Xi'an, capital of Northwest China's Shaanxi province, ranked fourth on China's happiest cities list, according to the 2019 Chinese Happy City Forum held in South China's Guangdong province on Nov 25.

Supported by the weekly magazine Oriental Outlook and Liaowang Institute, which are both managed by China's official Xinhua News Agency, the list was formulated based on research looking at local residents' sense of identity, belonging, safety, and satisfaction, as well as the appraisal of others.
In recent years, Xi'an has been dedicated to providing its citizens with a more livable living environment. Since this year, the city has built 65 new green space squares and pocket parks, upgraded 40 old green space squares, as well as constructed three new theme parks.

In an effort to attract more young talents, the city has launched many measures and policies to optimize its business environment, such as reducing the difficulty and cost of obtaining credit for small and micro enterprises, as well as simplifying government affairs handling procedures.

Xi'an has also begun its next stage of education reform and development. In the next three years, 430 kindergartens, primary schools, and secondary schools will be upgraded and built, increasing the student capacity by 389,500.
In addition, a series of medical reform measures have been launched in Xi'an. A total of 22 hospitals in Xi'an have achieved cardless medical registration, payment, inspection, and hospitalization.
