REPORT ON THE WORK OF THE GOVERNMENT

Fellow Deputies,

On behalf of the municipal people’s government of Xi’an, I will now report to you on the work of the government for your deliberation and approval, and I invite comments on my report from all the members of the People’s Political Consultative Conference and other participants.

I.A Review of the Work in 2009

In 2009, we encountered many difficulties in the development of our city, which were much tougher than those in the previous years, but the achievements we made were remarkable, which was out of our expectation. Faced with severe difficulties caused by the international financial crisis, under the leadership of the provincial municipal party committee and the provincial municipal government as well as the municipal government, the municipal government thoroughly implemented the scientific outlook on development, earnestly carried out the decisions made by the central government and the provincial government about maintaining the economic growth, people’s livelihood and social stability. The municipal government timely made many measures for promoting the development of investment, manufacturing industries, tourism, consumption, employment and other sectors, and our city took the new tendency of rapid economic development, continuous improvement of people’s livelihood, social harmony and stability as well as coordinated development of other causes. The annual GDP of the entire city realized 271.91 billion yuan, an increase of 14.5% over the previous year. The total fiscal revenue was 40.029 billion yuan, an increase of 23.4%. The local general budget revenue reached 18.14 billion yuan, an increase of 24.6%, and the general budget expenditure was 27.685 billion yuan, an increase of 22%. The per capita disposable income of the urban residents reached 18,963 yuan and the per capita net income of rural residents was 6,275 yuan,; and they were increased 24.7% and 20.4% respectively.

Main Tasks Completed in 2009

1.Taking Various Measures to Maintain the Economic Growth

We maintained the economic growth by increasing investment. By adhering to the strategy of project-driven development, all the social sectors of Xi’an City invested 250.013 billion yuan in fixed assets in total, an increase of 31.2% over the previous year. In the city, there were nearly 3000 projects, each with an investment of more than 5 million yuan. Among the projects, 235 municipal key projects had a total investment of 80.3 billion yuan, which occupied 139.4% of the target planned for 2009. The investment in the urban maintenance and construction projects reached 23.5 billion yuan, an increase of 3.016 billion yuan over the previous year. The investment in the five leading industries reached 159.253 billion yuan, an increase of 33.9%. The investment in the manufacturing industries was 44.157 billion yuan, an increase of 24%. The investment in the eight big projects about people’s livelihood reached 1.32 billion yuan, and 577 programs were completed. The financial institutions provided new loans of 130.6 billion yuan in domestic and foreign currencies, effectively supporting all the constructions in the city.

We maintained the economic growth by upgrading the industries. The added value of the five leading industries accounted for 48.6% of the city’s GDP, an increase of 1.8 percentage points. There were more than 120 new large-scale industrial enterprises in 2009. The added value of the large-scale industrial enterprises reached 72.533 billion yuan, an increase of 17% over the previous year. BYD Automobile Co., Ltd. became the fourth industrial enterprise of our city which annual production and sales value was over a hundred million yuan. We also developed the modern urban agriculture, and the total output of the grain reached 2.182 million tons, which broke the highest record in the history. There were 130 leading large-scale enterprises in total in 2009. The revenue of the agricultural processing and circulation achieved 16 billion yuan. Great Tang Sleepless Town was completed and put into operation. A group of key projects started to be constructed, including the second factory of BYD Auto, the global procurement center of Yurun farm and sideline products in Xi’an, Chang’an Communication Industrial Park and Xi’an Huanan Town.

We maintained the economic growth by promoting consumption. The total retail sales of social consumer goods reached 138.112 billion yuan, an increase of 20.3% over the previous year. The consumption in tourism, real estates and automobiles remained strong in 2009. As for the tourism industry, its total income was 29.74 billion yuan, an increase of 22.1 %; there were 38.62 million domestic visitors, an increase of 22%, and 673,000 overseas tourists, an increase of 6.5%. As for the sector of real estates, the sales of commercial housing reached 12.56 million square meters in total, an increase of 63%. The wholesale and retail companies above quota had a sales volume of 242,100 automobiles, and the total sales increased by 46.1%. We actively helped implement the policies of promoting the sales of home appliances, automobiles and motorcycles in the countryside with subsidies to the buyers, and the rural consumption was developing in a steady way.

We maintained the economic growth by optimizing the economic structure. The added value of the non-governmental economy reached 132.503 billion yuan, accounting for 48.73% of the city’s GDP, up 1.13% over the previous year. One hundred projects of major scientific and technological innovations and their industrialization were initiated, and the total transaction amount in the technology markets reached 3.5 billion yuan, with more than 10,000 patents applied; our city won the title of “A National Advanced City in Science and Technology.” We actively implemented the strategy for promoting the brand-name products; 45 brand-name products and 12 brand-name companies of the service industry were identified. We worked hard to conserve energy and reduce emissions, and promoted the construction of a water-saving society by shutting down eight backward cement production lines, which is expected to reduce the energy consumption per unit of GDP by 5.5%. The chemical oxygen demand and the sulfur dioxide emissions were reduced by 19,900 tons and 21,500 tons respectively, and we outstripped the annual emission reduction target assigned by the province.

We maintained the economic growth by accelerating the construction of the development zones as well as the subordinate districts and counties. The municipal government spared no effort in promoting the development of the “Four Zones, One Port and Two Bases.” The high-tech zone was struggling to become a world-class science and technology park. The economic and technical development zone was constructing the base for the advanced manufacturing industries with an annual sales amount expected to be one hundred billion yuan. The Qujiang New Zone started to be expanded. The construction of the National Chanba Ecological Zone received the provincial examination and acceptance. The aviation industrial base was approved to be the only national pilot park for the general-purpose aviation industry. The aerospace base and the international port zone made remarkable achievements in construction. Fengwei New Zone was founded. All the districts and counties became stronger in economic vitality; nine of them each had an economic aggregate of over ten billion yuan: the economic aggregate of Yanta District was over 50 billion yuan; the economic aggregate of Lianhu, Weiyang and Beilin was over 30 billion yuan each. Seven districts and counties each had local general budget revenue of over five billion, of which Lianhu, Beilin, Yanta, Xincheng and Weiyang each had local general budget revenue of more than one billion yuan; Gaoling became our city’s first Western Top 100 Counties.

2.Increasing the Capabilities of Managing and Constructing the Urban and Rural Areas

We constantly improved the urban functions. The projects for the urban transportation improvement were pushed forward comprehensively. The second metro line entered into the rail-laying and equipment-installation phase, and the first metro line was performing the construction of the main body. The railway container center completed the basic work. The Airport Express Line was completed and opened to traffic. The city’s north-south axis road and other main thoroughfares completed comprehensive reconstruction. Several roads were completed and opened to traffic, including Gongyuan South Road and Banyin Road. The construction of the two interchange projects at Northeast Second Ring Road and Southeast Second Ring Road progressed smoothly. In 2009, six new pedestrian bridges and ninety-eight bus bays were established. The area and density of the urban water supply and drainage networks were increased. The construction of the projects of Lijiahe Reservoir, the water diversion from the Xushui River to the Heihe River, the water supply to Dayu Reservoir, the parallel water supply pipeline of the Shibianyu Reservoir and so on was accelerated, and the urban water supply capacity for its future development increased remarkably. The sewage treatment plants at the high-tech development zone, the economic and technical development zone and Huxian County were completed and put into trial operation. The main structure of the fifth sewage treatment plant was basically completed. The sewage treatment plants at Zhouzhi County, Lantian County, the Chanba development zone and the international port zone started being constructed. Two new 330-kilovolt transformer substations and sixteen new 110-kilovolt transformer substations were established. In the city proper, the area of central heating increased by 7.76 million square meters.

