Fellow Deputies,
On behalf of the Municipal Government, I now present to you my report on the work of the government for your deliberation and approval. I also solicit comments and suggestions on the report from the members of Xi’an Municipal Committee of Chinese People’s Political Consultative Conference (CPPCC) and other delegates in attendance.
I. Review of the Work in the Past Year
In 2012, in the face of complicated domestic and international economic situations, under the effective leadership of the Provincial and Municipal Party Committees and the Provincial Government, by closely uniting and relying on the people of the whole city, by following the guidance of Deng Xiaoping Theory, the important thought of “Three Represents” and the Scientific Outlook on Development, we earnestly carried out all the decisions and planning at the Central and Provincial levels, went all out to ensure economic growth, adopted multiple measures to improve people’s livelihood, made practical efforts to enhance harmony and well accomplished the objectives and tasks set at the First Session of the Fifteenth Municipal People’s Congress.
1. Economic development has stepped onto a new stage. 29 policies and measures have been formulated and implemented, as a result, stable and rapid economic growth has been successfully guaranteed. The municipal GDP reached RMB 436.937 billion, up by 11.8%; the general budget revenue of local public finance was RMB 39.696 billion, an increase of 24.6%, ranking No. 1 among 15 sub-provincial cities in terms of growth rate. 402 Municipal key projects were launched in the whole year with an investment of RMB 145.67 billion, which was record-breaking in terms of number of projects and investment scales. The completed social fixed asset investment reached RMB 424.343 billion, up by 26.6%, of which private investment accounted for more than half of the total, thus becoming the new driving engine for economic growth. The newly increased loan of the year was RMB 110.78 billion, and total social financing exceeded RMB 200 billion. The accumulative number of non-public business entities reached 82,600 with 26,500 newly increased ones, and non-public added value reached RMB 224.575 billion, accounting for 51.4% of the GDP.
2. “Industrial breakthroughs” have gathered new advantages. “Opinions on Accelerating Industrial Development” was published, and the RMB 4 billion industrial development special fund together with a 0.4 billion investment fund for civil-military integration was established. Weibei Industrial Park was officially in operation and 38 key projects were under construction in the park. Evident achievements were made in such programs as “central enterprises coming to Shaanxi and settling down in Xi’an” and “provincial and private enterprises investing in Xi’an”, with a total contractual volume of RMB 164 billion. The 40,000-ton large die-forging hydraulic press project was completed for operation, and 100 major industrial investment projects were launched smoothly. Industrial investment in the whole year reached RMB 57.817 billion, up by 44.9%. Industrial land use increased by 57%, which was the biggest growth since the implementation of the 11th Five-Year Plan. Another 80 industrial enterprises above designated size were added, and Sinopec Xi’an Branch become the 6th enterprise in our city whose production and marketing volume exceeded RMB 10 billion. The integrated development between science, technology and enterprises was further strengthened, and the scientific and technological market of Xi’an had a transaction volume of RMB 30 billion, increased by 46.7%, of which the technological transactions of local businesses doubled. The production value of hi-tech industries reached RMB 201 billion, up by 17.8%. We further accelerated the work to strengthen the city by emphasizing quality, and the number of famous brand products totaled 527. Especially with the joint efforts of both the province and the city, the Phase I Samsung Project with USD 7 billion investment succeeded in settling down in Xi’an and was under construction, becoming an important landmark for our city to accelerate the new-type industrialization.
3. The consumption-driven economy has gained new vitality. The construction of 8 national-level service comprehensive reform pilot clusters was further promoted, and the added value of the service industry in the city reached RMB 227.999 billion, accounting for 52.2% of the GDP, up by 12.2%. A host of major tourism projects finished construction, including Xi’an Louguan Taoist Cultural Area, World Horticultural Exposition Park, and Da Tang Huaqing City, etc. In the past year, foreign tourists totaled 1.15 million persons, and domestic visitors reached 78.63 million, up by 15% and 20% respectively, and the tourism total income reached RMB 65.44 billion, increased by 23.4%. the Overall Planning for the Protection of Epang Palace Ruins was approved by State Cultural Relics Administration, the Special Protection Zone for the Han Chang’an City National Great Ruins was officially constructed, 10 museums finished construction and opened to the public, the 6th West China Cultural Industrial Expo was successfully held, and the city has won the title of the First Batch of National-Level Demonstration Base for Cultural and Scientific and Technological Integration. The cultural businesses in the city numbered 6,560 with RMB 33.468 billion of added value of the cultural industry, up by 30.6%. Through the implementation of the policies and measures of the country to promote consumption, and by carrying out various themed promotion activities, urban and rural retail sails of consumer goods grew by 15.4% and 19.8% respectively. The transformation to the featured business circles including those of the Jiefang Road, the East Street and Xiaozai went smoothly as planned, Qin, Han and Tang International Cultural Commercial Plaza was built for operation. A sum of RMB 129 million of subsidies were distributed in the sales of household appliances and motorcycles in the rural areas, 299 peasant stores and distribution centers were built for the Market Projects in Ten-Thousand Villages and One-Thousand Townships, and 5 supermarkets for the Township Supermarket Project were built. The prices n the city were basically stable, and consumer price increased by 2.8%.
