Report on the Work of the Government

Delivered at the Fourth Session of the Fifteenth Xi’an Municipal People’s Congress on January 22, 2014

Fellow Deputies,

On behalf of the Municipal Government, I now present to you my report on the work of the government for your deliberation and approval. I also solicit comments and suggestions on the report from the members of Xi’an Municipal Committee of Chinese People’s Political Consultative Conference (CPPCC) and other delegates in attendance.

 

I. Review of the Work of 2013

Last year, in the face of complicated economic situations, under the effective leadership of the Provincial Party Committee and the Provincial Government, we fully implemented the spirit of the 18th National Congress and the Second Session of the 18th Congress of the CPC. We got firmly ahold of the general note of our work to make steady progress, taking the “five work focuses” as the starting point, and went all out to stablize growth. We made structural adjustments, promoted reform and benefited the livelihoods of the people while completing the tasks and goals set at the Third Session of the Fifteenth Municipal People’s Congress.

 

1. By taking comprehensive measures and making focused breakthroughs we have achieved a good economic situation while making stable and positive progress. In the face of severe challenges of the increasing pressure from the economic downturn, we have given priority to making stable economic development. By making timely judgments and taking positive action we published a series of policies and measures to accelerate the development of the service industry and tourism as well as support the healthy development of small and micro businesses and private investment. This forcefully promoted a rapid and stable development of the economy. GDP for the year reached RMB 488.41 billion, up by 11.1%. The general budget revenue of local public finance exceeded RMB 50 billion, an increase of 26.5%, doubling that of 2010. This reached the target set for the 12th Five Year Plan period two years in advance. There were another 16,000 newly established medium, small and micro businesses which added increased value of RMB 254.81 billion to the non-public economy, accounting for 52.2% of the GDP. Of the 15 major economic indicators in particular, 8 in our city rank first among 15 sub-provincial cities, 3 rank second and our comprehensive economic strength has been further elevated.

 

2. By doubling efforts on industrial development to strengthen basics, we have laid a more solid foundation for an industrial basis which will support long-term development. By continuously subscribing to and strengthening the concept of “we are not necessarily the one to pick the fruit of success”, we are committed to laying solid foundations for future development and have taken as the major focus in our efforts for stable progress and structural adjustment to strengthen our industries. We have adhered to innovation-driven, policy-led, project-attracted and market-promoting development and have made significant achievement towards industrial breakthroughs. Industries above designated size of the city completed an added value of RMB 126.56 trillion, an increase of 15.4%. The construction of Weibei Industrial Park was accelerated and a total of 1,204 enterprises settled in the park. The businesses have a total output value of RMB 101.32 billion from enterprises of designated size, accounting for 22.5% of the total municipal industrial output. Samsung Memory Chip Plant was built and began its trial run as scheduled attracting 59 support enterprises. 170 major industrial projects, including BYD, progressed smoothly. Johnson & Johnson from the USA, SK from the ROK and several other Fortune 500 companies successively settled in the park or increased their investment bringing the total investment to RMB 86.86 billion, up by 50.2%. With 132 newly added enterprises above designated size as well as 109 state-level hi-tech businesses, we exceeded the annual targets and goals.

 

3. By stablizing investment and enlarging consumption, we have made it more reasonable to drive the growth of the economy. In the past year, by adhering to project-driven investment and investment-promoted development, we made efforts to optimize investment structure in order to give full play to the role of private capital and enhance efficient utilization of the funds. Of the 505 major municipal projects, we accomplished a total investment of RMB 189.7 billion, 126% of the annual target. 339 of which were industrial projects and completed an investment of RMB 102.2 billion, 1.6 times above that of the previous year. The annual urban construction investment reached RMB 29.75 billion, an increase of 18.2%, and private investment amounted to RMB 256.63 billion, up by 21.6%, accounting for 50.8% of the total fixed asset investment of the municipality. Concerning the slowdown of the consumer market, we published a report, “Opinions on Maintaining the Stable and Sustainable Development of the Consumer Market”, and introduced specific measures to promote the development of the tourism sector. Major tourism projects such as Lintong state-level tourism and holiday zone and comprehensive transformation of the South Gate and upgrades were accomplished smoothly. Han Chang’an Weiyang Palace Protection and Demonstration Area were opened freely to the public and the annual reception of tourists exceeded 100 million for the first time. The final figure was 101,300 million with a gross income for the tourism industry of RMB 81.14 billion, an increase of 27% and 24% respectively. We successfully held 170 exhibitions and conferences including Euro-Asia Economic Forum and International Navigation Conference, with a contractual value of RMB 117.3 billion winning the title of 2013 Top 10 Convention and Exhibition Cities. A number of large scale business and trade complexes went into operation, including China South City and Seg International Shopping Center, etc. 130 rural family stores of the “Ten-Thousand Village and One-Thousand Township Market Project” were constructed, covering 80% of all the administrative villages of the municipality. Another 217 business and trade enterprises above limited volume were newly added, accounting for 2.7 times of the tasks and goals at the beginning of the year. The social consumer goods gross retail sales of the municipality increased by 14%.      

 

4. By balancing urban and rural development to stabilize agriculture and increase farmers income, the economy in the districts and counties has been upgraded in balanced development. In accordance with the principles of “one policy for one sector” and “making differentiated development in every sector”, we strengthened the support to district and county governments and the city fiscal bureau disbursed a sum of RMB 240 million of special funds for accelerating the infrastructure construction for 3 sub-central cities and 3 counties. The peripheral districts and counties accelerated their development speed with major economic indicators taking the lead and their proportion in the municipal economic aggregate continued to grow. As a result, a good development pattern took form with these peripheral districts and counties competing with the central cities and districts. 7 urban districts, 5 city clusters, 9 key demonstration townships and 4 famous cultural and tourism townships sped up their development in construction. 47 new-type rural communities began construction and 200,500 people became non-agricultural urban residents. “Green and balanced urban and rural development” has become a national demonstration project. The municipal agricultural sector ushered in the 10th harvest year successively and the construction for Xi’an urban modern agricultural demonstration park at the foot of the Qinling Mountain was launched There were 24 newly added modern agricultural demonstration parks at or above municipal level and there were 37 leading industrial enterprises. The exploration for poverty relief was steadily pushed forward with 20,900 people migrated and relocated and 116,000 people lifted from poverty and absolute poverty completely eliminated.

