In recent years, Xi'an has made significant progress in enhancing people's wellbeing, ensuring social welfare, promoting rural vitalization, and creating a more livable and joyful city.
This year, the "Spring Breeze Action" has conducted 615 recruitment events through various channels, including communities, industrial parks, and campuses. These efforts have created over 567,000 job opportunities, helping many job seekers find employment.

The city has also set up 50 employment service stations in universities and 474 employment practice bases, providing nearly 30,000 internships. With government support, over 120,000 people have received vocational skills training, and more than 51,000 individuals have had their skills formally recognized.
By the end of November, the city had surpassed its annual employment target, creating 171,000 new urban jobs — 114 percent of the original goal.
Xi'an has taken substantial steps to meet the growing demand for educational resources. This year, 22 new or expanded schools were built, adding over 23,000 new enrollment slots to ensure eligible children can attend school. Furthermore, 83 public schools have been selected for the "new quality school" development program, which aims to improve the quality and accessibility of education.

The city is also improving healthcare and infrastructure in rural areas. The "satellite hospital" network of 19 hospitals spread across multiple districts has significantly improved access to medical care in underserved areas. The city has also improved the healthcare capabilities of grassroots institutions, upgraded laboratories, and provided expert medical support to rural areas.
To improve urban community services, Xi'an has launched 35 national pilot projects and 30 city-level projects focused on integrating service facilities within neighborhoods. The city has also worked to address the needs of its aging population, building 75 senior care facilities and providing more than 170 meal assistance points for the elderly.

Xi'an's focus on rural-urban integration is reflected in its ongoing rural vitalization efforts. The city has been developing "zero-carbon villages" and enhancing rural governance. This year, 90 villages have been included in the provincial demonstration project, marking a significant milestone in rural development.
Through these collective efforts, Xi'an continues to create a more sustainable and equitable environment for all its residents, ensuring that the city's growth benefits everyone in urban and rural communities.
