Xinhuanet Introduces Xi’an New Household Registration Policy to the World

On December 12, 2018, Xinhua News Agency introduced in English to the world the eased household registration policy Xi’an adopted, and over 1 million new permanent residents registered following the policy.

According to Xinhua, Xi'an, capital of northwest China's Shaanxi Province, has attracted over 750,000 new permanent residents this year, and the newly registered permanent urban residents in Xi'an has now exceeded 1 million, after easing of the city's household registration policy started from March 1, 2017.

To provide more details, Xinhua also introduced that since last year, many second-tier cities including Shenyang, Changsha, Chengdu, Wuhan and Tianjin have also been rolling out measures to ease restrictions on hukou (household registration), in order to woo talented people from elsewhere.

Xi'an, known in ancient times as Chang'an, is the starting point of the Silk Road -- an ancient land trade route that ran through northwest China's Shaanxi, Gansu and Xinjiang, and central and western Asia, before reaching the Mediterranean.

Xi’an, as the first among its counterpart cities, offered the new household registration policy with the simplest procedure, the lowest restriction and the fewest requirements from March 1, 2017. Xi’an upgraded the policy 6 times from March 1, 2017 to April 26, 2018, covering the most drastic policy adjustments among its counterpart cities in China. To date, college students are allowed to apply for Xi’an household registration online only with their ID cards and student ID cards.

Wang Zhuo, 22, a “Xi’an citizen” symbolic to the 750,000th newly attracted permanent residents, told the journalist that as one of the Chinese ancient capitals, Xi’an does not only cherish rich historical and cultural connotations, but also enjoys huge potentials to develop.

The latest statistics from the Public Security Bureau of Xi’an shows that from January 1 to November 2, 2018, Xi’an welcomed 751,356 new permanent residents, in which 1,219, 25,745 and 229,208 holding doctorial, postgraduate and undergraduate degrees respectively, and 30,655 were attracted as special professional talents. Including the 257,000 “new Xi’aners” registered between March 1 and December 31, 2017, the city has witnessed its citizen increase exceeding 1 million since the adoption of new household registration policy. The total population of Xi’an has been growing to 10 million.

The news released by Xinhuanet was shared by other media including Namibian National News Agency and China Daily, giving full play of an open and inclusive Xi’an.