 

5. By placing equal emphasis on construction and management, we have continuously enhanced the comprehensive carrying capacity of the municipality. By deeply implementing the project of reducing jams and ensuring smooth traffic, subway line 1 was made operational and smooth progress on subway line 3. In addition, comprehensive construction was launched on subway line 4 and the construction of the East Gate Interchange was completed and made operational.  The planned transformation to the branches of 45 main roads, 55 sections and crossroads as well as 55 bus bays was also completed. Altogether there were 10,863 new public parking places added, 224 new buses and 8,865 new public use bicycles.  The transportation junction in the eastern part of the city was put into operation. The north ring road of Xixian New Area, Xi’an-Lintong Expressway transformation and expansion projects in addition to other major projects were forcefully pushed forward. The construction of 10 water source projects was fully launched. The basic phase of the dam construction for Lijiahe Reservoir was completed with a newly added supply capacity of 50,000 tons/day. We launched construction of a power station of 750 KV and two others of 330 KV. 12 power stations of 110 KV were either newly constructed or increased in their capacities for a newly added transformation capacity of 1 million KVA. We solidly pushed forward fine management of the city and finished the basic construction of the urban comprehensive management digital platform. The cable and wire-grounding project of the Second South Ring Road efficiently solved several problems that had received strong complaints from local citizens such as construction hoarding on the road and unreasonable speed limits. The 20 major treatment tasks were fully completed. We smoothly pushed forward transformation work in shanty-towns and 20 urban villages. 8 shanty-towns were expropriated with a total of 42,900 residents relocated. Xi’an won the title of “2013 Best Image Cities of China”.  

 

6. By continuous improvement of the ecological environment, we have made great progress in building a beautiful Xi’an.

By earnestly carrying out Qinling Ecological Environmental Protection Regulation of Xi’an and implementing with high standards the 9 major tasks in the shallow mountain area, we smoothly passed the mid-term evaluation of UNESCO on Zhongnanshan World Geo-Park in Qinling Mountain. We deeply carried out the building of national ecological garden city and national forest city, finished the construction and opened 6 public parks including Qinglingshan as well as 60 green squares finishing a total of 78,000 mu of afforestation area.  We forcefully carried out the project of “eight rivers benefitting Xi’an” and completed the construction of the Weihe River dams and the urban section landscape greening. We finished the construction of Chanba National Ecological Wetland Park and Phase I construction of the Fenghe River Ecological Scenic Spot, opening the latter to the public. There is a total of 8,660 mu of newly added wetland area and 4,035 mu of ecological water area.We strengthened water treatment efforts in the Weihe and Zhaohe rivers and completed the construction of (or upgrading of) 13 sewage treatment plants with an increased treatment capacity of 245,000 tons of sewage water each day. Sulfur dioxide, chemical oxygen demand, ammonia nitrogen and nitrogen oxide emissions were reduced (3.23%, 2.95%, 3.05% and 5.04% respectively) which fulfilled completely the stated targets from the beginning of the year.

What is especially worth noting is that, last year- in regard to air pollution treatment, early awareness led to early intervention with large investments and practical measures that were the first in the country to propose and implement pollution treatment and smog reduction. We took it as the number one project in environment treatment and improving people’s livelihoods. The accumulated investment of the municipal finance totaled RMB 1.495 billion. 593 coal-driven boilers were demolished, 56,200 yellow label vehicles or old ones were removed, and all urban businesses engaged in making paper were closed.  According to new statistical standards for air quality for the whole year, there were 138 days of excellent weather, 33 days above the provincial standards.  

 

7. By deepening reform and opening-up, we have continuously strengthened the inner driving power for development.

We pushed forward practical, simplifying administration to delegate power to lower levels involving 71 items. We launched comprehensive efforts for tax management and VTA reform went smoothly. The pilot work for rural property right system reform was carried out, with 466,000 mu land being transferred. We made progress in the reform of medical associations and the integration of medical services in villages, townships and counties. “Big school district management system” covered the whole city and our reform experience was popularized in the whole province. By ardently promoting overall planning for the reform of scientific and technological resources, we invested RMB 2.07 billion in constructing a number of innovation bases for emerging industries including cloud computation. With an annual contractual volume in technological results at RMB 41.5 billion, up by 38.5%, and the technological contractual volume of local enterprises exceeding RMB 10 billion, the city consequently won the title of “China’s Top Ten Innovation Cities”.

By actively pushing forward the construction of the Silk Road Economic Belt, we collaborated with 15 cities both home and abroad to sign Xi’an Declaratio. It put into operation the Silk Road Flavor Street in Datang Western Market (phase I), established sister-city relationship with Central Asian cities of Mary and Samarqand. We also formally operated Chang’an international freight train, all of which enhanced the international influence of Xi’an City. A total of RMB 143.03 billion of domestic capital and USD 3.13 billion of foreign investment was attracted or utilized in during the year, an increase of 19.1% and 26.3% respectively. Outsourcing contractual volume reached USD 897 million, up by 64.5%.    

 

8. By paying attention to people’s livelihoods and strengthening safeguard measures, we further improved people’s lives. 84.4% of the financial general budget expenditure and 88.8% of the of the increased revenue of the whole year was invested in improving people’s livelihoods, totalling in RMB 61.56 billion (a 25.8% increase) and people benefited greatly from the progress of the reform.

We completed ten practical projects that benefit the people. There were 87,800 sets of affordable houses under construction, with 68,000 sets basically completed. We completed the transformation of dangerous houses for 4,205 rural households and, included 1.81 million employees into the housing fund security system, accounting for 70% of all the employed of the wholein the entire municipality. A total of 32.43 million square meters of heating supply area was added, and another 200,000 households had access to natural gas at their homes. We established 570 quality grocery stores and direct vegetable outlets. Altogether 290,000 rural residents had access to safe water. The 3-year action plan for pre-school education was fully completed , with a total of 286 newly built or expanded standard kindergartens. We further expanded the pilot area for school bus project and the students participating in the nutrition improvement plan and the egg and milk project reached 329,700. We completed the construction of 40 rural mutual assistance senior homes, 100 model senior dining tables, and accomplished the pilot tasks for senior care in 100 villages and 100 communities. The critical illness insurance project was formally launched for urban and rural residents and the rates of urban basic medical insurance and new countryside medical cooperation project reached 98.5% and 99.1% respectively. A mortuary house was built and put into operation as scheduled.    

We made continuous progress in all social undertakings. There were 125,800 new jobs in towns and cities and the registered unemployment rate was 3.4%. Rural transferred labor reached 1,005,000 and the income for urban and rural residents reached RMB 33,100 and 12,930, up by 10.4% and 13% respectively. We formulated and put into operation 13 practical measures to help low-income families both in cities and the countryside, invested another RMB 340,000,000 from the fiscal revenue to benefit a total of 300,000 people. The project to culturally benefit the people was further pushed forward. The target of building “a museum city” was fulfilled 3 years ahead of schedule, with a total of 100 newly built museums of various kinds and more than 1,400 cultural activities and performances for the public welfare were organized. 100 fitness paths were completed or renewed in urban communities and 700 rural fitness projects were carried out. The city held its 15th sports meeting successfully and we made great cultural progress, with 4 people winning the title of ‘national moral persons’ and 11 included in the list of excellent Chinese. We continuously improved the construction of Peaceful Xi’an and effectively pushed forward the work of "5 preventions, 5 crack-downs and 5 strict controls”. We further improved the varied dispute resolution system that guarantees stable and safe production. Once again the city won the title of “the happiest cities in China”.

