Xi'an master plan: A dynamic, prosperous future

The Xi'an Territorial Spatial Master Plan (2021-35) was recently approved, outlining Xi'an's strategic vision and development roadmap.

A key highlight of the plan is Xi'an's ambition to establish itself as a gateway city for the Belt and Road Initiative and a global transportation hub. It is the only inland city in China designated as a comprehensive logistics hub, integrating land, air, production, and trade services.

As the capital of Shaanxi province and a major center in western China, Xi'an is renowned for its historical significance, scientific research capabilities, and educational strength.

In 2024, the city's technology contract transaction volume reached 450 billion yuan ($61.58 billion), a 15.3 percent year-on-year increase, ranking third nationwide after Beijing and Shanghai. Its R&D investment intensity is 5.56 percent, far exceeding the 3 percent benchmark for innovative economies. Xi'an's global innovation ranking has also climbed steadily, rising from 22nd in 2022 to 18th in 2024.

Beyond technology, Xi'an continues to expand its cultural influence. The city is blending history with modern appeal by hosting events like the China-Central Asia Summit and the Silk Road International Film Festival and developing iconic tourism destinations such as the Grand Tang Mall.

The plan also prioritizes sustainable development. It sets strict zoning regulations: farmland protection of at least 1.35 million mu (90,000 hectares), ecological conservation zones covering 3,800 square kilometers, and urban development boundaries controlled within 14.11 million sq km.
