Xi'an, capital of Northwest China's Shaanxi province, recently enacted plans for the city's agricultural and rural modernization during the 14th Five-Year Plan (2021-25) period.
The plans proposed that, by 2025, the city should make significant progress in the modernization of agriculture and rural areas, and the urban-rural development gap and income gap of residents should be greatly reduced.
Channels for increasing farmers' incomes will also be expanded, and the per capita disposable income of rural residents is expected to exceed 20,000 yuan ($3,161.33).

Each year, the city plans to build 5,000 mu (333.33 hectares) of vegetable bases, including 2,000 mu of new greenhouse vegetables. By 2025, the vegetable sown area in the city is expected to stabilize at 1 million mu, and the total vegetable output should reach 3.5 million metric tons.
Relying on characteristic industries, Xi'an will extend its industrial chain and develop new industries and new business models. By 2025, the output value of the city's dairy industry chain is expected to stand at 20 billion yuan.
The integration of agriculture and tourism will also be promoted. Xi'an will build 20 rural tourism routes in the next five years, and further improve the quality and efficiency of leisure agriculture. The logistics system of agricultural products will be improved by the city to expand the sales channels of agricultural products.
In addition, Xi'an will accelerate the upgrading of rural infrastructure, promote the development of intelligent agricultural production, and improve the rural living environment.
