Xi'an, capital of Northwest China's Shaanxi province, recently rolled out measures to further strengthen talent work for its high-quality development and transform it into a popular magnet for talent with a broad development space.
According to the opinions, a one-time grant of 300,000 yuan ($44,446) will be given to each little giant enterprise recognized for the first time.
The Xi'an High-Level Talent Outstanding Contribution Award will be set up and a maximum reward of 1 million yuan will be given to each person who meets the conditions.
Top talent at home and abroad – leading a team to build a national innovation platform full-time in Xi'an and signing a long-term labor contract – will get financial support of up to 10 million yuan at a ratio of 1:1.
The city will encourage schools and enterprises to jointly carry out postgraduate training in key industries, support domestic and foreign high-level universities and research institutes – and global top 500 companies – to establish new characteristic educational institutions in Xi'an, with a maximum of 100 million yuan in support.
A grant of up to 5 million yuan will be given to technology-based enterprises registered in the city and listed at home or abroad.
In addition, Xi'an will move to create a group of bright talent carriers and platforms. It will provide up to 300,000 yuan in financial support to enterprises that have established municipal-level talent incubation bases, talent demonstration bases or talent homes.
Meanwhile, to attract more young talent, the city will issue preferential policies for housing purchases for college and university graduates – as well as set up talent workstations, build youth talent apartments and provide exchange platforms for outstanding young people.