We worked hard to promote the urban reconstruction. The reconstruction of Weiyang New Town, Daming Palace, Fangzhi Town, Daxing New District, Jiefang Road and other places was accelerated. Minle Wanda Plaza was completed and put into operation. The comprehensive reconstruction of the surrounding areas of Beiyuanmen, Sanxue Street and other key blocks and tourist spots had achieved remarkable achievements. As for the reconstruction of the urban villages and the rundown urban areas, we successfully completed the demolition and relocation of 45 villages and the final demolition of 18 rundown urban areas. Six new projects for the reconstruction of the rundown urban areas were initiated. In 2009, there were 10.16 million square meters of the houses demolished. As for the resettlement housing, there were 9.78 million square meters in total that started construction, and there were 870,000 square meters completed at the end of the year. There were 16,889 residents from 5038 households resettled and relocated in the entire year.

We worked hard to build an eco-city. We completed the second phase of the Great Landscaping project, with remarkable achievements in the three-year landscaping campaign. A total area of 13186.59 million hectares was afforested, 66 afforested squares were established and reconstructed, and the city increased its landscaping area of parks and gardens by 4.86 million square meters. In the campaign of building into a national garden city, Xi’an has been proclaimed by the Ministry of Housing and Urban-Rural Development. The embankment project of the Weihe River through the urban area of Xi’an was completed. The comprehensive governance of the upstream segment of the Xinfu canal was accelerated. The preparation for the comprehensive governance of the Fenghe drainage area was basically completed. The Hancheng Lake of a total length of 6.2 km was completed and stored water, with a new water area of 56.695 hectares. Mountain Zhongnan in Qinling was officially approved to be a world geological park. In the whole year, there were 304 days with fine air quality, and the residents started to enjoy more and more days with blue sky.

We painstakingly carried out the campaign in the year of uplifting the urban construction and management. 36 tasks and 58 projects for the entire city in the campaign proceeded smoothly. The facades of 2,275 buildings were renovated. The flat roofs of 335 storied buildings were modified to be slope. 40 markets of farm products were reconstructed. The illegal buildings with a total area of 1.038 million square meters were demolished, and 2,167 outdoor billboards were also demolished. The overhead cables along some roads were landed. The work of regulating the gate plaque specifications was gradually performed. The landscape reconstruction of the Railway Station Square, the Xincheng Square and the Bell and Drum Tower Square was basically completed. The municipal government seriously implemented the Regulations of Comprehensive Administrative Enforcement for Urban Management of Xi’an City, and its urban management capabilities were improved. 92.8% citizens were satisfied with the urban appearance and environments.

We coordinated the construction of the urban and rural infrastructure. In 2009, the special funds of 128 million yuan were invested, and the construction of 200 key villages into new rural areas was initiated. We constructed 1,351-kilometer highways in the rural areas; the total length of the highways in the countryside stretched 11,114 km. In our city, the national on-site conference about the construction of rural highways was held. In the new construction of the water diversion irrigation district of the Heihe River, the irrigation area increased by 10,761 hectares. We renovated an area of 255 square kilometers against soil erosion, and completed 410 projects for rural drinking water safety which could provide enough drinking water to 604,000 rural residents. 385 projects for rural power grid renovation were completed, which covered 80% villages. The construction of the 38 towns listed as Guanzhong Top 100 Towns and the provincial key towns was under way; a number of towns with local characteristics were established, including Wutai and Chonghuang. In the rural areas, the pilot garbage disposal adopted the solution of “collecting by villages and their divisions, transporting by towns, and treating by district and counties,” which achieved achievements.

We completely strengthened the social management. We kept on carrying out the campaign of building peaceful Xi’an. Our city was awarded “A National Excellent City in Comprehensive Governance of Public Security” in the third evaluation and won the Chang’an Cup prize which was the national highest award in public security restoration. We made remarkable progress in building harmonious communities; Xincheng and Beilin were approved to be the national demonstration districts for building harmonious communities. We established and improved the long-term mechanism, in which leaders and cadres should receive complaints, initiatively look for complaints among the grassroots, interview those who have complaints, and try to find and resolve contradictions and disputes among people; mass contingency events were properly dealt with in time. We realized the targets of the “one control and two decreases.” We carried out various activities in the “Year of Safe Production,” strict with the implementation of the responsibility system of safe production and with various safety precautions; the general situation of safety in production was satisfying.

3.Actively Promoting the Reform and Opening-up

We promoted the reform in the key fields and major links. We completed a new round of institutional reform of the municipal government, shutting down four departments and reducing the coordinating organizations to 171 from 700. We continued to streamline the items needing administrative examination and approval, canceling and adjusting 63 items needing administrative examination and approval. We founded the Administrative Service Center of the Municipal Government, in which 109 items needing 19 municipal departments for administrative approval items could be handled. We were active in pushing forward the new round of institutional reform of the district/county government; we completed the institutional reform of townships. The reform of the collective forest right system was accelerated, and the pilot reform of coordinating the comprehensive urban and rural functions in Gaoling County was progressing smoothly. We continued to deepen the reform of state-owned enterprises (SOE), restructuring 25 SOEs which accounted for 98.5% SOEs of the entire city. We set up the municipal investment holding company, the municipal construction and engineering group and the municipal water-affairs group, and we also integrated the municipal state-owned asset management company of mechanical/electrical and chemical products with the municipal state-owned asset management company of textiles and other light industrial goods as well as construction materials. The ten major projects for asset restructuring were progressing well, including the restructuring of Shanghai Blower Company by Shaanxi Blower Group as well as the integration of the textile industry. We speeded up the reform of the investment and financing system. The national first state-level aviation industry fund management company and the Kaiyuan urban development fund were set up in our city. The municipal commercial bank completed the financial restructuring. The eleven companies for small loans and the sunshine rural banks in Gaoling were approved to be set up. Our city successfully issued the medium-term bills of 1.1 billion yuan and the municipal bonds of 1.5 billion invested in the urban infrastructure construction. One enterprise was listed for initial public offerings; three enterprises were listed for second financing. We comprehensively promoted the reform of the cultural system. Xi’an Shaanxi Opera Theatre and other six cultural institutions completed their restructuring. The broadcasting of the TV series “Great Qin Empire” was praised by its audience, and the modern drama of Shaanxi Opera “The Bride at the Liuhe Bay” won the award of the Five-Ones Project in the national spiritual civilization construction.

We actively developed the export-oriented economy. In 2009, the actually used funds of foreign direct investment reached US $ 1.219 billion, an increase of 6.2% over the previous year; the actually used funds of domestic investment were 67.65 billion yuan, up 13.15%. The whole city implemented the outsourcing contracts of US $ 220 million, an increase of 51%. The total export-import volume of Xi’an reached US $ 7.255 billion, slightly higher than the previous year. Xi’an Bonded Logistics Center (B type) was basically completed. We successfully organized 130 exhibitions and conferences, including the 2009 Euro-Asia Economic Forum, China International General Aviation Convention, the Second China Poetry Festival and the Fourth Technical Products Exposition of Chinese Non-governmental Enterprises. China International Transport Vehicles and Special Vehicles Exposition settled in our city permanently. Xi’an became the sister city of Kalamata City of Greek, Guangzhou City and Xining City and signed the agreement about the framework of strategic cooperation with Lanzhou, Yinchuan and Tianshui. Therefore, Xi’an became more famous and more influential.