 

9. By rectifying our behaviors, carrying out strict disciplines and transforming our work styles, we continuously strengthened the construction of the government. We deeply implemented the “mass line” campaign activities. By focusing on the problems and taking prompt actions, we investigated into and solved a number of problems including; arbitrary educational charges, environmental violations of regulations and improper sales of affordable housing. We implemented focused rectifications in work styles and disciplines carrying out 9 specialized treatment measures in the government organs of the whole city. We  published 10 injunction items including unreasonable banquet at public expenses. As a result, the bad practices such as being mediocre, lazy, unfocused and extravagant,  “3 public” expenses of the whole city decreased by 8.5%. In addition, municipal government documents and meetings were cut down by 25.9% and 37.5% respectively. We deeply promoted public governance and actively implemented such activities as inviting undergraduates to work as interns in government organs during the summer vocation and representatives of the citizens to visit the municipal government. We answered 99.4% of the messages of netizens on people’s.com.cn, and won the title of National Demonstration City for Dealing with Netizen Messages. In the past year we submitted 7 pieces of local draft regulations to the standing committee of the municipal people’s congress and properly dealt with 296 proposals of the congress members as well as 786 motions from the municipal CPPCC. We published Rules on the Administrative Procedures of Xi’an City and completed the basic construction for a 4-level administrative service system. We seriously carried out "one post with two responsibilities" and strengthened our efforts in auditing. Consequently, we promoted the practical progress in the construction of a clean government and in the anti-corruption work.    

 

In the previous year, we made other evident progress. We deeply carried out the activities of military-civil integration and double-support for cooperation between the army and the people. We accelerated the development of the undertakings concerning family planning, women and children, seniors and the handicapped. We made significant progress in popularizing the laws, in ethnic groups and religious affairs, in counseling, statistics, historical records and files, social science, civil air defense, earthquake prevention and disaster mitigation, charitable affairs and the work concerning the Red Cross.  

Fellow deputies, upon reviewing the work in the previous year, we know that all the achievements could not have been made without the correct leadership under the provincial Party committee, the provincial government and the municipal Party committee in addition to the effective supervision of the municipal people’s congress, the municipal CPPCC. From all walks of life there are the results from the unified efforts and common endeavor of the people of the whole municipality. I would like, on behalf of the municipal government and the people of the whole municipality, to extend our deeply felt gratitude to all the units stationed in the city from both the central and the provincial governments, to the troops and armed police forces in Xi’an and to all our friends, both at home and abroad, who are dedicated in the care and support given to the construction and development of Xi’an!

Along with our achievements, we should also be aware that there are still many difficulties and problems in our work. Chiefly, they include the following aspects: some structural and deep-level problems need to be effectively resolved in our economic development. We need a more solid foundation for stable growth of our industries. The modern service industry still lags behind in its development and non-public economic scales and quality still need to be further enhanced. There is still a big gap between our economic extroversion at the international level and our positioning as the new starting point of the Silk Road Economic Belt. Problems are still prominent concerning unbalanced urban and rural development including uneven distribution of public services. The people are still unsatisfied with such problems as environmental pollution, traffic jam, food safety and some others that affect people’s livelihoods. The functional transformation of the government is not duly performed and efforts to simplify the administration and delegate more power to lower levels, remains a long-term task. Our efforts in devoted governance and clean governance as well as in our anti-corruption endeavors must continue and improve. We should adopt pragmatic measures for the above mentioned problems and resolve the issues earnestly.  

 

II. Work Plans for 2014

It is the first year to further comprehensive reforms. It is also a critical year to realize the planned goals of the 12th Five-Year Plan and, more importantly, it is the year to begin the construction of the new starting point of the Silk Road Economic Belt. Facing a severe situation of the complex and interwoven world economy as well as big pressure from our economic downturn, we must keep our minds clear and correctly grasp the situation. We must reinforce our confidence and seize the opportunities before us.  We must take active measures to ensure the stable and healthy social economic development of our city so that we may become a qualified vanguard in the construction of the “three Shaanxi”.

In accordance with the planning and deployment in the 4th session of the 12th plenary meeting of the municipal committee, we decided on the following overall requirements for the work of the government in this year: Guided by the spirit of the 18th Congress of the Party as well as of the Third Plenary Session of the 18th Congress, led by comprehensively deepening reform, we should earnestly carry out all the decisions and deployment of the provincial Party committee, the provincial government and of the municipal Party committee. We should stick to the keynote of stable progress and reform for innovation while improving both quality and efficiency. We should focus on the new requirements of “constructing the new starting point of the Silk Road Economic Belt” and “building a socially harmonious livable city”. We should take “five major work arrangements” as the starting point, stable economic growth with all our efforts, double our efforts in structural adjustment, practically utilize our environment, actively open wider to the outside world and continuously improve people’s livelihoods. We should make great efforts to upgrade the economy of Xi’an so as to open a new era for the comprehensive construction of the international metropolis with great historical and cultural characteristics.

By taking into consideration of all the factors, we proposed the major expected goals for the social economic development of the city as: ensure that the GDP growth exceeds 11%, increase the general budget revenue of the local finance by more than 13.5%, control the registered urban unemployment rate within 4.5%, increase urban and rural resident income by 11% and 12% respectively, control rising prices within 4%, increase social consumer goods retail volume by over 13.5%, increase social fixed asset investment rate by over 20%, decrease energy consumption for per 10,000 yuan GDP by 3.3%, and reduce sulfur dioxide, nitrogen oxide, chemical oxygen demand and ammonia nitrogen emissions by 0.5%, 3%, 3% , 1.7% and 2.2% respectively.

 

In order to fulfill the above goals, we should focus chiefly on the following 8 aspects:

1. By comprehensively deepening reform, we will further strengthen the inner driving power for development.

We will earnestly carry out the decision of the Central Government on comprehensively deepening reform and the implementation opinion of the provincial Party committee as well as Opinions on Comprehensively Deepening Urban Management and Social Governance Reform of the municipal Party committee. This will include a view to give full play to the decisive role of the market in resource distribution. We insist on practicing reform and innovation in all the sectors and every linking point of the social economic development and endeavor to make breakthroughs in major fields and critical linking points.  