4. Urban and rural overall planning has made new progress. We earnestly carried out Policies and Measures to Support the Accelerated Development of Yanliang, Lintong and Huxian County published by the Municipal Party Committee and the Municipal Government, and launched a host of major infrastructure projects to support the construction of the sub-center city. The rural second-class highway network was completed for operation, which connected 10 districts and counties with a total length of 610 kilometers, and made Xi’an the first city in the province covered by rural second-class highways. A total of RMB 2.37 billion was invested in the construction of 6 provincial-level major model townships, and 393 new countryside major infrastructure projects were completed. 20 new type rural communities were under construction and 209,400 rural population turned into residents. Grain production in the city had harvests in a succession of 9 years, with a total annual yield of 1.925 million tons. The “vegetable basket” was in abundant supply, and the rate of qualified products upon sampling reached 96%, which ranked the city top in the country in terms of agricultural product safety. The construction of the metropolis modern agricultural demonstration park at the north foot of the Qinling Mountain began to take shape, 13 standard pollution-free agricultural production bases were completed, 6 provincial-level agricultural demonstration parks were added and the number of agricultural leading enterprises at municipal level and above reached 120. A new round of poverty relief and development was launched, 20 entire-village advancement projects were carried out, 5,783 people were relocated and 570,000 low-income inhabitants were lifted from poverty.
5. Urban functions have been upgraded. In the past year a total of RMB 25.16 billion was invested in urban construction. Subway Line one was put into operation, Line 3 and the trial section of Line 4 were under construction. Great efforts were made to ease traffic jams so as to ensure smooth traffic flow, transformation was completed in 65 road sections and cross-roads as well as 64 bus bays, a total of 43.8 kilometers of bus-only lanes, 8,8992 public parking spaces were constructed, the new South-City Passenger Station was in formal operation, and the pilot work for “public transportation metropolis” was pushed forward in an orderly way. The overall planning for “Eight Rivers Benefiting Xi’an” was drafted and published, and we completed a total of 85 kilometer of the comprehensive treatment to the banks and flood prevention works of the Weihe River as well as the construction of ecological sight-seeing parks. The comprehensive treatment to the Heihe River Plain Section was launched, the dam for Lijiahe Reservoir was half-completed, and the main part of the double line of the water supply works in Shibianyu Reservoir was completed. The Phase II projects for No. 2, 4 and 9 sewage treatment plants were finished for operation. Chanba Ecological District passed national acceptance inspection on the protection and restoration of the water ecological system. Overall Planning for the Protection and Exploration of the Xi’an Section of the North Foot of Qinling Mountain was issued for implementation, and the protection and exploration of the shallow mountain area was launched in full scale. We continued the large-scale greening activity, with a total of 70,800 mu of afforestation as well as 3.743 million square meters of newly added urban greening areas. The emissions of sulfur dioxide, chemical oxygen demand, ammonia nitrogen and nitrogen oxide decreased by 2.35%、2.14%、2.21% and 0.8% respectively, high air quality days in the year was 306, which was record-breaking in history. The transformation to 8 shanty towns was launched, 18 urban villages were pulled down and comprehensive treatment to 23 urban villages was completed, and 38,700 people moved back and relocated. The municipal digital urban management platform was constructed. We completed the technological transformation of the muck trucks in the city as well as enterprise restructure, which further regulated the operation of muck trucks. We successfully passed the second review of “National Sanitary City”.
6. Reform and opening up have made new achievements. We actively pushed forward reforms in major areas and key links, 10 major state asset restructure projects including the restructuring of Xi’an Chemical Company by Yanchang Oil Group went on smoothly, the reform in 79 municipal factory owned big collective businesses and the confirmation, register and certification of rural collective land ownership were completed, and we were the first in the province to practice the pilot work of mortgage loans based on rural collective construction land, the contracted land right and rural housing, which in turn strengthened the inner driving power for regional development. We actively participated in the Investment and Trade Forum, the Agricultural Hi-Tech Fair and Shaanxi-Guangdong-Hong Kong-Macao Economic Cooperation Week, made fruitful results in investment promotion, and in the whole year the actual inflow of foreign investment reached USD 2.48 billion, and actual domestic investment totaled RMB 120.12 billion, up by 23.6% and 17.3% respectively. Another 9 Fortune 500 or China top 500 companies settled in Xi’an. The municipal export and import trade totaled USD 13.01 billion, service outsourcing contractual volume reached USD 0.55 billion, and the turnover of contracted projects in other countries reached USD 1.75 billion, increased by 3.3%, 40.4% and 28.8% respectively. We successfully held the Third International DNA and Genomic Week, the Seventh China International Software Service Outsourcing Conference and some other important international conferences and activities, held 160 exhibitions and conferences above designated sizes, and won the title of 2012 China Top Ten Exhibition and Conference Cities.
7. People’s livelihood has made new progress. 82.1% of the newly increased municipal revenue was used for people’s livelihood, and 10 projects to benefit the people were completed. 107,400 sets of affordable housing were under construction with 768,000 sets completed, and 7,063 households had their dilapidated houses transformed. Another 154 trustworthy food stores of the People’s Kitchen Company were added, which increased the coverage of the “healthy breakfast project”. A total of 363 community vegetable sale outlets were set up, and 200 safe drinking water projects were completed, which solved the safe drinking water problem for 355,000 rural population. A number of centralized heating projects including those of Taihua, Yandong and Chengbei Phase I, etc. were built for operation, with a newly increased heating area of 15.59 million square meters. With Chang’antong (urban all-purpose transportation card of Xi’an) in hand, the citizens may enjoy a 70% deduction when they travel by subway, preferable discount were provided by the year card for the by-pass expressway and the airport expressway, and of all the cities in West China, Xi’an was the first to practice the monitoring and publishing of PM 2.5.
