In 2024, Xi'an focused on offering ample high-quality jobs through training programs, labor brand development, and improved job services. By expanding job opportunities and optimizing employment services, the city was able to maintain overall employment stability.

Xi'an introduced multiple policies last year, including 10 measures to boost employment in advanced manufacturing and 17 measures to stabilize the job market. Additionally, the city implemented social security fee reductions and job retention subsidies, easing the financial burden on enterprises by nearly 4.3 billion yuan ($591.7 million) throughout the year.
Over the past year, 685 employment and entrepreneurship service events were organized, offering over 590,000 jobs, particularly benefiting college and university graduates and migrant workers.
To enhance local employment, Xi'an also established 15-minute employment service circles, setting up 529 service stations and 50 university job centers to provide one-stop employment services.

Xi'an also launched digital platforms like "Lanxiaogong" and "Chang'an Lingong", making job searches more accessible. Additionally, the city cultivated labor brands such as "Yanliang Aviation Craftsman" and "Chang'an Han-Tang Makeup Artist", strengthening its reputation as a hub for skilled workers.
Looking ahead to 2025, Xi'an plans to host over 600 job fairs, expand localized employment services, and enhance job training, ensuring a more efficient and accessible employment system for all.