Push forward in-depth reform in major areas. Push forward the transition from asset management to capital management in terms of state asset supervision and management and accelerate the cultivation of powerful state-owned capital enterprises. Actively welcome non-public capital to participate in the diversified property right reform of municipal state-owned enterprises, forcefully develop economic forms with mixed ownership and accelerate the restructure and merge between Xi’an Textile Group and Five Rings Group. Do a solid pilot work for VTA reform in expanded areas. Comprehensively carry out the right recognition, registration and certificate issuance both for rural house sites and for collective construction land. Accelerate the construction of rural property rights circulation trading market. Encourage and support various financial service institutions to extend their services to the rural areas and realize the goal of having all the agricultural counties or districts covered by small loan companies. Further strengthen the supervision on the financing platforms of the government at all levels. Strictly follow the procedures of government borrowing and effectively prevent the risks of government debts. Continuously innovate urban management systems and mechanisms, delegate power to lower levels and apanage management. Establish the principal status of the district-level government in urban management and find practical solutions of “the viewers are unauthorized and the authorized are not viewers”.      

Accelerate the reform in the overall planning of scientific and technological resources. Support the hi-tech zone to construct a national demonstration area for independent innovation. We will support Fengdong New city to build the national demonstration base for the reform of overall planning scientific and technological resources. We will accelerate the construction of Yanliang state-level innovation industrial cluster and Beilin university-related innovation industrial belt. We will construct a scientific and technological innovation chain with the in-depth integration of industries centering around the cultivation of pillar industries, science and technology as well as finance. Reasonably integrate enterprises, universities and colleges as well as research institutes, and with the closely connection of R&D, mid-term experiment, production and services. Upgrade the service functions of the big market of science and technology and  push forward the project of the talents of educational institutions and research institutes serving enterprises.  Facilitate the accelerated conversion and local conversion of more scientific and technological results so as to realize the goal of an annual technological contractual volume of RMB 50 billion in the entire municipality.  

Strengthen innovation in social governance. We will take the construction of harmonious communities as the focus and make greater efforts to transform the old communities by improving and perfecting the infrastructure and service functions of those communities. We will comprehensively push forward grid management and social services. We will strengthen the duties and responsibilities of enterprises, public institutions and people’s organizations in social management and services. We will guide the healthy and orderly development of social organizations and provide assistance to the development of volunteer service organizations. We will improve the system of “integrating the 3 mediation approaches” in order to establish a comprehensive mechanism for resolving contradictions and disputes. We will push forward the reform of the letters and visits system, perfect the acceptance and resolution of the letters and visits cases through the internet so as to timely mediate or resolve the reasonable petitions of the people. We will stick to treatments based on the sources in systematic and comprehensive approaches and in accordance with the law. We will make even greater efforts to push forward the construction of a peaceful Xi’an on an even higher level. We will continue to deepen the reform on the big school district management system, promote the job position rotation of the headmasters and teachers of public schools. We will accelerate the construction and application of modern educational information and technologies with an effort to decrease the gaps between different districts, urban and rural areas as well as different schools. We will completely get rid of the restrictions on the household registration in counties and designated townships so as to eliminate the systematic barriers for urbanization.  

 

2. By persistently strengthening our industries, we will continuously build a solid foundation for the stable progress in our development. We will take strengthening industries as our focus in our industrial structural adjustment and take various industrial clusters and major industrial projects as the major objects of our efforts. We will implement an in-depth industrial breakthrough strategy so as to achieve the goal of a greater than 15% increase of the added value for the industries above designated size.  

Accelerate the construction of Weibei Industrial Zone. We will focus on the construction of infrastructure and supporting facilities and emphasize investment promotion as well. We will speed up the construction of major infrastructural facilities including Weibei Transverse Expressway Line and water diversion project in the Jinghe River, etc. make great efforts to focus on the development of the major industrial parks such as the firearms industrial base, China Aviation Industrial Park and others so as to attract a total of over RMB 40 billion of industrial investment, an increase of more than 50%. We will center on the major industrial positioning of each cluster and accelerate the formation of industrial clusters. We will make active moves to attract the project of Hyundai Motors to invest in Xi’an. We will also guarantee the added value of industries above designated size to increase by more than 17%.

Continue to implement the Planning to Double Industrial Investment and the Development Project for Industrial Enterprises. We will make great efforts on 196 major municipal-level industrial projects, guarantee 70 projects including Samsung Electronics and Phase II project of BYC to finalize construction and put into operation by the end of the year, and that increase the industrial investment of the city by about 45%. We will strengthen policy support and services to 55 major enterprises with a respective production value of RMB 1 billion. We will increase the support to medium, small and micro-sized enterprise so that in the whole year there will be another 130 new enterprises above designated value. We will give full play to the driving role of the municipal specialized funds and provide focused support to projects including the technological transformation of the enterprises, technological innovation, energy conservation and cost reduction. We will positively guide industrial enterprises within the urban areas of Tumen and Xingfu Road to move into the districts from the urban areas so as to achieve development through transformation. We will deeply implement the strategy of strengthening the city by improving qualities and take an active part in the construction of the demonstration city of national quality strong cities.  

Forcefully develop strategic emerging industries. We will continue to make full use of the Samsung ripple effect so as to bring about the development of the industries of electronic grade silicon material, integrated circuit design and semi-conductor packaging, etc. We will focus on the formation of the smart phone industrial cluster of about RMB 100 billion so as to accelerate the establishment of the complete electronic information industrial system. We will speed up the construction of the next generation national internet demonstration city and smart city. We will promote the in-depth integration of information application and industrialization. We will take advantage of the approval of Xi’an City as the national new energy vehicle demonstration and promotion city based on the new energy automobile projects of BYD and Shaanxi Heavy-Duty Automobile to promote the transformation and upgrading of the traditional automobile industry. We will actively follow the progress in the research on and production of big airplanes. We will push forward with united efforts the R&D of MA 700 and focus on the construction of the industrial cluster of satellite applications so as to accelerate the development of the aviation and aerospace industries. We will further the implementation of a cultivation plan of little business giants focusing on 300 scientific and technological enterprises which are competent in innovation, fast in development and major market stakeholders in an effort to realize an added value of RMB 70 billion of the hi-tech industries.

 

3. By Promoting the transformation and upgrading of the service industry, we will actively expand social consumption.

Based on the resource and comparative advantages of our city, we will accelerate the transformation and upgrading of the traditional service industry. We will forcefully develop a modern service sector and give full play to the vitality of the consumption market so as to enhance the contribution of the tertiary industry to our municipal economic growth.

To forcefully construct modern service industry clusters. We will focus on the construction of 8 national-level and 10 provincial and municipal-level service clusters for comprehensive pilot reform work. By accelerating the construction of the regional financial center, we will try our best to attract the development bank of Shanghai Cooperation Organization to settle in Xi’an.