We have stabled and enlarged social employment, and inhabitants’ income has been continuously increased. Another 124,000 new jobs were added in towns and cities, urban registered unemployment rate was 3.49%, rural transferred labor reached 933,000, and Xi’an won the title of “National Advanced Cities for Enterpreneurship”. The per capita disposable income of urban residents reached 29,982 yuan, up by 15.4%; peasant per capita net income was the first to exceed RMB 10,000, and reached 11,442 yuan, increased by 16.9%.
Social security system has been constantly improved. We further increased the standards for urban and rural minimal living and for the Five Guaranteed households in rural areas, the basic lives of 300,000 poverty stricken people were secured, and the insurance coverage reached 98% both for urban and rural resident old-age insurance and for urban basic medical insurance. We consolidated and improved the new rural cooperative medical system, the per capital annual fund-raising standard was increased from 230 yuan to 300 yuan, and the participants reached 3.975 million with a coverage rate of 97.72%. We steadily enlarged the coverage of national system for basic drugs, launched in full scale the comprehensive reform in public medical institutions at the county and district level, and carried out the county-township integration pilot work in 18 county level hospitals and 24 township health clinics. We carried out home-based care for the aged and daily care, carried out the pilot work for rural old-aged care in 100 administrative villages and increased another 3,000 beds in nursing institutions for the aged.
The schoolhouse safety projects construction in primary and middle schools were basically completed and 1,281 rural primary and middle schools were installed with heating facilities, which was the first in the province to solve the heating problems in winter in rural schools. School bus pilot work was initiated, benefiting 7,390 students. 165 kindergartens were built, and the provincial and municipal aiding-Tibet project the First Chanba Middle School was completed for use. Big school district management system pilot work made some initial progress.
We extensively carried out Cultural Xi’an and some other series of mass cultural activities, and realized the whole coverage of rural grass-root cultural facilities three years ahead of schedule. The Eternal Wave and some other 5 literary works won “the Best Works Award.” Xi’an was listed in the first batch of national intellectual property model cities, and won the honorary title of “national cultural system reform advanced region.” The 18th City Wall International Marathon Competition was successfully held. Extensive mass fitness activities were vigorously carried out, and the city did well in competitive sports.
We strengthened comprehensive treatment in social management, and carried out such centralized special actions as Chunlei (Spring Thunder) and Qiufeng (Autumn Wind), which cracked down heavily on such ugly social phenomena as pornography, gambling and illegal drugs. We made researches to establish a multi-aspect contradiction and dispute resolution system, and realized the goal of “one control and two decreases.” We further improved the implementation of security supervision responsibilities, and there were no significant and especially significant safety accidents in the whole year.
8. Government construction has been further strengthened. We strictly practiced the responsibility system of administration by law, strengthen government services, achievement appraisal and administration liabilities so that administration activities was further regulated. We consciously accepted the lawful supervision of the People’s Congress and its Standing Committee as well as the democratic supervision of the municipal CPPCC, earnestly listened to the opinions of the democratic parties, the Industrial and Commerce Federation and persons without party affiliation, 381 suggestions from the People’s Congress were attended to, and 653 motions from the Municipal CPPCC were handled. We continued to further the reform on administrative approval system, basically completed the construction of the 4-level administrative affairs service system in the whole municipality, administrative approval and service items realized centralized handling within certain time limits, which further improved the degree of satisfaction of the people. We further pushed forward making government affairs public, and open budget was practiced in 45 municipal government agencies and institutions directly under the administration of the city government. We earnestly carried out “One Post Two Responsibilities”, strengthened our efforts in audit and supervision, corrected malpractices in various trades, made solid and effective achievements in the building of a clean government and in anti-corruption, and investigated into and dealt with a batch of problems ranging from unlawful land use, enforcement against regulations and random collection of fees, etc.
In the past year, we made evident progress in other aspects. With the in-depth implementation of the military-civil integration and double-support for cooperation between the army and the people, we won for the successive seventh year “National Double-Support Model Cities”. We fully implemented family planning policies, accelerated the development of the undertakings concerning women and children, seniors and the handicapped. We made new achievements in popularizing the laws, in ethnic groups and religious affairs, in counseling, statistics, culture and history, local chronicles, civil air defense, files, meteorology, earthquake prevention and disaster mitigation, charitable affairs and the work concerning the Red Cross. What was especially worth mentioning was that, both the Provincial Party Committee and the Provincial Government paid high attention to the development of Xi’an, and after the 11 policies and measures promulgated in 2007 to support the prioritized development of Xi’an, last year they listed the construction of the Great Xi’an Region as the strategic focus in the innovative development of the province, published a series of policies and measures, which greatly inspired the people of the whole city to build Xi’an into an international metropolis with its historical and cultural features.
Fellow deputies, upon reviewing the work in the previous year, we know that all the achievements could not have been made without the correct leadership under the provincial Party committee, the provincial government and the municipal Party committee in addition to the effective supervision of the municipal people’s congress, the municipal CPPCC. From all walks of life there are the results from the unified efforts and common endeavor of the people of the whole municipality. I would like, on behalf of the municipal government and the people of the whole municipality, to extend our deeply felt gratitude to all the units stationed in the city from both the central and the provincial governments, to the troops and armed police forces in Xi’an and to all our friends, both at home and abroad, who are dedicated in the care and support given to the construction and development of Xi’an!
