The Third session of the 17th Xi'an Municipal People's Congress opened in the city of Xi'an, capital of Northwest China's Shaanxi province, on Feb 15.

Li Mingyuan, mayor of Xi'an, delivered the annual government work report, including a review of the work in 2022, the overall development requirements, major tasks and expected goals for 2023, and government efficiency enhancement work.
Li said that in 2022, the city's GDP increased by 4.4 percent to 1.15 trillion yuan ($168.02 billion) and the added value of industries above a designated size grew by 13.9 percent. The two growth rates ranked first among sub-provincial cities.

The city added 12 listed companies last year, bringing the total number to 100, and the number of national high-tech enterprises in the city exceeded 10,000.
Li added that in 2023, the city would aim to accelerate the transformation of its development mode, implement its industrial multiplication plan, give play to the effects of the Qinchuangyuan innovation-driven platform, deepen reforms and opening-up, promote rural vitalization and improve people's lives.
The government work report also set goals for 2023, including a GDP increase of about 7 percent, an increase of more than 10 percent in total retail sales of consumer goods and an increase of more than 11 percent in fixed-asset investment.
