Bao Yuhua, a deputy to Xi'an Municipal People's Congress and director of the health service center of Zhangba sub-district, Yanta district, Xi'an, suggested strengthening the construction of pre-check, triage and fever clinics in primary medical institutions.

Bao believed that fever clinics should be equipped with special consulting rooms, treatment rooms, isolation wards and waste treatment rooms, with dedicated patient channels, medics' channels, pollutant channels and clean materials channels which guarantee the safety of patients and medics while minimizing pollution to the surrounding environment.

He suggested that the construction of pre-check, triage and fever clinics should be included in the standard construction of sub-district health service centers, including the provision of financial and policy support for hardware investment and infrastructure construction.