Along with our achievements, we should also be aware that there are still many difficulties and problems in the social economic development of the city. Chiefly, they include the following aspects: the overall economic scale is still fairly small, the industrial support is still weak, modern service industry still needs to be further strengthened, there is still a fairly big gap between the economic extroversion, the international level and the standards for an international metropolis; . We need a more solid foundation for stable growth of our industries. Problems are still prominent concerning unbalanced and uncoordinated urban and rural development, county economy still lags behind, such tasks as urbanization construction, urban effort in easing traffic to ensure traffic flow as well as refined management still need more attention and more strength, still further efforts need to be made in the aspects of safeguarding and improving people’s livelihood, and promoting the equalization of public services; The functional transformation of the government is not duly performed, a few government agencies are not efficient, not solid in working styles and not effective in enforcement, and there are in different degrees the problems of negative corruption in some individual government employees. For these problems, we must adopt solid measures and solve them earnestly.
II. Work requirements and expected goals for the year 2013
2013 is the first year to implement in full scale the spirit of the 18th Congress, and a crucial year serving as a link between the past and the future in the implementation of the 12th Five-Year Plan, and it is also an important year to lay a solid foundation for push forward the joint efforts of both the province and the city to build the Great Xi’an Region and for building a moderately prosperous society in all aspects. In accordance with the planning and deployment in the 2nd session of the 12th plenary meeting of the municipal committee, the overall requirements for the work of the government in 2013 are as follows: Guided by the spirit of the 18th Congress of the Party, by earnest implementation of all the decisions and deployment of the provincial Party committee and the provincial government and of the municipal Party committee, in accordance with the overall deployment of “five in one”, by making good use of the historic opportunity in the joint construction of the Great Xi’an Region by both the province and the city, by steadily holding to the basic work guidelines of making progress while maintaining stability, speeding up to exceed and being courageous to make breakthroughs, taking as it focus to enhance the quality and benefit of economic growth, taking the “five key tasks” as the starting point, we will make great efforts to make our industries bigger and stronger, enlarge investment as well as consumption, improve integrated development of urban and rural areas, strengthen ecological construction, push forward reform and opening up, improve people’s livelihood and double our efforts to create a new situation for the construction of an international metropolis with its historical and cultural features in every aspect.
In order to do a good job, we must do well in the following three aspects:
---- We must make good use of the policies and measures for the joint construction of the Great Xi’an Region. This is a significant decision and deployment of the Provincial Party Committee and the Provincial Government from the strategic high ground to build the strong province in West China from all aspects, and it is also an important opportunity and effective approach for Xi’an to speed up and build the city into an international metropolis. We shall take good advantage of the opportunity, accurately grasp the essence of the policies, be active and innovative in our work, go all out to push forward the implementation so that we can have a good start.
---- We must adhere to the work guidelines of making steady progress while maintaining stability, speed up to exceed and be courageous to make breakthroughs. This not only conforms to the spirit of central economic conference, it is also in line with the requirement of the Provincial Party Committee and the Provincial Government for Xi’an to take the lead in development, and more importantly, it accords with the development situation as well as the eager aspirations of the people. In the face of the severe and intricate economic situation, we must carry out the decisions and deployment as well as the work requirements of the Provincial Party Committee and the Provincial Government in all aspects of the municipal social economic development, lay equal emphasis on the secondary and tertiary industries, make greater efforts in investment promotion, give full play to the role of private capital, ensure the stable and rapid development of the municipal economy and endeavor to realize the goals of taking the lead in the province, competing to rank first in West China and make leapfrog advancement in the list of similar cities in the whole country.
---- We must solidly implement the “five major tasks” which are crucial to the overall development. The construction of Weibei Industrial Park, the protection to Han Chang’an City ruins, the ecological construction at the north foot of the Qinling Mountain, the project of “Eight Rivers Benefiting Xi’an” and the construction of the highway transportation hub, these are the five major tasks to be pushed forward with focused attention from a long-term perspective, and they are also an important deployment to implement the spirit of the 18th Party Congress and to accelerate the progress of building Xi’an into an international metropolis. We shall gather all strength of the municipality to tackle the problems and difficulties, lay great emphasis on implementation and try our best to realize the new leapfrog development from a new starting point.
Taking all factors into consideration, the major expected goals for the municipal social economic development of 2013 are as follows: GDP growth increases by about 12.5%, the general budget revenue of the local finance grows by 17%, social consumer goods retail rises by over 16%, social fixed asset investment increases by about 25%, the trading volume of technological achievements reaches RMB 35 billion, per capita dispensable income of urban residents and the net income of the peasants grow by 14% and 15% respectively, the price rise is controlled within 4%, the registered urban unemployment rate is controlled within 4.5%, energy consumption for per 10,000 yuan GDP decreases by 3.5%,and the emissions of sulfur dioxide, ammonia nitrogen, chemical oxygen demand and nitrogen oxide are reduced by 3.1%, 2.3%, 2.5% and 5.0% respectively.
III. Main work for 2013
1. We will continue to implement the strategy of “making industrial breakthroughs” so as to continuously strengthen the supporting role of industries.