We will make greater efforts to facilitate more banks both home and abroad to establish branches here in our city and encourage private capital to set up medium and small-sized banks. Supported by scientific and technological service industry, we will promote the hi-end development of the productive service industry and focus on the cultivation of 50 scientific and technological service organizations in R&D or testing. Based on Northwest Metal and Grand Auto and some other major logistics parks, we will promote the interactive development of the manufacture industry and the logistics sector. Within the year, another 100 service enterprises above designated size will be added and the value of that sector will increase by more than 9.5%.

To promote the accelerated development of the tourism industry. By taking practical advantage of various policies to promote the development of the tourism sector, we will focus on the construction of a number of major tourism projects including the Zhongnanshan world geological park in the Qinling Mountains, the aviation tourism and holiday resort in Yanliang and others. We will complete the construction of the South Gate scenic area as well as the city circling recreation belt and open them to public before the National Day in October. We will actively develop emerging tourism enterprises for recreation and business, improve the service systems for do-it-yourself,  self-driven travel, and continuously utilize the tourism product structure.  We will accelerate the construction of the comprehensive platforms including the passenger concentration center at Xi’an Railway Station. We will establish the city and district-level tourism comprehensive coordination mechanism together with the joint law enforcement supervision mechanism and the one-stop claim reception mechanism. We will carry out in-depth treatment to the order of the tourism market so that the total number of tourists both home and abroad may reach 120 million and the total revenue of the tourism sector exceed RMB 95 billion. We will actively promote the integrated development of the cultural industry with the sectors of tourism, science and technology, finance and others. We will guide market factors to concentrate on the cultural industry, accelerate the construction of the national digital publishing base, publishing packing industrial base and advertisement industrial park. We will support the interactive development of the cultural enterprises, promote the leading enterprises to carry out M&A not only crossing industries but also crossing the ownership systems so as to enhance forcefully the overall strength and competitiveness of the cultural industry of our city. Another 400 cultural enterprises will be added bringing the value of the cultural sector to RMB 52.5 billion, an increase of 25%.

To actively create a quality consumption environment. We will push forward the development of 7 major urban areas, accelerate the transformation and upgrading of the traditional business circles along Dongdajie Street and Jiefang Road and initiate the construction of the new business circles of Chang’an Road CBD. In addition, we will actively develop the subway economy. We will forcefully cultivate new consumption hot spots concerning recreation, health and information. We will enlarge the proportion of service related consumption in the total consumption of the residents. We will vigorously promote the market project of 10,000 villages and 1,000 townships as well as the project of standard township supermarkets, and further improve the rural consumption environment. We will take advantage of the construction of national e-business demonstration city, support the operation and development of Central and Western China Commodity Trading Center, Jingdong Mall and other leading enterprises so as to attract more E-Business giants to settle in Xi’an.

 

4. By focusing on utilizing the structure, we will continuously improve the quality and efficiency of investment.

We will stick unswervingly to the mentality of increasing investment by projects and promoting development with those investments. By maintaining the reasonable increase of investment, we will pay more attention to utilizing investment structure and give full play to the vitality of private capital making all efforts to have find new breakthroughs both in enhancing investment quality and in improving benefits.    

To pay special attention to major projects. According to the requirements of “guaranteeing continued construction, major projects and people’s livelihoods for future development”, we will guide more investments in structural adjustment, infrastructure, people’s livelihoods and environmental protection. A total of RMB 185 billion of planned annual investment of the city will be completed with industrial investment accounting for over 60%. There will be 60 major projects completed as scheduled. A total of RMB 35.2 billion of urban construction investment will be completed in the calendar year.  

To make great efforts to construct a multi-source financing structure. We will earnestly carry out the “36 new rules” of the State Council and the Opinion on Encouraging and Guiding the Healthy Development of Private Investment of the city and encourage private capital to get involved in six fields of financing, transportation, water conservation, municipal administration, education and health care. This will promote the healthy and continuous development of private investment. We will strengthen the cooperation and project docking among the banks, the government and the enterprises while providing assistance to guide credit and loans to invest heavily in major fields and projects. We will deeply implement the financing project of “two promotions and two increases” by pushing forward the construction of a multi-source capital market and support enterprises to list for financing in NEEQ. A total of over RMB 230 billion of social financing will be collected in the calendar year.    

To practically do a good job in investment attraction. We will center on leading industries and supporting industrial chains and make great efforts to attract investment from Fortune 500 companies, top 500 domestic enterprises and strategic investors. We will facilitate big enterprises both home and abroad to establish regional headquarters, R&D centers and production bases in our city. We will continue to innovate our investment attraction methods and carry out active business promotions in major countries and areas. We will improve our guarantees, promotion and evaluation mechanisms for attracting business projects to ensure the smooth implementation of the signed projects. This will be done in an effort to increase domestic and foreign investment by more than 15% and 25% respectively.

 

5. By actively carrying out the strategy of opening-up driven development, we will make double efforts to construct a new high ground for inland development and opening-up.

We will take advantage of the strategic opportunity of national efforts to push forward the construction of the Silk Road Economic Belt. We will accelerate the environmental construction to open wider to the outside world and actively carry on industrial transfer. We will continuously strengthen the opening-up function as a regional center city and comprehensively promote economic extroversion and the international level of our city.

To launch in full scale the construction of the new starting point of the Silk Road Economic Belt. We will waste no time in carrying out the Implementation Plan of our city, and complete the drafting of relevant planning by centering on the construction of one high-ground and six centers. We will actively plan the comprehensive three-dimensional transportation system and the pivotal port for international transit with Xi’an as the center. We will open the international airline from Xi’an to Kazakhstan by the end of the year and implement, as soon as possible, the transit without visas. We will push forward the normal operation of the Chang’an international freight train. We will place specific attention on the joint application for the Silk Road Heritage and in the application for Xi’an freed trade zone in the Silk Road Economic Belt. We will launch the construction for Silk Road cultural park, museum and the starting point plaza. We will initiate a series of cultural activities on the social conditions and customs along the Silk Road. We will  promote multiple exchanges with cities along the Silk Road in the fields of culture, industry, education, scientific research, tourism and others.  

To actively construct the platform for opening to the outside world. We will launch the construction of the comprehensive park of the Euro-Asia Economic Forum and promote the member states of the Shanghai Cooperation Organization (SCO) to establish consulates in our city. We will support capable enterprises to get involved in the construction of the 85 major cooperation projects in 10 major areas determined by Multilateral Trade Cooperation Program of SCO Member States. We will plan and carry out the series of promotional activities for Xi’an entering Central and Western Asia and participate in holding the First International Expo of the Silk Road Economic Belt. We will accelerate the construction of a batch of international schools, hospitals and communities, and continue to improve the comprehensive service capabilities of our city concerning foreign affairs.