4.Working Hard to Push Forward the Construction of All the Social Undertakings

In 2009, the total investment in the social undertakings of the entire city reached 17.355 billion yuan, an increase of 22.3% over the previous year.

We spared no effort to promote the entrepreneurship and employment. Last year, 105.9 thousand new urban jobs were created, 44.6 thousand laid-off workers were re-employed, 712.2 thousand rural workers migrated to cities and towns, 15,300 new welfare jobs were provided, zero-employee families were dynamically eliminated, and the registered urban unemployment rate was controlled below 4.3%. We actively supported the young talents skilled of science and technology and the specially assigned personnel of agricultural science and technology to start businesses, and speeded up the construction of the entrepreneurial bases and practice bases for college students. 267 million yuan was granted as small loans. Xi’an was identified as one of the first cities entitled “National Excellent City in Creating an Entrepreneurial City.”

We strengthened the work of social security. We further improved the system for the basic pension, medical care, unemployment, work injury, maternity insurance and housing accumulation funds of the urban workers, and managed to help the non-governmental enterprises, freelancers, migrant workers and landless farmers enjoy the social security system. College students were approved to join the basic medical insurance system of urban residents. In the whole city, 1.7012 million people enjoyed the pension insurance, an increase of 145.1 thousand over the previous year; 1.2778 million people enjoyed the unemployment insurance, an increase of 22.3 thousand; 352.42 million people enjoyed the health insurance, an increase of 888 thousand; 104.11 million people enjoyed the injury insurance, an increase of 82.1 thousand; 81.95 million people enjoyed the maternity insurance, an increase of 7.49 million. We quickened improving the social assistance system, which had a total expenditure of 1.45 billion yuan in 2009. Our city carried out the experiments of home-based and community-based care services to the elderly and established 58 new service centers. We improved the urban and rural subsistence allowance system, and the basic living conditions of 330,000 urban and rural residents who enjoyed the system were guaranteed. Our city started the construction of 31 key villages for poverty alleviation. We worked hard to strengthen the provision of indemnificatory housing. The housing projects for the farmers affected by the earthquake were completed. The new construction of the affordable housing was initiated, with a total area of 2,049,200 square meters, in which 1.5786 million square meters had been completed by the end of the year. The number of the households enjoying low-rent houses reached 16,928. The volume of the second-hand housing transactions reached 2.0126 million square meters, an increase of 25.8%. The housing funds collected in 2009 reached 7.06 billion yuan in total, with 2.671 billion yuan granted as personal loans. More than 650,000 households improved their housing conditions by use of the housing funds.

We promoted the coordinated development of all the social undertakings. We continued to deepen and improve the supporting mechanism of compulsory education, started constructing 40 rural (mountainous) standardized boarding schools, completed the reconstruction of 18 shabby schools, established special education schools, and selected 240 excellent teachers from urban schools to work in rural schools for education support. For the city’s compulsory education, students from disadvantaged families and those in rural boarding schools enjoyed the “Egg and Milk Project”. Every village has a rural medical and healthcare institution, and every urban community has a healthcare service center. More than 96% rural residents enjoyed the new rural cooperative medical services. The Rural Maternal Health Project was implemented, and 95.5% married women in the rural areas had health examinations free of charge. The construction of the Medical Technology Building of Xi’an Children’s Hospital Outpatient Department and other projects was officially initiated. We actively carried out the prevention and control of various infectious diseases, spared no effort to prevent and control the H1N1 influenza, and made achievements in the special administration of food and drug. We strengthened the construction of the cultural and sports facilities. Xi’an Radio and Television Center, Xi’an Concert Hall, Xi’an Art Gallery and Xi’an Qujiang Film Town were completed and put into operation. 24 comprehensive cultural centers were established in townships, and 95 projects for the sports fitness of farmers were completed. We successfully sponsored the 14th Games of Xi’an City, the 4th Games for the Disabled Athletes of Xi’an City and the 2009 International Marathon on the City Wall. The athletes from our city won 4.5 medals at the 11th National Games. The third survey on cultural relics was progressing smoothly. The natural growth rate of the population was 4.45 percent, and the sex ratio of newborn babies tended to be normal. The project of relocating the city’s funeral home was officially started. The Municipal One-Card-Pass System was put into operation. The undertakings about law popularization, journalism and publishing, women and children, ethnic and religious affairs, consultation, culture and history, social science research, local history, foreign affairs, civil defense, archives, meteorology, seismology, the aging, charities, the disabled and the Red Cross made progress.

5.Strengthening the Construction of the Government Itself

The municipal government consciously accepted the law-enforcement supervision from the Municipal People’s Congress and the democratic supervision from the Municipal Political Consultative Conference, and made replies to the suggestions from the deputies to the Municipal People’s Congress and the proposals from the members of the Municipal Political Consultative Conference; there were 948 suggestions and proposals in total in 2009. The municipal government comprehensively promoted the administration according to law. The executive meeting of the municipal government formulated the regulation of learning law. In the municipal government system, 1107 cadres at the county-magistrate level received the training of law-based administration. The pilot practice of regulating the discretionary power of administrative penalties was initiated. We modified the rules for the work of the municipal government, regulating the process of the municipal government in making decisions for major work. We promoted the practice of publicizing the government affairs, performing the activities of hearing the political voice, observing people’s opinions, and providing good suggestions. The scientific, democratic and law-based decision-making mechanism was further improved. We strengthened the construction of a clean government, deepened the audit of the economic responsibility of leading cadres, improved the system of punishing and preventing corruption, and investigated and dealt with a number of illegal cases in education, health care and land use. We made remarkable achievements in the elimination of four chaoses and the governance of small treasuries, and the investment environment was improved. We speeded up the construction of the emergency response platform, and the government increased its capability of dealing with emergency. By perfecting the target evaluation method and increasing the effort of implementation, we promoted the improvement of the work style of all levels and the effective implementation of work and tasks.

Fellow deputies, from looking back to the work completed in the past year, it can be found that the municipal government made great achievements in 2009 after overcoming various difficulties. The achievements were made under the correct leadership of the provincial party committee, the provincial government and the municipal party committee, under the supervision and support from the Municipal People’s Congress and the Municipal Political Consultative Conference; the achievements were made through the joint efforts of the cadres and the masses of our city. Here, on behalf of the municipal government, I would like to express my heartfelt thanks to the hard-working people in all walks of life in the city, to the troops and armed police stationed in our city, to the national and provincial organizations, all the personnel as well as the domestic and foreign friends who cared for and supported the construction of Xi’an!