We will push forward the construction of Weibei Industrial Park in all aspects. Accelerate major infrastructure construction including Weibei big horizontal line, Jingwei railway special line and water, power and gas supply facilities, make efforts to do a good job in the development of major industrial parks such as Xi’an Weapons Industrial Base, Air China Industrial Park, Avic Heavy Machinery Industrial Park, etc. in an effort to make an industrial investment of over 28 billion yuan. Centering around the leading industries of each cluster, we will endeavor to promote investment so that industrial agglomeration may take form and the annual industrial output value may reach RMB 116 billion.
We will make great efforts to develop advanced manufacturing industry and strategic emerging industries. We will focus on such major industrial projects as the production capability expansion of 200,000 vehicles of BYD, MA 700 series of Turboprop regional aircraft, the new generation large thrust rocket engine, etc., try our best to ensure the smooth implementation of such projects as Samsung Electronics and Johnson & Johnson and some others, actively push forward the construction of the major industrial parks including Huawei Global Exchange Technological Center, Cloud Computing Application Platform, and Xi’an Surveying and Mapping Navigation Satellite Application Industrial base. We will further strengthen the support of science and technology to industries, promote the in-depth integration of information application and industrialization, in an effort to increase another 100 national level hi-tech enterprises with a total hi-tech industrial added value of over RMB 60 billion.
We will practically strengthen the support to industrial enterprises. In accordance with the principle of “One Policy for One Enterprise”, we will strengthen the follow-up services to 6 enterprises whose output value exceeds RMB 10 billion and 100 major enterprises. We will continue to carry out “the development project for 100 SMEs”, carry out the Implementation Opinions on accelerating the development of district and county level industrial parks, encourage and support the development of the private economy in an effort to increase another 100 industrial enterprises above designated size. We will implement the Action of Enterprises Retreating from Cities to Settle down in Districts, and finish the work of moving 10 downtown industrial enterprises out of the cities. We will forcefully carry out the Plan to Double Industrial Investment, do well in the project construction of 100 municipal major industrial enterprises so that the industrial investment of the city may increase by over 50% and the added value of industries above designated size may grow by over 16%.
2. We will focus on investment, strengthen the tertiary industry, promote consumption and take every measure to expand domestic demand.
Accelerate the construction of major projects. Taking as the base points to guarantee continued construction, guarantee the key projects, guarantee people’s livelihood and benefit long-term development, we will carry out 455 municipal major construction projects with an annual investment of RMB 123.8 billion, try to ensure the investment in industries accounting for over 50% of the total so that the 50 key projects can be effectively constructed. The total urban construction investment is RMB 28.5 billion. We shall give priority to major industrial projects, major infrastructure facilities and land use for major projects for people’s livelihood, guide financial institutions to invest more in major construction projects, try hard to achieve the goal of the added loans exceeding RMB 120 billion, and social financing totals more than RMB 220 billion. Based on the “new 36 articles”, we will publish concrete policies to encourage and guide private investment, and support private capital to invest in such areas as transportation, water conservancy, urban administration, education, medical treatment and some others. We will earnestly carry out the system of the leadership responsibility, the joint efforts of different government agencies as well as following up by inspection and review for major projects, timely resolve the problems of random buildings on planned project land in accordance with the laws, resolutely renovate such illegal behaviors as forced transaction and obtaining project construction contracts by force so as to create equitable and orderly construction environment.
Make great efforts to develop modern service industry. we will earnestly carry out Policies and Opinions on Further Accelerating the Development of the Service Industry, push forward the accelerated development of 8 national level service industry comprehensive reform pilot concentration areas, so that the added value of the service sector in the year increases by about 12.5%. Continue to push forward the construction of Xi’an finance and commerce district, and attract major financial institutions to set up branches or service R&D centers in our city, and support Bank of Xi’an, Chang’an Trust and some other local financial institutions to innovate their development patterns. Strengthen the development of scientific and technological service industry, and lay emphasis on the cultivation of 50 scientific and technological service institutions concerning technological R&D, information consultation and inspection and detection, etc. Upgrade in all aspects the exhibition and conference industry, launch the construction of the comprehensive park for Euro-Asia Economic Forum, and in the whole year hold 150 exhibition and conference activities.
Make efforts to promote the development of the tourism cultural industry. Encourage such scenery spots as “Zhuque-Taiping”, “Cuihua Mountain-Nanwutai” and Taoist Cultural Demonstration Area to become qualified for 5A scenery spots, accelerate the construction of Fenghuangchi scenery spot in Lintong District, and complete a batch of starred hotels and motels. Implement strictly the paid-leave system, and expand the coverage of tourism policies that benefit the people. Take advantage of the convenience of the high speed rails and do well in tourism promotion. Try best to receive 1.265 million foreign visitors and 88 million home visitors, and the total tourism income exceeds RMB 76 billion. Launch the construction of Epang Palace Ruins Park, and spare no effort to do a good job in the application to list the Silk Road as world heritage. Launch in due time the transformation and upgrading of the historical and cultural street areas including that of “Huangchengfang” (the Royal City Bazar), accelerate the construction of important cultural industrial blocks such as Xi’an Cultural Business Area, Yanxiang Road national level cultural industry concentration area, etc. Promote the in-depth integration of culture with science and technology, finance, commerce and trade, and actively cultivate the leading enterprises of the cultural industry so that the added value of the cultural sector increases by over 25% in the whole year.

