Xi'an sees achievements in poverty alleviation

In recent years, Xi'an, capital city of Northwest China's Shaanxi province, has prioritized poverty alleviation, according to local officials.

They said that through joint efforts across the city, the sense of gain and happiness among Xi'an's rural residents has continued to increase.

Since 2014, a total of 68,750 households with 242,300 people have been lifted out of poverty, with a cumulative poverty reduction of 97.81 percent and a poverty incidence rate sinking to 0.23 percent. During this period, Zhouzhi county in the city was taken off the list of national poverty-stricken counties.

Among the remaining 5,424 households with 8,769 persons in poverty, 96.41 percent are low-income households and extremely poor households. But officials said the problem of absolute poverty has basically been eliminated.

The per capita net income of poor households in the city increased from 6,560 yuan ($936.59) in 2017 to 10,305 yuan in 2019.

Meanwhile the per capita net income of households exiting  poverty in the city averaged 12,794 yuan, four times the national poverty standard of 3,218 yuan.

In terms of production and living conditions, 19 new types of poverty alleviation and relocation communities have been built and 7,193 rural dilapidated houses have completed renovation.

Poor villages have achieved full coverage of cement roads, communications, radio and television signals and electrical lighting.

Also, in poverty alleviation in education, 19,500 students from poverty-stricken families were subsidized with 13 million yuan. 

Officials said the coverage rate by the minimum living allowance increased from 1.76 percent at the beginning of the year to 2.44 percent currently. The standard minimum living allowance was raised to 6,000 yuan per person per year.

At the end of May, 269 million yuan in guaranteed funds for rural minimum living, rural poverty and temporary relief had been issued.

Officials said that in addition, Xi'an actively overcame the impact of the COVID-19 epidemic and continued to expand  channels for its poor residents to increase their incomes.

The city government invested 376.8 million yuan in special poverty alleviation funds  and all 641 poverty alleviation projects had started construction -- and 271 poverty alleviation enterprises, employment poverty alleviation bases and community factories had resumed work and production since the start of the year.