In the meantime, the municipal government acknowledges soberly that there were still some problems and shortcomings in our work in the past year. The foundation for economic growth is not strong enough. The industrial production, the inbound tourism, the utilization of foreign investment as well as the export trade have not fully recovered. Great efforts will be made to promote the transformation of the economic development mode and the adjustment of the economic structure. The ability of enterprises to absorb the scientific and technological achievements is limited, and it is urgent to study the reform of coordinating scientific and technological resources. The government’s capability of the urban management needs to be strengthened, for the masses are not satisfied with traffic order, public security and so on. There are still weaknesses in the social management, the situation of employment is still severe, and the bread-and-butter matters of some people in life have not been solved. The development in different regions is unbalanced, for the public services and infrastructure in rural areas are still comparatively weak and it is still relatively difficult for farmers to increase their income. There is room for the public servants of the government to improve their sense of service and work efficiency. As to those problems, we will attach great importance, and we will take effective measures to solve them.

II. The Objectives and Missions for the Work of the Government in 2010

This year is the last year to implement the Eleventh Five-Year Plan and the first year to carry out the Guanzhong-Tianshui Economic Zone Development Plan and accelerate the construction of great Xi’an. Therefore, to make a success of doing all the work this year can ensure the new victory in the fight against the financial crisis and the completion of the objectives and tasks in the Eleventh Five-Year Plan, and it can also lay a good foundation for the implementation of the Twelfth Five-Year Plan. The overall requirements for the government’s work this year are as follows: 

To fully understand the spirit of the 17th National Congress of CPC, the Third and Fourth Plenary Sessions of the 17th Central Committee, the Central Economic Work Conference, and the important speech of General Secretary Hu Jintao in his inspection tour in Shaanxi;

To thoroughly implement the scientific outlook on development;

To focus on the implementation of the Guanzhong-Tianshui Economic Zone Development Plan;

To adhere to the objective of building Xi’an into an international metropolis;

To promote the scientific development and perform the leading development,

To accelerate the construction of the city satisfied by the residents;

To upgrade the industries;

To improve the urban construction and management;

To increase people’s living standards;

To better coordinate the urban and rural development;

To deepen the reform and opening-up, to lead the scientific development;

To promote the transformation of the economic development mode and the optimization and upgrading of the economic structure; and 

To maintain the good momentum of economic and social development.

We have set the main targets for the economic and social development of the whole city for this year as follows: 

To increase the city’s GDP by 13.8%;

To increase the revenue of the general budget of local finance by 16%;

To increase the investment of fixed assets by 28%;

To increase the industrial added value of the large-scale enterprises by 16.5%;

To increase the total retail sales of social consumer goods by 18.5%;

To increase both the per capita disposable income of urban residents and the per capita net income of rural residents by 15%;

To ensure that the registered unemployment rate does not rise above 4.5%;

To control the natural growth rate of the population below 5.5%;

To keep the increase of the consumer price index at around 3%; and

To make the energy consumption per unit of GDP and the emission of sulfur dioxide and chemical oxygen demand reach the targets specified in the Eleventh Five-Year Plan.

To deliver a good performance in the work of the government this year, we need to concentrate on the following nine aspects:

1.To Keep on Intensifying the Investment

We need to expand the role of investment in driving the development of economy. As to the 329 key projects under construction, we plan to invest 80 billion yuan, 70 projects more than in the previous year, an increase of investment by 23 billion yuan. We will do a good job in providing enough funds for the key projects, build platforms for cooperation among banks, the government and enterprises, and help credit funds flow to the weak economic links. For the key areas invested by the central government, we will make a good plan for the projects to be invested, and strive to get the national and provincial supports to more projects of Xi’an. We will enlarge the investment scale of the government’s finance into capital constructions and develop the role of the municipal investment holding company and other fund-raising platforms. We will ease the entry standards of funds and reduce the barriers to the entry, encouraging and guiding non-governmental capital to enter into all industries and areas, including infrastructure, financial services, public utilities and those that are not prohibited by law and regulations. We will make innovation in the assessment methods of the management and supervision of key projects, be strict with the supervision system for the projects invested by the government, and provide timely and effective services to the projects invested by the central government and the provincial government as well as the non-governmental organizations. We will improve the system in which a municipal leader is responsible for a project and deals with critical affairs on its construction site, and ensure that the policies and measures for expanding investment could be implemented. We will do a good job in the arable land protection and the supply of construction lands, and provide enough lands for the major industrial projects and the projects for livelihood improvement. We will continue to increase the efforts to dispose of idle lands, investigate and punish the illegal use of lands, and intensify and save lands. We will optimize the investment structure, establish a fund of 100 million yuan to introduce major industrial investments, and manage to complete the annual industrial investment of 50 billion yuan. We will support BYD Second Plant and other 84 key projects for industrial reconstruction and expansion, with more than 7.7 billion yuan or more to be invested. We will continue to strengthen the maintenance of the municipal facilities and the construction of the urban infrastructure, and 24.5 billion yuan will be invested in the urban construction.

2.To Strengthen the Manufacturing Industries

We will focus on the development of the eight competitive industries:

To take Shaanxi Heavy-Duty Truck Group, BYD, FAST and other enterprises as the backbone, extend the industrial chain, increase the local matching rate of components and parts, and promote the aggregation and growth of the automobile industry;

To take ZTE, Huawei, Haitian Antenna and other enterprises as the backbone, focus on the development of modern communications equipment, software industry, integrated circuits and new electronic components, and strive to achieve a leading position in the electronic information industry;

To take American Applied Materials, Inc., Shaanxi Electronic Information Group, Xi’an Longi Silicon Materials Company, BP Solar Energy and other enterprises as the backbone, speed up the construction of Xi’an Semiconductor Industrial Park, and develop the industry of solar photovoltaic and semiconductor lighting;

To take Xi’an Aircraft Industry (Group) Company Ltd., Xi’an Aero-engine (Group) Ltd. and other enterprises as the backbone, improve the aviation industry chain, and expand their production capacity and market shares;

To center around XD Group to establish an important national gathering place for the research and development and manufacture of complete sets of electricity transformation and transmission;

To take CCCC Xi’an Road Construction Machinery Co., Ltd, China Steel Xi’an Heavy Machinery Company, Shaanxi Blower Group, Xi’an TYPICAL Stock Company and other enterprises as the backbone, and achieve the effective integration and large-scale expansion of the manufacturing industries of special/general equipment;

To take Coca-Cola, Tsingtao Hans, Yinqiao Dairy, Textile Group, WEIZHI Company and other enterprises as the backbone, develop the food and beverage, textile and garment processing and other industries, and create brand-name products and increase their market shares; and

To take Sinopec Xi’an Branch, Xi’an Chemical Plant, Huian Chemical Industries Company and other enterprises as the backbone, and form a gathering place of the petrochemical industries.

We will work hard to make the gross industrial output value of the eight competitive industries in 2010 account for more than 70% of the city’s industrial proportion. We will spare no effort to support the new and high-tech development zone in creating a world-class science and technology park, and accelerate the construction of the weapon industrial park in the economic and technology development zone. Based on the Fourth, Fifth, Sixth and Ninth Academies of CASIC, we will speed up the development of a civil aerospace industry cluster with the satellite application industry as its core. We will proactively plan and develop the emerging industries, including the industries of energy saving and environmental protection, new medicine, new energy and new materials, and raise a fund of 100 million yuan to support the development of strategic emerging industries. We will build Xi’an into a national pilot city in innovation, attach great importance to the enhancement of the core competitiveness of enterprises, encourage the enterprises to build their own technology centers, and take their investment in R&D into the government’s assessment of the municipal state-owned industrial enterprises. We will integrate the dedicated funds of the manufacturing industries and the new and high-tech industries, take the ways of discounted-interest loans, special subsidies, equity investment and so on to support the emerging industries, and promote the optimization of the economic structure and the transformation of the economic development mode. We will implement the strategy of invigorating Xi’an through quality, cultivate brand-name products, accelerate forming a group of competitive industrial groups and clusters which have independent intellectual property rights and strong competitiveness in the domestic and international markets, and increase the funds for awarding brand-name products, well-known trademarks and quality management.