To forcefully develop the export-oriented economy. We will get a quick hold of the strategic opportunities of the country to strengthen the opening-up along the border among inland provinces and accelerate the construction of the comprehensive bonded zone. We will focus on the development of export-oriented economy featured by exhibition trade, bonded logistics, export processing and service outsourcing. We will encourage the dominant enterprises in Xi’an to establish production bases in other countries and make planning for the construction of Central Asia·Chang’an Industrial Park. We will accelerate the construction of the E-port, develop cross-border E-business and get actively involved in the establishment of the national cross-border E-business pilot city.  

 

6. Led by the construction of new-type towns and cities, we will accelerate the integrated development of the urban and rural areas.

We will accelerate the construction of towns and cities by giving priority to people and making efforts to promote the integrated development of the urban and rural areas. We will do this in accordance with the requirements of intensive and highly effective production space, livable and well-proportioned living space as well as the ecological environment of green mountains and clear waters.  

To further optimize urban special arrangement. Based on the modification of the master plan of our city, we will publish (as soon as possible) a number of limiting planning guides such as the ‘Guiding Principles of Urban Planning.’ Under the pre-condition of clarifying the development limits of the city, we will speed up the transformation and upgrading of the finished areas in urban construction and actively implement the strategy of optimizing the south city. We will continue developing the north city extending the east part and making connections in the west so that the urban spatial arrangement of the downtown area may be reasonable and optimized.      

Optimizing the south city means that we will base on the ecological shield at the foot of the northern Qinling Mountain and Qujiang new zone, the Aerospace Base, Changning New City and other major plates. We will focus on optimizing functions and connotative development while making efforts to construct a beautiful new south part of the city. It will be ecologically attractive and suitable for both living and business. We will complete the relocation of the zoo by the end of the year and accelerate the construction of the Juehe River wetland park. We will complete the construction of the south section of the urban central axis and smoothly connect Chang’an Boulevard and South Chang’an Street.    

Developing the north city means that we will grasp the opportunities in the comprehensive treatment to the urban section of the Weihe River and in the completion and opening to public of the Chanba National Wetland Park. We will comprehensively enhance the urbanization level of the area between the north to the Ring Expressway and the Weihe River. We will complete the construction of the grand bridge at the rivermouth of the Bahe River to the Weihe River. We will launch the transformation and expansion project of the urban section (the section to the south of the Weihe River) of the first-class highway from Xi’an to Tongchuan. We will accelerate the development of the surrounding areas of the north long-distance bus station while we support the development of the ecological industrial park in Caotan and coordinate the progress in the construction of the intercity railway from Xi’an to Yanliang.  

Extending the east part means that we will take Xi’an International Trade and Logistics Park, Fangzhicheng comprehensive development zone and Lintong national tourism and holiday zone as the locomotives to accelerate the extension of urban infrastructural facilities to the east. We will promote the integration of industries and the city so as to promote the large, leap-frog development of the east city region. We will launch the construction of the city rail of Lintong City and try our best to complete the construction of Qinhan Boulevard for operation. We will support Qujiang and Lintong City to make joint efforts for the implementation of national major demonstration project of green and balanced development of urban and rural areas.  

Making connections in the west means that we will seize the great opportunity of Xixian New Area becoming the national pilot area to innovate urban development patterns and give full play to the ripple effect of the policies of the joint construction of the big Xi’an by the province and the city proper. We will accelerate the progress of the integration of Xi’an and Xianyang to push forward the joint construction and shared utilization of the public facilities as well as the interconnection and integration of the industries in the west city region. We will support Fengdong New City to accelerate the construction of its four plates including Kunming Pool and International Auto City, etc., in order to speed up the transformation of Sanqiao business circle and Liucunpu area. We will try to launch the construction of the extended Xianyang section of subway Line 1 and promote the seamless connection of the bus systems of Xi’an and Xianyang.

To practically improve the quality of the new-type towns and cities. We will take as our focus the permanent residents capable of a stable life and career in towns and cities, and practically facilitate rural residents to settle in cities so that a total of 140,000 rural residents may become urban residents. We will further improve the follow-up mechanisms for social security, health care, affordable housing and other social benefit programs paying special attention to include rural old-age insurance and medical insurance systems into urban social security system. We will carry out vocational training for rural workers and solve the problems concerning the free compulsory education of the children moving into cities with their parents in an effort to ensure equal citizenship for every rural resident settling in cities and towns. Supported by the construction of a scientific and reasonable system of towns and cities, we will accelerate the construction of 3 sub-central cities, 5 urban clusters, 9 major demonstration townships and 4 townships famous for culture and tourism. We will actively carry out the expansion and transformation projects in county cities and township streets continuously improving comprehensive service functions of these towns and cities by gathering the population and clustering the industries. We will adhere to local conditions by focusing on local features and paying attention to cultural inheritance. We will maintain historical memories and maintain strict construction qualities so that the people are satisfied and at ease with these project. The projects are qualified for public evaluation and will stand the test of time.    

To continuously push forward the breakthrough development of county economy. We will continuously improve the system of “one policy for one sector” and establish a differentiated supporting policy system. We will further the joint construction pattern for the cooperation between development parks and districts or counties. We will push forward the specific and coordinated development of the districts and counties. We will pay specific attention to agriculture, farmers and rural areas by fully implementing policies empowering, benefiting and enriching the farmers so as to guarantee the stable increase of their income. We will forcefully develop urban modern agriculture and strictly protect the farmlands. We will pay special attention to the high-yield project and in the cultivate and affirm 20 provincial and city level agricultural demonstration parks, increase another 20 leading agricultural industrial enterprises and 30 city level cooperatives this year. We will establish a coordinated and unified supervision, testing and law enforcement mechanism for agricultural products in cities, counties and districts including a quality evaluation of agricultural products into administrative performance evaluation in agriculture-related districts and counties. We will push forward the rural safe water projects and solve the safe drinking water problem for 200,000 rural residents by the end of the year. We will take as our goal to build "beautiful countryside” and deeply carry out the comprehensive treatment to rural environment. We will complete the construction of 325 major new countryside villages,  cultivate more than 10 ecological townships and over 20 ecological villages. We will earnestly implement the three-year action plan for poverty alleviation and development. In doing so we expect to complete the relocation of 310,000 residents and help 130,000 people to shake off poverty.    

 

7. Taking as our goal to construct a livable city, we will continuously optimize the living environment.

It is the people’s expectation and the duty of government to construct a livable city. As the administration team of the city, we must take as our value standard to “enable people to live more comfortably”, which includes many life details. We need to continuously improve urban functions so as to upgrade the quality of the city.  