Encourage large-scale commercial retail businesses such as Kaiyuan, Minsheng and Century Ginwa, etc. to strengthen the construction of on-line consumption payment platforms as well as their respective market share in internet purchases based on their advantages in actual shops. Transform and upgrade traditional business circles, improve business facilities in urban new areas, and another 80 above-quota trade circulation businesses were added. Actively carry out activities to rectify urban transportation orders, make efforts to solve the hard-to-solve urban problems such as breaking traffic laws, roadside stall businesses, random parking, and giving out adlets on the streets, etc. Strictly prohibit diggings on newly built roads, and strictly control the area occupied and time needed for construction on the roads. Continue to strengthen efforts in such difficult urban problems as the orderly operation of muck trucks as well as management of urban villages, improve cleaning levels in cities, transform the lighting conditions on urban roads and key landscape areas, accomplish in every way 20 major treatment goals and make efforts to make breakthroughs in making the city more beautiful.
Continue to carry out the urban projects of easing traffic jams so as to ensure smooth traffic flow. Make efforts to strengthen the construction of highway transportation hub, make planning and construct roads to connect the four national highways running across the province, accelerate the expansion transformation to the Guanzhong Ring Road first-class highway of G 108 and P 107, and launch the construction of the ring road around the Xi’an area. Push forward comprehensively the construction of subways, Subway Line 1 shall be in operation by the end of September, the south section of Subway Line 2 shall be basically completed, accelerate the construction of Line 3, try our best to launch the construction of the pilot sections of lines 4 and 6, and initiate urban rail transportation connecting Lintong and Caotang. Do a good job in 7 continuing projects including urban water supply tube and network transformation as well as 4 new projects including the water plant in the southwest suburb, carry out the construction and transformation projects of the rain drain tubes at Erma Road and Ziqiang Road, complete the construction of 3 sewage treatment plants including the Phase II project of the No. 1 Sewage Plant, fulfill the tasks of raising standards and transformation of the sewage plants of the city, start the implementation of projects including the taking the high-voltage power lines underground at the South Second Ring Road and the construction of the 750 kilovolt transformer substation in Huxian County and the 330 kilovolt transformer substation at the South Second Ring Road, and continuously enhance the supporting capabilities of the city. Accelerate the development of 7 urban areas at Xiaozai, Tumen, Sanqiao, Xingfulindai, Hancheng Lake Scenery Spot, Fangzhicheng and the surrounding areas of the North Passenger Station, and make great efforts to build into new highlight projects in the transformation of these urban areas aiming to integrate such urban functions of business and trade, culture, tourism and living. Try our best to start the transformation and expansion project of Xi’an Railway Station, make plans and implement 8 whole pieces of and some individual transformation projects concerning shanty towns, complete the demolition of 18 villages and the moving back and relocation of 31,000 inhabitants.
4. Make greater efforts in overall planning and push forward the integrated urban and rural development.
Support the districts and counties to become bigger and stronger. In accordance with the principle of “one policy for one sector”, publish policies and measures to support the development of districts and counties and promote differentiated yet balanced development of the districts and counties.
Support central urban districts such as Xincheng, Beilin and Lianhu, etc. to undergo transitional development. Make great efforts to develop such new type economic forms as headquarters economy and real estate economy, accelerate the upgrading transformation to Jiefang Road, the East Street, the Bell and Drum Plaza and some other traditional business circles, build a number of featured business streets, realize the transitions from traditional industries to modern ones and from old urban areas to livable city quarters so that these areas become the most typically representative areas both of the ancient civilization and modern cultural development of Xi’an.
Support the 4 districts of Yanta, Weiyang, Baqiao and Chang’an to take the lead in development. Strengthen support to featured industrial parks of the districts, accelerate the transformation of the business circles around Taihua Road and Baozi Village as well as the new city construction at Changning and Hongqing, comprehensively enhance the comprehensive economic strength of all areas so as to become the pilot districts and leading areas in new-type urban construction.
Support the leaping development of Yanliang, Lintong, Huxian and Gaoling County. Implement solidly the 16 policies and measures concerning the support to sub-central cities, speed up the construction of the grand aviation park in Yanliang, Xinfeng Industrial Park in Lintong and the Industrial Park in Huxian County, support Gaoling to compete for becoming top 100 China cities, realize the growth of both the economic aggregate and development speed of the districts and counties so that they may become the important economic growth sectors and pilot region for overall planning and balanced development of the urban and rural regions.
Support Zhouzhi County and Lantian County to develop with borrowed strength, with focus laid on Zhouzhi Jixian Industrial Park, Lantian Northwest Furniture Industrial Park and on the infrastructure of the counties. Improve the system for ecological compensations, develop ecological tourism and the cultural industry so as to create a green screen for Xi’an and bring about two tourism strong counties.
Give full play to the rippling effect and leading role of the “five district one park and two bases”. Strengthen the integrated development of the development zone and the administrative area so as to achieve the goals jointly constructing the infrastructure, sharing public resources and co-benefiting from development results. Encourage inter-zone cooperation of the development zones, establish interrelated joint construction mechanism between development zones and industrial parks of the districts and counties, offer practical and substantial assistance to the districts and counties in respect of project, business promotion and infrastructure construction, and realize step by step the differentiated yet coordinated development of the development zones and the districts and counties.
