Xi'an High-tech Industries Development Zone (XHTZ) held a news conference to introduce its talent development strategy and related policies on May 24.
Over the next three years, it plans to introduce 12,000 talents in key technology fields, bringing the total number of talent of various types to more than 1 million.
Also, XHTZ will strive to become home to more than 500 various talent carriers and more than 6,000 high-tech enterprises.

To achieve the above-mentioned goals, XHTZ will provide strong policy and financial support.
For top global talent such as Nobel Prize winners, Turing Award winners and academicians who come to XHTZ for innovation and entrepreneurship, a maximum of 100 million yuan ($14.99 million) in project support and 2 million yuan in housing subsidies will be given.
High-level talent can enjoy a talent allowance of up to 2 million yuan for a five-year period.
Overseas talent start-ups recognized by XHTZ and rated as excellent incubating enterprises can enjoy a one-time recognition reward of 80,000 yuan, and a maximum of 150,000 yuan per year for rent subsidies for a three-year period.
XHTZ will strive to attract national and provincial innovation and entrepreneurship competition projects and provide them with entrepreneurial support of up to 500,000 yuan.
Enterprises will be supported in setting up post-doctor scientific research workstations with a grant of up to 300,000 yuan, and postdoctoral fellows can enjoy an annual living allowance of up to 100,000 yuan.
Fresh graduates with master's or doctoral degrees can enjoy an annual rental subsidy of 18,000 yuan and 6,000 yuan respectively for a three-year period.
The children of recognized overseas high-level talent can study in public schools or international schools in XHTZ, while the children of recognized talent in key technology fields can choose or will be given priority to study in XHTZ's public schools in the compulsory education stage.
In addition, XHTZ will encourage enterprises to attract senior management personnel and R&D talent with an annual salary of more than 1 million yuan, and a subsidy of up to 2 million yuan will be given to senior talent according to their personal income contributing to the local economy over a five-year period.
