During the COVID-19 epidemic, Xi'an municipal bureau of human resources and social security has ensured both labor demand of the city's enterprises and also the resumption of work and production.
It arranged 200 million yuan ($28.03 million) of special funds to guarantee employment for businesses in Xi'an, and one billion yuan of special account funds to support the vocational training of employees in the city.
For medical and anti-epidemic material production enterprises which expanded production capacity during the Spring Festival (as of Feb 9), a one-time employment subsidy of 2,000 yuan per person was granted, according to the actual increase in the number of employees with stable employment.
For insured companies without layoffs, the unemployment insurance premium refund rate has increased from 50 percent to 60 percent of the actual unemployment insurance premium paid last year.
Those qualified employees experiencing difficulties gaining employment in Xi'an, and those who graduated from colleges and universities less than two years ago who have signed labor contracts for more than one year and paid social insurance premiums, will be given 500 yuan and 600 yuan respectively of social insurance subsidy per person per month.
