Wang suggested further improving the system to promote better connection among the talent chain, industrial chain and innovation chain.

Xi'an should encourage enterprises and universities to jointly establish technology innovation centers, adopt the policy of subsidizing the investment of enterprise R&D funds, and give preferential income tax to high-tech enterprises, Wang said.