We will make a success of saving energy and reducing consumption, and develop the low-carbon economy according to our city’s local conditions. We will execute the regulations of checking the energy consumption of construction projects and reject the construction of high energy-consuming projects and the market access of high energy-consuming products. We will increase the supervision and law enforcement of the industrial energy consumption, perform special inspection of the energy consumption in paper-making mills, cement plants and other enterprises of high energy-consuming, and strengthen the supervision of the energy consumption of boilers, elevators and other special equipment of high energy-consuming. We will organize and implement the technological transformation of 30 projects for saving energy, provide support for ten major projects of energy conservation, and invest at least 100 million yuan in the energy-saving transformation this year. We will actively promote the flexible advanced technologies in conservation, substitution, recycling of resources as well as pollution prevention, and perform the activities of building a water-saving society and demonstrating energy-saving technology. We will strengthen the fulfillment of the energy-saving responsibility and the assessment of the energy-saving targets and responsibility, decompose the energy-saving and consumption-reducing tasks, and ensure that the energy consumption for ten thousand yuan industrial added value of the large-scale enterprises of the entire city could be reduced by 5% over the previous year.

3.To Upgrade the Cultural Tourism and the Modern Service Industry

We will accelerate the development of the cultural tourism industry with the objectives of building Xi’an into a historical and cultural base for demonstrating the Chinese civilization and a world-class tourist destination. We will improve the development plan of the cultural tourism industry, revise the Overall Plan of Tourism in Xi’an City, and make measures for building Xi’an into a first-class international tourist destination. We will improve the structure of cultural and travelling products, implement the second-phase expansion of Qujiang New District, and start the construction of Lintong National Tourism and Leisure Resort. We will speed up implementing the plan of restoring the Imperial City of the Tang Dynasty and the organic renewal of the historical and cultural streets and blocks, and open a tourist route to the Imperial City of the Tang Dynasty. We will do a good job of the landscape construction of the City Wall, and form a long cultural corridor for recreation and entertainment with humanistic and ecological features. We will push forward the construction of Daming Palace National Heritage Park so that it could be open to the public on October 1 this year. We will build Han Chang’an City Ruins Park, and promote the application of the Silk Road as a whole for the List of World Heritage. We will initiate the construction of the Chinese Taoist Culture Display Zone at Louguantai of Xi’an in the first half of this year, and strive to basically complete it by the end of 2011. We will push forward the construction of the second-phase project of Guanzhong Folk Museum, and build a number of villages with folk customs and local cultural characteristics. By relying on the provincial cultural investment group, we will accelerate the construction of the art-performing base on Wenyi Road, and vigorously develop the industry of film, television and drama production. We will support Great Tang Western Plaza to develop the trading of antiques and paintings, the exhibition and authentication of cultural relics as well as the auction industry. We will strengthen the rational use and development of the intangible cultural heritages, and do good jobs in protecting the intangible cultural heritages, including the Paper-making Crafts at Beizhang Village of Chang’an, the Jixian Drum Music of Zhouzhi as well as the Puhua Music of Praying for Rain at Lantian. We will continue to develop historical cultures, religious cultures, modern industries and tourism products for leisure and holidays, and increase about 500 farmhouses for agritainment. We will implement the project of building one hundred toilets for tourists, improve the network for tourism consultancy, strengthen the training of tourist guides, provide more buses for tourist routes, and open international lines as early as possible. By adhering to the general idea of making domestic tourism strong, enlarging inbound tourism markets, and doing a good job in outbound tourism, we will hold various activities for sales promotion. We will strengthen the quality of tourism services, increase the number of A-level scenic spots and star tourist hotels, enhance the supervision of tourism quality and the inspection of law enforcement, and regulate the order of tourism markets.

With the objective of building Xi’an into a regional center of commerce, trade, logistics, convention and exhibition as well as a regional financial center, we will accelerate the development of the modern service industry. We will give full play to the role of Xi’an as a national demonstration city of logistics so as to promote the construction of the logistics demonstration park zone and the demonstration projects. We will build a regional logistics network which radiates to all directions, with the International Port District as its core and Liucunbao, Yinzhen and other places as its nodes. We will push forward the construction of the projects of the Global Procurement Center of Xi’an Yurun Agricultural and Sideline Products, Xi’an Huanan Town, the Northwest Publishing Logistics Base, Northwest Pharmaceutical Logistics Center and Xi’an Food Emergency Logistics Base. We will accelerate the development of the convention and exhibition industry, and gradually form a larger layout of convention and exhibition which is integrated with conventions, exhibitions, festival celebrations, competitions and performances. We will improve the layout of the venues for convention and exhibition, and strengthen the role of Qujiang, Chanba, Greenland Pico and other international convention centers as the platforms of convention and exhibition. We will make full use of the mechanism of Eurasian Economic Forum to set up its board of directors, and carefully organize the first China-Eurasia Expo. We will actively bid for the 2010 Autumn Sugar and Wine Expo and other well-known national exhibitions, successfully hold China (Xi’an) International Economic Conference of Development Parks and Zones, Western China International Equipment Manufacturing Industry Expo, Western China Cultural Industry Fair and other brand-name exhibitions, carefully organize the national tour exhibition of Xi’an famous and quality products, and sponsor more than 100 large-scale exhibitions in the whole year. We will continue to promote the reform of the investment and financing system, issue the Medium-term Development Plan of the Financial Industry of Xi’an City, and raise a total fund of 100 million yuan to support the financial industry. We will push forward the construction of the financial business area of Xi’an, and actively attract more domestic and foreign financial institutions to establish offices in our city. We will start to restructure the assets of the urban and rural credit cooperatives, and explore new financing models. We will build a number of rural banks, and strive to make every district/county have small-loan companies. We will develop the financial services outsourcing, push forward the construction of the credit guarantee system and the guarantee system of small and medium enterprises, and work together to promote the construction of the financial eco-environment system. By relying on the Tangyan Road in the new and high-tech development zone, the animation industry platform of Beilin District and the cultural and creative areas of the textile town, we will speed up the development of creative industries. We will improve the development plan of commercial networks, work hard to enhance the core business district in the city center, accelerate fostering the Zhangiiabao commercial circle, reconstruct and upgrade the commercial circles centering around East Street, Xiaozhai and Tumen to build commercial belts, push forward the development and construction of the commercial projects in Daxing District and along Jiefang Road, and promote the transformation and upgrading of the traditional commercial and food service industries.

In order to facilitate the supply of daily necessities of life, we will increase 688 stalls for selling quality light-breakfasts, accelerate the second-phase construction of the project, and increase a number of stalls for vegetable sales. We will consolidate the achievements in “Project of Markets of Ten Thousand Villages of One Thousand Townships,” actively push forward “Project of Two Hundred Markets,” “Three-landscaping Project,” “Modern Distribution Network Project of New Rural Areas” and “Project for Home Appliances to the Countryside” as well as “Project for Vehicles to the Countryside”, earnestly execute the policy of subsidizing farmers in purchase of agricultural machines, make the policy benefit more people, and expand the consumption markets in rural areas. We will strengthen the supervision and management of markets’ order and prices of commodities, and improve the inspection measures of food and drug to crack down on various illegal activities.