To resolutely win the tough battle against pollution and smog. We will earnestly carry out the “ten national regulations” and the Implementation Plan on Pollution Treatment and Smog Reduction of our city, stick to strict measures on smog treatment and source prevention. We will strengthen joint prevention and control. We will actively push forward the projects of replacing coal with natural gas or with electricity. We will ensure the completion of the removal or transformation of 350 coal-driven boilers within the year and endeavor to reach the goal of a coal-free downtown area in two years. We will strengthen the treatment to curtail pollution from vehicles. We will get rid of 14,800 old or yellow-label vehicles, and increase 10,000 clean energy vehicle by the end of the year. We will further the treatment measures for dust pollution at construction sites and improve the whole process monitoring system for removing construction rubbish. We will raise the cleaning level of the urban roads so that the dust pollution in the city may be effectively controlled. We will accelerate the comprehensive fume treatment progress for the thermal power plant in the western suburbs and ensure the up-to-standard emission as scheduled. We will continue to focus on the water pollution treatment to “two rivers and one district” and speed up the construction of the sewage treatment plants and supporting tubes and networks to ensure the water quality at the Xi’an section of the main stream of the Weihe River is up to the standard.    

To further implement the project of ensuring smooth transportation by reducing traffic jams. We will further complete the urban road network, launch 54 urban transport improvement programs including the section between Zhuhong Road to the North Second Ring Road Interchange. We will complete the major projects including the comprehensive transformation of the South Ring Road and the section between Taibai Road and the Zhangba Road Interchange. We will transform, broaden and connect a batch of urban crossings, congestion spots and dead end roads in addition to building another 8,000 new parking lots. We will accelerate the subway construction ensuring the south section of Line 2 is completed for operation by the end of June and all the tunnels of Line 3 are completed by the end of the year. We will coordinate the progress of 3 expressway projects under joint construction efforts of the province and the city including Xixian North Ring Road. We will speed up the transformation or expansion projects of G310, G108, S107 and other arterial highways. We will continue to speed up the construction of the metropolitan pubic transportation system, launch the construction of Xi’an North Train Station and the (Phase II) project of integrated transportation hub in Chengxi and Chengnan Terminals. We will make reasonable adjustment to the public transit network and to vehicle disposition with a newly set up a number of Taxi docking points or Taxi ports on downtown main streets or at busy sections in an effort to solve the problems both in Taxi docking and in the difficulty of taking Taxis. We will invest in another 20,000 bicycles for public use so that we may build a basic, integrated service system featuring the seamless connection of train transport, bus service and slow-moving traffic with a purpose to encourage the low-carbon travel by the residents.        

To unswervingly pay attention to delicacy urban governance. We will formulate Regulations of Xi’an City on Urban Governance and carry out, according to law, a comprehensive management on urban planning and construction, public facilities, sanitation amenities, road and transportation, ecological environment and other fields of public affairs or public order. We will do so in an effort to realize a more institutionalized, standard, routinized and delicacate governance of the city. We will continue to strengthen the treatment to traffic violations, muck vehicles, adlets, roadside stall business and other persistent urban ailments. We will accelerate the construction of the digital platform for integrated urban comprehensive management so as to continuously improve efficiency in urban management. We will launch the transformation and expansion project of the railway station while making preliminary preparations for the integrated transformation of Dongguan area. We will focus on the construction of the model streets up to the standards of 100 standardization requirements. We will accelerate the progress to build underground systems for the aerial cables and power lines paying close attention to upgrading the lighting of the night scene and actively carrying out beautification projects along the arterial lines. Paying particular attention to the city exit approach spans around city plazas and scenic spots so as to make breakthroughs in beautifying our cities.          。

To accelerate the progress in the construction of a beautiful Xi’an city. We will strictly carry out the Implementation Plan on the Protection and Development of Xi’an Section of the Shallow Mountain Area in Qinling Mountains. We will focus on 7 major projects from the scenery upgrading along the mountain road, the construction of green passages to the ecological rehabilitation of the abandoned mine sites, etc., and shut down, according to law, illegal mining enterprises within the preservation area. We will accelerate the project of “eight rivers benefiting Xi’an”, continue to pay attention to the treatment to the Weihe, Bahe and Heihe rivers as well as lay emphasis on water source projects. We will finish construction of Lijiahe Reservoir,  adding another 6,080 mu of wetland, 2,500 mu of water area free from pollution, in an effort to achieve the goal of over 96% of the drinking water from the water sources meeting the prescribed standards. We will strictly keep the three red lines concerning water source management, forcefully push forward water conservation efforts, and raise the practical use of recycled water. By laying emphasis on rubbish reduction and on its transformation into resource, we will launch the construction of 3 new waste treatment plants and 9 sites for construction rubbish by the end of the year so as to strengthen management on urban wastes. We will continue to improve the supporting service facilities for the protection of the great site conservation area of the Chang’an ruins of the Han Dynasty and strive for the best possible outcomes in the relocation of the local residents. We will further our efforts to build Xi’an into a national ecological garden and forest city forcefully implementing roof greening, three dimensional greening and greening in the corners of the urban transformation sites. We will speed up the construction of a number of urban tree belts in an effort to newly increase 4.5 million square meters of urban greening area as well as 0.6 million mu of afforestation.        

To maintain urban security with all our efforts. We shall firmly establish the mindset of safety development and further implement the subject responsibilities of the enterprises, the supervision responsibilities of functional departments and the apanage management responsibilities of the grassroots units. We will do our best to exert the utmost efforts to resolutely prevent the occurrence of any major safety incidents. We will improve our three-level supervision system for food and medicines, strengthen the construction of the tracing system and technical examination capabilities, and crack down with strict measures on malpractices concerning counterfeit or poor quality food and medicines. We will strengthen the construction of the “three basic aspects” concerning safety production and strengthen safety management in the fields of subways, high-rise buildings, special equipments and city public pipeline systems. We will pay specific attention to checking on hidden risks so as to ensure public security. We will improve the three-dimensional social security prevention and control system effectively preventing and cracking down on illegal criminal activities according to law so as to maintain practical social stability. We will strengthen the alarm system construction concerning disaster prevention, enhance our meterological, geological and earthquake prevention capabilities in an effort to establish a “firewall” of urban security.    

 

8. By carrying out practical programs to benefit the people, we will continuously improve people's livelihoods.

We will actively respond to the new expectations of the people and continue to focus on the 10 practical projects to benefit the people solidly pushing forward projects concerning people’s livelihoods. We will invest in those areas where people need most so as to enable our citizens city to benefit equally from the development.  

