The Xi'an municipal development and reform commission in 2023 will focus on stimulating the vitality of the economic development of Xi'an – capital of Northwest China's Shaanxi province – with the aim of building a national central city.
The city will make efforts to deepen reforms, strengthen open cooperation, expand effective investment, and stimulate consumer spending.

Market-oriented reforms will be promoted, to create an international business environment and boost the confidence of market players.
The city's air cargo throughput this year is projected to reach 300,000 metric tons. In addition, the actual introduction of domestic capital and actual use of foreign capital should increase by more than 12 percent and 10 percent, respectively, and more than 400 foreign trade business entities are expected to be added.
The city will actively promote industrial investment, especially the continuous growth of manufacturing investment.

In 2023, Xi'an will have 1,138 key projects with a total investment of 3.07 trillion yuan ($457.32 billion) and an annual planned investment of 507.69 billion yuan.
In addition, consumption promotion measures will be further optimized to cultivate new consumption growth forms.
No less than 10 night-time consumption gathering areas will be established throughout the year, and the city's total retail sales of consumer goods should increase by more than 10 percent.