Practically enhance urbanization level. Earnestly do a good job in revising the fourth round master plan of the city, so that it may be in accordance with the planning of the Greater Xi’an, and effectively control and guide the space environment construction of the city. Hold on closely to the new-type urbanization concepts of being intensive, intelligent, environment-friendly and low-carbon, taking as our focus the construction of 3 sub-central cities, 5 city clusters, 6 provincial major model townships and 3 cultural and tourism ancient townships, rationally guide industrial development and centralized population rise. Accelerate the expansion transformation to county cities and townships as well as the accompanying upgrading projects of district and county-level industrial parks, and continuously improve the comprehensive service functions of towns and cities. Based on small towns, make plans and construct 30 new-type rural communities, so as to promote the equalization in basic public services both in urban and in rural areas. Push forward in an orderly way the process of turning agricultural population into urban residents, and accomplish the goal of enabling 148,000 people to become urban residents.
Accelerate the construction of the new countryside. Develop urban modern agriculture with great efforts, strengthen our efforts in agricultural technological innovation and services, do a good job in the construction of a host of key industrial parks including the Urban Modern Agricultural Demonstration Park at the north foot of the Qinling Mountain, approve and support the development of 10 city-level agricultural parks, and add another 20 leading agricultural industrial enterprises. Strengthen the connection between production and sales, make plans and construction a batch of wholesale markets for agricultural products, and solve step by step the problems of “difficulties in sales” of the peasants and those of “expensiveness in buying” of the urban residents. Continuously improve the living environment in rural areas, complete the construction of 413 major new countryside villages, accelerate the development of the villages around the city-bypass expressway and along the roads circling around the mountains, and solve the problem of safe drinking water for 250,000 rural residents.
Carry out in-depth the activities in the crucial year for poverty alleviation. Take into overall consideration poverty alleviation and the goals of ecological relocation, new-type rural community construction as well as the development of urban agriculture, and establish a new poverty alleviation mechanism featured by the integration of departments and regions at different levels, coordination among different departments and social involvement. Earnestly carry out Implementation Plan on the Protection and Development of Xi’an Section of the Shallow Mountain Area in Qinling Mountains，do a good job in the protection and treatment to the 48 valley entrances in different levels and phases, and cease the approval of mining rights as well as other development projects detrimental to ecological environment. Accelerate the project to light up the new road circling the mountains, the greening project and the connection and transformation project of the old road circling the mountains, so that the landscape corridors along Chang’an Boulevard, Ziwu Boulevard and the road circling the mountains may take form. Carry out in-depth the series of themed cultural activities of “Gratitude to Qinling Mountains”, and strengthen the development and promotion of Qinling National Botanical Garden, Zhongnan Mountain World Geopark and some other tourism areas so as to enhance the scenery spots as well as management levels.

Accelerate the construction of major water conservancy projects including Lijiahe Reservoir and the section of the Heihe and Bahe Plain, and push forward treatment to small and middle-sized rivers such as the Jinghe River and the Shichuan River so as to continuously enhance the capabilities of flood prevention and disaster alleviation.
Accelerate the construction of ecologically livable cities. Initiate the efforts for building the city into National Ecological Garden City and National Forest City, implement the construction of the ecological greening belts between urban clusters, enhance ecological service functions of the forest belts along the Third Ring Road and Daqing Road, add another 4.45 million square meters of urban greening area, and complete 50,000 mu of afforestation. Push forward the construction of the Han Chang’an City National Greater Ruins Special Protection Zone, complete the demonstration project for the protection of the major ruins area, do a solid job in restoring the water system, the greening and road system of the area applying for the list of world heritage, and complete the construction and open to the public Weiyang Palace Front Hall Ruins Park by the end of July. Strengthen treatment to dust and exhaust gas, make greater efforts to demolish and transform coal-burning boilers so as to reach the goal of decreasing PM10 and PM2.5 by 8% than those of last year. Solidly push forward water pollution treatment, build waste material recycling and reclaimed water reusing systems, and effectively decrease resource consumption and pollution emission. Actively react to climate change, strengthen the construction of disaster prevention and alert system and enhance the capabilities to prevent meteorological, geological and seismic hazards.
6. Further push forward reform and opening-up, gather power and vitality for greater development.
Strengthen the capability of innovation driven development. promote the construction of technological innovation system with enterprises as the main body, establish and perfect the coordinated innovation system that integrates production, education, research and application sectors, and support enterprises to build high-level R&D centers and key laboratories. Strengthen the construction of the industrial technological innovation alliance and public platform for scientific and technological services, carry out in-depth the pilot work to integrate science and technology with finance, support Xi’an High-Tech Development Zone and Fengdong New City to establish with joint efforts national level demonstration park for the reform of overall planning of scientific and technological resources. Promote the function of Xi’an as a big scientific and technological market, accelerate the construction of the scientific and technological results transformation bases of Chinese Academy of Sciences and Northwest Non-ferrous Metal Research Institute with an aim of reaching a transformation rate of 30% of the annual technological achievements. Carry out in-depth the strategy of strengthening the city by talents, and support scientific and technological personnel to establish new businesses or take a leading role in such new entities.