To forcefully carry out the strategy of employment priority. We will encourage employment by starting new businesses, a total of RMB 1.3 billion of relevant bank loans will be used in starting new businesses in an effort to add 80,000 new jobs. We will further our support to new businesses with an emphasis laid on the employment of new graduates, the difficult group and peasant workers who settle in towns and cities. We will increase grassroots public administration and social service positions at public expense with most of the positions left for university and college graduates and we will try to increase 110,000 new jobs in the urban areas realizing the goal of 670,000 transferred rural labors within the year.  

To forcefully enhance social security level. Based on the principles of guarantee the necessities, keep the bottom line, promote equality and maintain sustainability, we will earnestly carry out the 13 policies and measures to improve the life of the low-income families in our city. We will make sure that every family are supplied with basic living necessities and their lives improve with the passing time. We will raise the resident old-age insurance level according to the same standard for both urban and rural areas and steadily expand the scope of medical insurance reimbursement. We will accelerate the construction for the housing security and supply system pushing forward the integrated operation of affordable housing and public rentals. We will launch the construction of 100,000 sets of new affordable houses and provide 40,000 sets of finished ones. We will further improve the basic support and public service facilities in the neighborhood of the transformed shanty-towns. We will complete the requisition and relocation of 17 urban villages, 8 shanty-towns as well as the relocation of 28,000 residents whose houses were demolished in the transformation. We will actively cope with the aging population and accelerate the development of the service industry for seniors. We will focus on old-age dining tables, their health and spiritual needs, expanding the coverage of urban community senior service and rural senior homes in an effort to increase another 3,000 beds in these institutions within the year.    

To push forward the coordinated development of all the social undertakings. We will continue to increase educational input, launch the implementation of phase II project for the three-year action plan of pre-school education, accelerate the construction of 36 schools and kindergartens in development zones, and complete the construction of 130 standard schools of compulsory education. We will continuously strengthen the treatment to unauthorized collection of fees by educational institutions so as to practically maintain the public interest. We will complete and improve grassroots medical service system, encourage trusteeship in community, township and street community medical institutions to be carried out by hospitals at or above county levels. We will accelerate the construction progress of the Municipal People’s Hospital and the Third Hospital, and guarantee the relocation and operation of the Hospital of Traditional Chinese Medicine. We will further standardize medical services and solve problems practically in regard to difficulties and high cost of medical treatment for the people. We will carry out the policy of “a second child for only-child parent” and push forward the project of mothers’ health and the project of eugenic promotion. We will set up public law service centers in districts and counties so as to maintain the lawful rights and interests of the citizens according to law. We will improve grassroots public cultural and sports facilities, launch the transformation project of the municipal stadium, and add 120 newly built or renewed fitness paths as well as 600 sports and fitness projects for farmers. We will accelerate to push forward civil-military integration and deeply carry out “double-support” activities to improve unity between the army and the people. We will provide further support to the trade unions, the youth league, the women’s federation and other people’s organizations and give full play to their role as a linking bridge and pay special attention to ethnic and religious affairs, broadcasting and television, women and children, the disabled, counseling, people’s air defense, social sciences, the annals and archives, etc.  

 

III. Building a government to people’s satisfaction

The key to doing a good job this year lies in strengthening the self-construction of the government. We will take advantage of the great opportunities to deeply carry out the “mass line” campaign, to practically improve our work styles, push forward in full scale the administration by law and make efforts to enhance the credibility and execution capability of the government.

The first lies in transferring government functions. We will continue to push forward simplifying administration and delegate power to lower levels, holding fast to the principles of being active yet prudent and the integration of power and responsibilities. Also to cancel in different patches and delegate to lower levels part of the former municipal approval items and urban administration power in accordance with the requirements of being “able to delegate, capable of taking over and effective in performances”. We will give full play to the decisive role of the market in the allocation of resources. We will activate the innovative vitality of the market subjects, practically cutting down on administrative approval items concerning investment, production and business operation activities as well as permits of qualifications so that we may truly transfer the work focus of the government to the cultivation of a good environment for development and to providing quality public services by maintaining social equality and justice.

The second aspect lies in standardizing the operation of public power. We will stick to principle of institutionalized power operation, institutionalized handling of government affairs and institutionalized HR management. We will implement the government power list system so that government power is exercised in the light of day with utter transparency. We will further standardize administrative law enforcement procedures, establishing a law counseling system, and comprehensively implement the responsibility for law enforcement so that we may enforce the laws in a strict, standardized, justified and civilized manner. We will consciously accept supervisions from the People’s Congress, the municipal CPPCC and from all walks of life, further broaden the channels for social situations, public opinions and political participation of the people so as to continuously improve the scientific, democratic and legal standards in government decision-making.  

The third lies in the efforts to improve government efficiency. We will strictly implement the 25 restrictive measures for the treatment to numerous official documents and countless meetings, and comprehensively clean up various projects concerning assessment, competitions, commends and evaluations. In accordance with the work standards of being strict, exact, detailed, practical and efficient, we will strengthen our efforts to deal with the problems of being mediocre, lazy or unfocused in work. We will strengthen measures for administrative liabilities and performance supervision, initiate and implement investigations on the last person in administrative evaluation, and resolutely deal with administrative omissions, illegal actions and inefficient executions so as to guarantee the proper implementation of all the tasks and goals.

The fourth is to practically strengthen our efforts in anti-corruption for a clean government. We will strictly carry out Regulations on Strictly Carrying out Austerity against Waste in Party and Government Institutions of CPC Central Committee and  “Three Requirements” of the State Council, stick to thrifty in all undertakings and cut down public expenses of the municipality by 5% in all departments. We will comprehensively promote the construction of a system to punish and prevent corruption. We will strengthen auditing and supervision. We will severely crack down on cases concerning leading institutions and the abuse of power by leaders. Corruption, depravity, dereliction of duty and others abuses will not be tolerated in an effort to create an administrative environment that is clean, positive and efficient.

Every employee of the government must keep in mind the fundamental purpose of serving the people. They must show concern for people’s safety and demands at all times. Each government employee will always stand in the shoes of the people when making judgments and decisions, going all out to be practical and resolving complicated difficulties. Each government employee will plan for the well being of the people and serve the people at all times. They will do this by practicing austerity, by being diligent and practical in government affairs, by being brave and taking responsibility, by always showing respect for work and duty, by being clean and honest at all times so as to win the trust and support of the people with every action.  

 Fellow deputies, now the bugle has sounded for us to comprehensively deepen our reform. These new goals are truly inspiring. Let us rally closely around the CPC Central Committee with comrade Xi Jinping as General Secretary, under the strong leadership of CPC provincial committee and the provincial and municipal governments to fully seize the opportunities before us, to carry out our practical actions, and to work hard to build a new Xi’an city. One that is built into a harmonious society, an eminently livable city, with people enjoying their lives!
