseminate preferential policy information to help them apply tax breaks and preferential policies.

The self-declaration system and online handling platform for enterprise start-ups will be optimized. Moreover, the electronic and intelligent auxiliary examinations and approvals system for the entire process of enterprise registrations will be developed and applied.

Xi'an will also carry out intelligent examinations and approval services without manual intervention. Meanwhile, the city will move to improve the quality of a 15-minute government services circle in urban communities – and achieve standard and quality improvements at all community convenience service stations in the city.

The plan is that by 2025, Xi'an's business ecosystem will lead western China and be at the first-class level in the country.