Actively push forward reform in major areas. Continue to deepen reforms in state assets and state owned enterprises, and accelerate asset restructure and industrial integration. Fulfill comprehensively the goals in every pilot township concerning rural property reform, and try our best to establish rural property right transaction service centers in all districts or counties involved in property right system reform. Make researches to establish new management mechanisms for land circulation, with the aim of adding another 52,000 Mu land into circulation, and support Gaoling County to push forward the pilot reform for balancing urban and rural development. Push forward in the whole city the management system reform concerning bigger school districts, and continuously improve the junior high middle school enrollment system in private schools. Push forward in-depth the comprehensive reforms of public medical institutions at district or county level, comprehensively push forward social management innovation, improve the social management service systems at street (township) and community (village) levels, strengthen the management of the “two types of new organizations”, and improve services for migrant population.
Continuously enhance economic extraversion and international level. Practically strengthen our efforts in business promotion and investment attraction, actively do a good job in implement the follow-up of signed projects, with an effort to actually use a total of USD 3 billion of foreign investment, and an actual domestic investment of RMB 126 billion. Based on the comprehensive bonded zone, we shall improve the functions of the export processing zone, and push forward the construction of the platforms for customs clearance, logistics and foreign trade in a broader sense. Accelerate the construction of China Service Outsourcing R&D Center as well as talent cultivation high ground, enlarge the development of offshore service outsourcing businesses including software and IC design, and creative industry, etc. Improve the environment to open to the outside world, strengthen the cooperation and exchanges with cities along the Silk Road, promote coordinated regional development and make efforts to open another two international air routes within the year. Improve foreign related comprehensive service functions of the city, offer bilingual services, improve foreigner employment management and social security system, make efforts to do a good job in the expansion projects of Xi’an International School and Gaoxin International School, and accelerate the construction of Gaoxin Nanshan International Community. Try our best to do a good job in holding international conferences including 2013 Euro-Asia Economic Forum and China International General Aviation Convention, etc., and further enlarge the international influence of Xi’an.
7. Practically safeguard and improve people’s livelihood so as to increase continuously the happiness of the citizens.
Forcefully carry out livelihood projects. Taking as our goal people’s yearning for happy life, we will practically accomplish 10 projects to benefit the public, and ensure that 80% of the fiscal expenditure and 80% of the newly increased revenue of the year is invested in improving people’s livelihoods. Continue to carry out the 3-year action plan for pre-school education, with a total of 93 standard kindergartens to be built or expanded. Push forward school bus pilot project. Comprehensively carry out the nutrition improvement plan in rural compulsory education schools qualified for certain conditions. Do a good job in the construction of grass-root medical service system, strengthen our efforts in cultivating and employing general medical practitioners in communities, carry out urban and rural resident major disease insurance pilot work, strengthen the prevention and treatment of such seriously infectious diseases as tuberculosis and Aids, etc., and complete the establishment or relocation of Western Trauma First-Aid Center, Xi’an Municipal Mental Health Center and Xi’an Municipal Tuberculosis Hospital. Push forward Maternal Health Project and Healthy Birth Promotion Project, with the population natural increase rate being controlled within 5.5‰. Carry out strict supervision over food security, implement in-depth projects to culturally benefit the people so as to continuously satisfy the spiritual and cultural needs of the people. Actively carry out mass physical fitness activities, do a good job to hold the 15th Sports Meeting, add another 100 newly built or renewed public fitness routes, and construct 700 rural fitness projects.
Make efforts to improve urban and rural social security system. Try every measure to enlarge employment, with an annual increase of 110,000 new jobs and a total of 650,000 transferred rural labors. Continuously improve the social aid system covering both the urban and rural areas, and cover all those needed in insurance systems under a dynamic management background. Launch the construction of 84,500 sets of government subsidized affordable housing, and add another 3,000 households into the rent subsidy list. Enhance the medical security level of farmers covered by insurances, with per capital annual fund of 365 yuan. Accelerate the construction of Qujiang Senior Service Center, encourage and guide social investment to construct various senior nursing homes. Continue to carry out senior home service demonstration activities in 100 communities, and carry out senior home pilot services in 100 villages. Implement beneficial burial policies, accelerate the construction of public tombs and ensure the new funeral parlor to be put into use by the end of June.
Try our best to maintain social stability. Carry out in-depth construction of Peaceful Xi’an, construct three-dimensional social security prevention and control systems, and enhance our capabilities to handle emergencies. Establish and improve working systems and mechanisms suitable for the petition work under new situations, play emphasis on researches, judgment, guidance and handling concerning online public opinions, and resolve people’s well-based petitions according to law. Taking as the focus serving the people, we will comprehensively construct harmonious communities. Strictly carry out safety production responsibility system, and absolutely prevent the occurrence of serious production accidents. And continue to do a good job in such sectors as affairs concerning women and children, old age, the disabled, foreign and overseas Chinese affairs, religion and ethnic groups, counseling, statistics, culture and history, local chronicles, people’s air defense, archives, charity and the Red Cross.
8. Adhere to improving work styles and further strengthen government self-construction.
Adhere to scientific and democratic decision making in accordance with the law. Self-consciously accept the legal supervision of the People’s Congress and its standing committee as well as the democratic supervision of the CPPCC. Improve the law-learning arrangement at the municipal executive meetings, enhance the capabilities to make decisions based on legal mentality and lawful measures. Always take it as a must procedure people’s involvement, specialists argumentation, risk evaluation, legality review and group discussion for decision making so as to improve the scientific, democratic as well as legality levels of government decision making. Strengthen supervision by social public opinions, strengthen and improve the system of government news spokesperson system, and actively respond to the citizens concerns and social attention.
