Xi'an, capital of Northwest China's Shaanxi province, recently enacted a series of measures to support the development of the advanced manufacturing industry.

Manufacturing enterprises whose output value exceeded 10 billion yuan ($1.49 billion), 30 billion yuan, 50 billion yuan or 100 billion yuan for the first time will be awarded 1 million yuan, 3 million yuan, 5 million yuan and 10 million yuan, respectively.

For technological transformation projects with fixed asset investment of at least 10 million yuan throughout the year, a maximum of 20 million yuan will be awarded based on 5 percent of the actual completed fixed investment.

Enterprises will be encouraged to speed up the development of the industrial internet and invest a maximum of 10 million yuan to carry out industrial internet diagnostic projects and cultivate new high-quality development advantages.

A package of supporting incentives will be given in terms of leasing standard workshops, equipment procurement, current loans, fixed investment, investment and financing loans to eligible new manufacturing projects and newly established industrial enterprises.

Focusing on Xi'an's pillar industries, the city will set up a 100,000-yuan funding to award investment promotion agencies that successfully introduce industrial projects to the city.

Xi'an also supports the development of enterprise clusters, and promotes the transformation, upgrading and expansion of enterprises. Enterprises that provide parts and components for leading enterprises in the advanced manufacturing industry cluster will be given preferential incentives for renting standard workshops.

In addition, a one-time employment subsidy will be given to newly introduced university and college graduates, a settlement incentive will be given to outstanding talent, and supporting services will be provided to high-level talent.