4.To Strengthen the Urban Construction and Management

We will promote the improvement and upgrading of the urban infrastructure on higher standards. We will speed up the construction of the urban road transportation. As for the second metro line, the section from the North Railway Station for Passengers to the Convention and Exhibition Center will be put into trial operation; the construction of the section form the Convention and Exhibition Center to Weiqu will be initiated. As for the first metro line, the main structures of 15 stations along the section form Hancheng Road to Textile Town will be completed; the construction of the section from Hancheng Road to Houweizhai will start. We will strive to initiate the construction of the third metro line next year; Xi’an Railway Container Center will be put into operation in the first half of this year. We will finish the construction of the first-phase project of the Northeast Second Ring Road Interchange, the first-phase project of the Southeast Second Ring Road Interchange and the Yuxiang Gate Interchange, reconstruct the Xinzhu Interchange on the Xi’an Bypass Expressway, start to construct the second-phase project of the Northeast Second Ring Road Interchange, the East Gate Interchange, the Interchange at the intersection of Taibai South Road and Zhangba East Road, implement the project of opening up Qinhan Avenue, Fengxin Road, Dongyue Road and other roads, continue to improve the trunk roads connecting the Second Ring Road with the Third Ring Road as well as the roads radiating outwards from the Third Ring Road, and investigate and design an express way to connect the city proper with Yanliang. We will finish the project of Water Diversion from the Xushui River to the Heihe River and the project of Dayu Water Supply, speed up the construction of the second water-supply line from Shibianyu Reservoir and the project of Lijiahe Reservoir, and improve the water supply network so that the residents in the northern suburbs, Yanliang, Lintong and other areas could enjoy quality tap-water. We will accelerate the construction the central heating projects of Taihua, Chengbei, Yandong and Mingdemen Second Phase in order to expand the coverage of central heating. We will continue to implement the second-phase project of the natural gas gasification, and actively strive to get the central government’s approval for gas exports to Xi’an in the national project of West-East Gas Transmission so that our city could have double gas sources for guaranteeing our demands. We will accelerate the construction of power facilities, and focus on solving the problem of insufficient power distribution capacity. We will remold the urban drainage network to remove the urban rain pools caused by water logging. We will make preferential policies to encourage the use of the capital from non-governmental sectors to build all kinds of parking facilities. We will improve the barrier-free facilities and ensure that our city could pass the national examination of the construction of a city with barrier-free facilities. We will establish ten emergency shelters in the five districts of the city proper, build two disposal plants of construction garbage in every district of Weiyang, Baqiao and Chang’an, and set up a number of public toilets and other sanitation facilities in the urban new communities and along the Third Ring Road and other newly-completed roads. We will spare no effort to provide enough municipal supporting facilities for Xi’an North Railway Station for Passengers, New Administrative Center, World Horticultural Exposition Garden, Binhe New District on the south bank of the Weihe River, Textile Town and other areas, and improve our serviceability of public utilities, including the supply of water, heat, gas and electricity. We will adhere to the principle of “Settling Down First” to accelerate the reconstruction of urban villages and rundown houses, strengthen the construction of the resettlement housing of the relocated residents and actively help them move to their new houses as early as possible, finish reconstructing 18 urban villages this year, basically complete the reconstruction project of six rundown settlements, start to construct the resettlement housing with a total floor area of 3.438 million square meters and finish constructing 3.574 million meters this year, and resettle 105,000 people of 31,000 households.

We will accelerate the construction of an ecological city. We will continue to push forward the campaign of “Joint Creation of a Four-type City” and the projects of “Make Xi’an Be Full of Landscaping Vegetation,” “Let the Ancient City Shining with Flowers” and “Three-year Landscaping Campaign,” focus on the landscaping of key areas, especially streets, roads and river basins, accelerate the projects of landscaping the venue of the World Horticulture Expo, the northern section of Guanzhong Ring Road, the southern bank of the Weihe River, the shores of the Hancheng Lake and other places, complete the construction of Epanggong Park as well as the second-phase and third-phase projects of the western part of the Around-City-Wall Park, start the construction of the projects of Qingliangshan Park, Duling Heritage Park and so on, continue to plant trees, flowers and grasses along the main roads and around public squares of the city proper, increase the landscaping area of urban parks and gardens by three million square meters, and strive to build Xi’an into a forest-like city after realizing the objective of becoming a national garden-like city. We will make a comprehensive plan for the development of the northern side of the Qinling Mountains so as to protect and utilize them and their waters. We will continue to increase the harness of water systems and water resources, promote the comprehensive governance of the Weihe River in Xi’an, and implement the project of the Chaba National Wetland Park and the pilot project of the protection and rehabilitation of the national water ecological environments. From the four aspects of security, ecology, culture and development, we will start the comprehensive governance of the Fenghe River basin. We will enhance the capability of sewage treatment, and put the Fifth, Eleventh, Lantian and Zhouzhi Sewage Treatment Plants into operation with enough water, start to construct the Sixth, Tenth and Twelfth Sewage Treatment Plants and the second-phase projects of the Second and Third Sewage Treatment Plants, speed up the construction of the urban sewage pipeline network and the project of cleaning the moat by discharging water and removing mud and pollutants, govern the environment of Jiangcungou Landfill. We will increase the efforts to control the secondary dust and the pollution caused by the exhaust of vehicles, make our city have more than 290 days with good weather in the whole year, and strive to pass the acceptance of Xi’an as a provincial model city in environmental protection.

We will continue to promote the refined management of the city. We will complete all the tasks assigned to this year for upgrading the urban construction and management, focus on the comprehensive governance of the environments of the urban entrances, the suburbs, the places along the major roads and other areas, complete the landing of the cables over 60 roads, regulate the specifications of the gate plaques along 46 main streets, and reconstruct 36 markets of farm products. The uplifting work should gradually extend to the residential areas and the organizations along streets so that the urban appearance and environments could be greatly improved. We will actively study the long-term mechanism to ease the urban traffic congestion, increase the efforts to govern on-road businesses, outdoor advertisements as well as illegal and capricious constructions, and make great effort to solve the problem of barbaric operation of the trucks for removing construction garbage. We will comprehensively push forward the standardized law enforcement, accelerate the management and construction of a digital city, establish a system for examining and assessing the daily management of the urban appearance, environments and order, and improve the urban management mechanism of “two-level governments, three-level management and four-level networks.”

5.To Comprehensively Coordinate the Urban and Rural Development

We will establish and improve the leadership system and working mechanism for coordinating the urban and rural development, promulgate and implement the proposal for comprehensively promoting the coordination of the urban and rural development, formulate an overall plan for coordinating the urban and rural development as well as a detailed plan for every district/county, make corresponding policies, and increase financial investment. We will accelerate the comprehensive reform in coordinating the urban and rural development of Gaoling, and strive to make our city be listed as the province’s pilot region with the comprehensive reform in coordinating the urban and rural development.

We will vigorously develop the modern urban agriculture, and adjust and optimize the agricultural structure. We will focus our efforts on building four agricultural bases, including the high-quality cereals base, the pollution-free vegetables base, the special fruits base and the competitive animal husbandry base; we will establish ten modern agricultural demonstration gardens, three modern agricultural demonstration centers and one modern agricultural logistics center, and promote the development of industrialized agriculture. We will support the districts/counties to build industrial parks, and the funds for supporting will increase to 50 million yuan from 20 million yuan so as to upgrade the carrying capacity of the industrial parks. We will actively cultivate leading enterprises and improve their driving ability.

We will continue to push forward the construction of small towns and new-type rural areas. We will focus on the construction of 60 small towns at the city level, and improve the infrastructure of the four county towns of Zhouzhi, Lantian, Huxian and Gaoling. We will accelerate the construction of new-type rural areas, and start the construction of transforming 300 key villages into new-type rural areas. We will implement the “Clean and Beautiful Village Project,” continue to construct the facilities related to roads, water, electricity and communication in the rural areas, push forward the supporting project of renewing the agricultural irrigation of 24,666 hectares in Zhouzhi and Huxian, and make every key natural village in our city have asphalt/cement roads to the outside. We will provide enough drinking water for 40 million people in rural areas, and start the construction of 27 key villages needing poverty alleviation and six new-type villages for immigrants.

6.To Keep on Promoting the Reform and Opening-up

We will promote the reform and development of the state-funded and state-owned enterprises, and improve the operation and management system of the state-owned assets. We will complete the restructuring of Xi’an Shaangu Power Company and Shanghai Blower Works Co., Ltd, speed up the relocation and reconstruction of the two plants (one with an annual production capability of 300 thousand ton PVC, and the other with an annual production capability of 300 thousand ton caustic soda) of Xi’an Chemical Group, the relocation and reconstruction of Xi’an Textile Group and the asset restructuring of Xi’an Thermal Power Company and Guodian Group and other industrial integration projects. We will make good preparations for reserving the companies to be listed, and strive to help five companies be listed. We will push forward the reform of the collective-owned enterprises, and explore the new ways for developing new-type collective economy and cooperative economy. We will accelerate the reform of the collective forest right system, and complete the reform of the main bodies. We will improve the agricultural operation system, and actively and steadily implement the transfer of the rural land contract and operation rights, work hard to develop special cooperative organizations in rural areas, and help the household business develop in an intensive mode. We will continue to push forward the system reform of the powerful districts (counties) with expanded rights, help the central city and the suburban districts/counties jointly develop the “enclave economy”. We will make a coordinated promotion of the reform in public utilities, education, medicine, public health and so on, deepen and improve the reform of the cultural institutions, and complete the pilot reform of the cultural system.

We will step up efforts to increase investment, with an actual use of foreign investment expected to reach US $ 1.15 billion and the actual use of domestic investment expected to reach 74 billion yuan in the whole year. We will compile the “Catalogue for the Promotion of the Development of Xi’an Municipal Industries of Attracting Investment” to form a new pattern of attracting investment through distinctive industries. We will adopt various ways to attract investment, including the small-scale and multiple professional attraction of investment, the directional attraction of investment and the attraction of investment by personnel and agencies out of the city, develop the role of various chambers of commerce, and keep on making innovation in the mechanism of attracting investment. We will carefully organize the East and West China Cooperation and Investment Trade Fair, Shaanxi (Taiwan) Cultural Tourism Week and other activities, and widely promote the 2011 Xi’an International Horticultural Exposition. We will promote the construction of the Xi’an Bonded Logistics Park, and make its B-type area be closed and put into operation in the first half of this year, strive to make the declaration of the comprehensive bonded area get the approval of the central government. We will make a brand of a service-outsourcing city for Xi’an, and build Xi’an into a service-outsourcing model city. We will upgrade the growth mode of foreign trade, foster the brands of export products, and enhance our competitiveness in international markets. We will make and implement the strategy for enhancing the reputation of our city, and strengthen the publicizing of our city image.

We will implement the project of helping small and medium-sized enterprises as well as non-governmental enterprises develop, improve the work coordination mechanism, intensify the support in capital investment, technological innovation, supply of production factors and so on, construct a base for the small and medium-sized enterprises to start their businesses with a service system, and create a favorable environment for accelerating the development of the small and medium-sized enterprises, and strive to make the added value of the non-governmental economy this year account for more than half of the economic aggregate of the entire city.

7.To Painstakingly Construct Harmonious Xi’an

We will continue to carry out the proactive employment policy, make entrepreneurship drive employment, and focus on creating jobs for laid-off workers, college graduates and rural surplus labor force. We will spare no effort to build Xi’an into a National Entrepreneurial City, establish a training system of vocational skills which covers all the urban and rural areas, build a number of specially designated vocational training organizations and human resources markets, started the project of constructing the employment and entrepreneurship training base of Xi’an City. We will create new jobs for more than 100 million people, and find jobs for 1.1 million people aged between 40 and 60. We will improve the level of social security, perform the pilot operation of the social pension insurance system of new-type rural areas in Chang’an, Yanliang and Gaoling, improve the pension policy of landless farmers, and establish a pension insurance system which could coordinate the urban and rural areas. We will spare no effort to make college students enjoy the medical insurance system of urban residents and to push forward the pilot practice of the municipal coordination of medical insurance of urban workers. We will actively establish a new mechanism for the prevention and rehabilitation of injury caused by work. We will improve the urban and rural social relief system, and do a good job of the social security of low-income households in urban and rural areas, and provide disaster relief supplies and timely aids for the disadvantaged groups. We will establish and re-construct seven homes for the elderly in rural areas, and ensure that more than 35% disadvantaged people enjoying the five guarantees (childless and infirm old persons who are guaranteed food, clothing, medical care, housing and burial expenses) in the whole city could enjoy the concentrated care. We will make policies to encourage the non-governmental organizations to undertake the pension service, and set up a number of social welfare institutions, especially for the elderly. We will accelerate the relocation and re-construction of the funeral home. We will increase our efforts in housing security, and actively carry out the pilot project of using the housing accumulation funds to support the construction of affordable housing. We will strive to ensure that the new construction area of affordable housing could reach 1.8 million square meters in total this year, with 1.5 million square meters to be completed by the end of the year. We will ensure that 5,200 sets of low-rent housing with a total area of 260,000 square meters could start to be constructed and that there would be 18,390 households in total enjoying the low-rent housing.

We will improve the long-term mechanism for guaranteeing the fund of compulsory education, and push forward the unified planning and construction of compulsory education and the integration of the urban and rural education. We will accelerate the construction of the new campuses of Xi’an Railway Vocational and Technical College and Xi’an Vocational Technical College, start the relocation and re-construction of Xi’an High School, complete the construction of 40 rural (mountainous) standardized boarding schools and Qujiang No. 1 Middle School, renovate 14 schools poor in compulsory education. We will continue to implement the project for guaranteeing the safety of the buildings of primary and secondary schools, and gradually make more students enjoy the “Eggs and Milk Project.” We will keep on deepening the reform of the curriculums of general high schools, increase the enrollment of the schools for vocational education, accelerate the development of preschool education, complete the establishment of five provincial-level standardized high schools, provide professional trainings for 18,000 teachers form primary and secondary schools and 900 headmasters and college deans. We will speed up the construction of the three-tier medical service network in rural areas and the community health service institutions in urban areas, and gradually establish regulations for hierarchical diagnosis and treatment as well as two-way referral. We will continue to make a success of the prevention and control of A-type H1N1 influenza, HFMD (hand-foot-mouth disease) and other acute infectious diseases. We will improve the financing standard of NRCMS (the new-type rural cooperative medical service system), and improve the system of nonstop reimbursement of medical fees in designated medical institutions. We will earnestly implement the construction of the Outpatient Medical Technology Building and the Building for Patients with Infectious Diseases of Xi’an Children’s Hospital, the Western Trauma First-aid Center of Xi’an Red Cross Hospital, the second-phase project for re-constructing and expanding Xi’an No. 8 Hospital and so on. We will start to build Xi’an No. 3 Hospital and to demolish and relocate Xi’an Traditional Chinese Medicine Hospital, Xi’an Tuberculosis Hospital and Xi’an Mental Health Center. We will accelerate the construction of the county hospitals of Zhouzhi and Huxian, and complete the construction and restoration of the village clinics. We will do good jobs in planning and locating the public service facilities related to education, health care and so on in the newly-established urban communities. We will strengthen the construction of the grassroots culture, and promote the development of the museum cause. We will vigorously promote the national fitness campaign, complete 145 projects for farmers’ body-building, establish 37 new township sports demonstration stations and 70 urban community body-building arenas, and strive to score well at the provincial 14th games. We will finish the task of making 431 natural villages with more than 20 households be able to enjoy radio and television. We will stabilize the low birth-rate, and continue to pay attention to and govern the sex ratio at birth.

We will continue to push forward the campaign of building Peaceful Xi’an. We will crack down on various criminal activities, strengthen the construction of the prevention and control system of public security, build a comprehensive, all-weather, three-dimensional dynamic prevention and control network, and improve people’s sense of public security. The leadership should receive complaints, initiatively look for complaints among the grassroots and interview those who have complaints, and the cadres in governmental organizations should go down to grassroots units to listen to complaints. We will earnestly implement the responsibility system for production safety, strengthen the foundation of the grassroots units of safety production, intensify the special inspection of production safety, strictly guard against all kinds of major accidents, strengthen earthquake prevention and disaster reduction as well as emergency response, establish and improve the emergency response system, and ensure that the public security of the whole city could keep stable. We will strengthen the legal popularization and education, and complete the plan for the law popularization during the Fifth Five-Year. We will continue to make good jobs of women and children, ethnic and religious affairs, consultancy, culture and history, research in social sciences, local chronicles, foreign affairs, civil defense, archives, weather, the elderly, charities, the disabled, the Red Cross and so on.

8.To Actively Implement the Program for the Development of Guanzhong-Tianshui Economic Zone

The promulgation of the Guanzhong-Tianshui Economic Zone Development Plan indicates that the development of the Guanzhong-Tianshui Economic Zone has been uplifted to be a national strategy. Last year, the municipal party committee and the municipal government formulated the Program of Implementing the Guanzhong-Tianshui Economic Zone Development Plan for this year. According to the program, we will focus on the following aspects: 

Firstly, while implementing the Guanzhong-Tianshui Economic Zone Development Plan, we will further improve the overall land-use planning and the urban planning system, speed up making an overall plan for the construction of a modern international metropolis and Fengwei New District, enlarge the city by extending its main roads, optimize the urban layout, improve the overall image of our city, and demonstrate the unique characteristics of it as an ancient capital. We will speed up the formulation of a dedicated plan for the city’s comprehensive transportation and the economic circle along the Third Ring Road, and make the city proper be covered with a regulatory plan.

Secondly, we will accelerate pushing forward the economic development through new areas. On the basis of the “Four Areas, One Port and Two Bases”, we will take the construction of the following new projects around the city to drive it develop from the four sides:

Fengwei New Area, Caotang Technology Industrial Park and the harness of the Fenghe river in the west;

Weiyang New Town, Xi’an North Railway Station for Passengers and the harness of the Weihe river in the north;

Xi’an International Port District, Lintong National Tourism and Leisure Resort and Xi’an Weibei (Lintong) Modern Industrial New Town in the east; and

The comprehensive protection and development zone on the north side of the Qinling Mountains and Chang’an Communications Industry Park in the south.

Thirdly, we will spare no effort to push forward the construction of the demonstration base for the reform in coordinating the scientific and technological resources. According to the idea that “the construction should be performed under the direction of government and the allocation of markets with early experiments and key breakthroughs in different implementation phases,” we will take technical markets as platforms, the innovation alliance as models, major project as supporters and industrial parks as carriers to support the pilot experiments of the development zones, including the new and high-tech zone, the economic and technical development, the aviation base and the aerospace industrial base. We will establish special funds and strive to basically establish the strategic framework of the demonstration base for the reform in coordinating the scientific and technological resources of our city within two years.

Fourthly, we will actively take the joint meetings of mayors in Guanzhong, the joint meetings of the Guanzhong-Tianshui Economic Zone and the joint meetings of the Longhai-Lanxin land bridge as platforms to strengthen exchanges and cooperation of Xi’an with the cities in the economic zone, the western provincial capitals and other domestic cities so that the development of the Guanzhong-Tianshui Economic Zone could have a good beginning.

9.To Push Forward the Transformation of the Government’s Functions

We will adhere to the practice of scientific and democratic decision-making. In accordance with laws and regulations, we should make a reasonable division and a clear delimitation of the administrative decision-making rights of all levels so that both the rights and the decisions could be clearly defined. We will establish a scientific decision-making philosophy for coordinating the overall development of economy, society and environment, give full play to the role of various advisory organizations, and ensure all the decision-makings could be scientific, democratic and feasible. We will be strict with the law-based administration, formulate the Assessment Methods of the Law-based Administration of Xi’an City, and improve the public servants’ capacity of law-based administration. We will accelerate the construction of the district/county government service centers, and establish an administrative examination and approval mechanism under the interaction of the city and its subordinate districts/counties so as to improve the work efficiency. We will promote the practice of making government affairs transparent to simplify the procedures of dealing with administrative services. We will establish a system of accountability for administrative faults, implement the statutory duties, define the responsibilities for law enforcement, and make power and responsibility be united organically. The government staff at all levels should study hard to establish a sense of serving the people, constantly increase their own quality, improve their working methods, enhance their service capability, spare more time and more effort to make investigations and to listen to the views and demands of the masses. We will earnestly implement the system of accountability in the construction of the party having a fine work style and the government being clean and efficient, increase the audit of leading cadres responsibilities, strengthen the education about ideals and beliefs, the party’s style and disciplines, honesty in politics and hard work, and build a strong defense line in mind against corruption and degeneration.

Fellow Deputies, the Twelfth Five-Year is the critical period for our city to promote the scientific development, to take a leading position in development and to promote the construction of an international metropolis. This year, on the basis of the implementation of the Guanzhong-Tianshui Economic Zone Development Plan, the municipal government will have a higher aim and a wider view to make a success of formulating the Twelfth Five-Year Plan of our city, carefully design several significant projects related to the overall development of the whole city, and ensure that our city could develop in a sound and rapid way as usual in the coming period.

Fellow Deputies, to maintain the stable and rapid development of the economy, to keep the steady growth of the incomes of the urban and rural residents, to sustain the social harmony and stability----these are our common objectives and responsibilities. Let us join hands, raise our spirits, bury in our work, and strive to build our city into a beautiful garden that all the citizens are satisfied with!
