Report on the Work of the Government

Delivered at the First Session of the Fifteenth Xi’an Municipal People’s Congress on January 21, 2013

Fellow Deputies,

On behalf of the Municipal Government, I now present to you my report on the work of the government for your deliberation and approval. I also solicit comments and suggestions on the report from the members of Xi’an Municipal Committee of Chinese People’s Political Consultative Conference (CPPCC) and other delegates in attendance.


I. Review of the Work in the Past Five Years

The past five years is by no means ordinary. In the last five years, under the effective leadership of the Provincial Party Committee, the Provincial Government and Xi’an Municipal Party Committee, by closely uniting and relying on the people, and by earnestly carry out the scientific outlook on development, grasping the opportunities, tackling difficult problems, we comprehensively completed the tasks set at the First Session of the 14th Municipal People’s Congress, and Xi’an begins to step into the new stage of building the city into an international metropolitan city with its own historical and cultural features.

In the last five years, we have always adhered to scientific development and taking a leading role in development and realized new leapfrog development in our overall economic strength. In the face of various difficulties and challenges, we comprehensively carried out the decisions and deployment of the Central Committee, the Provincial Party Committee and the Provincial Government, published in time counter measures and maintained stable and rapid economic development. The GDP of Xi’an grew from RMB 153.89 billion to 386.642 billion, more than doubled, with an average annual growth rate of 14.9%. Per capita GDP increased from USD 2,370 to 7,043, nearly tripled. General fiscal revenue rose from RMB 19.6 billion to 64.99 billion, an increase of 2.3 times more, of which local general budget revenue was up from RMB 8.59 billion to 31.85 billion, 2.7 times more. Social fixed asset investment grew from RMB 106.66 billion to 335.21 billion, up by 2.1 times. Social consumer goods retail increased from RMB 78.49 billion to 193.52 billion. The comprehensive economic strengthen of the city improved remarkably, major economic indexes of Xi’an moved forward among those of sub-provincial and provincial capital cities of China, of which the growth rate of urban and rural resident incomes ranked the first in sub-provincial cities in two consecutive years.

In the last five years, we have always adhered to the principles of being supported by industries and driven by industrial blocks, and have made important breakthroughs in transforming development patterns. The added value of five leading industries grew from RMB 65.41 billion to 196.39 billion, accounting for 50.8% of the municipal GDP as compared with the previous 42.5%. Hi-tech industries and equipment manufacturing developed quickly, five enterprises had an output value of over RMB 10 billion, the industrial enterprises inside the Second Ring Road have basically moved out, and industrial added value reached RMB 118.96 billion, up by 1.4 times than the previous figure. We have made great efforts to develop the tourism and cultural sectors, established national level cultural industrial demonstration base, implemented such projects as Daming Palace National Ruins Park, Zhouzhi Taoist Cultural Demonstration Area and Lintong National Tourism and Holiday Area, as a result, we developed the greater ruins protection mode with features of Xi’an, and annual number of tourists grew from 27.39 million to 66.53million. Modern service industries including logistics, finance and meetings and exhibitions made great development, and the construction of the comprehensive bonded zone went on smoothly. Such funds as the first aviation industrial fund in China, aerospace new energy industrial fund, and Kaiyuan City Development Fund were established, and the number of financial and security institutions was increased to 114. Another three development zones were added, and there were a total of five national development zones, as a result, the industrial block driven pattern took form which was featured by “five zones one park and two bases”. Energy conservation and emission reduction made evident progress, both energy consumption decrease for per 10,000 yuan GDP and major pollutants reduction amount exceeded provincial targets, and Xi’an won the honorary title of National Model City for Water Conservation Social Construction.     

In the last five years, we have always adhered to the principles of being led by planning and paying equal attention to both construction and administration, consequently the outlook of the city has took on some historical development. we completed the fourth urban master planning, and the completed urban construction areas increased from 261 square kilometers to 415 square kilometers. We completed the relocation of the municipal administration center, and established an urban system with the main urban districts, 3 sub-centers, 5 urban clusters and 60 key townships. With the implementation of the great upgrading in urban construction and management once every three years, we completed a total of RMB 333.9 billion of aggregated urban construction investment. And with the completion and operation of the North Railway Station and subway Line 2, as well as the accelerated construction of Lines 1 and 3, Xi’an has entered the era of subway. We have newly built, broadened or transformed a host of urban roads and bridges as well as back streets, with per capita average road area being increased from 9.9 to 15.6 square meters. We adhered to public transportation priority, pushed forward public transport policies that benefit the people, and completed a batch of public transport special lines and ports. We completed five major projects in the urban areas to drain off flood water, and completed such water diversion projects as “diverting water from the Qianyou River to Shibianyu Reservoir” and “diverting water from the Xushui River to Heihe River”, launched the construction of Lijiahe Reservoir, and added another 12 sewage treatment plants. We continuously improved electricity, gas, heating supplies and communication facilities, and increased public restrooms from 509 to 1,563, all free of charge. And we initiated the protection to the ecological environment of the Qinling Mountains with the goals of “protecting the green mountains and ensuring the water flows of the 8 rivers”. We carried out the ecological projects of the treatment to the urban section of the Weihe River and Hancheng Lake, and of the big campaign of three-years greening, consequently, we completed 30 square kilometers of ecologically qualified water areas, 376,000 mu of afforestation, 10 square kilometers of newly added urban greening space, for a successive 4 years the number of days with grade II and above air quality exceeded 300 days each year, and Chanba ecological area became nationally recognized. We completed environment comprehensive reconstruction along the urban section of the Longhai Railway, around the railway station plaza and along Jiefang Road, and the reconstruction of the areas of Fangzhicheng, Daxing New Area and Daming Palace, etc. went on smoothly. We completed the reconstruction in 133 urban villages and 30 shanty towns, relocated 280,000 residents after they moved back, and basically completed the shanty town reconstruction within the Second Ring Road, as a result we developed an urban transformation pattern of government playing the major role, operating in market ways, relocation first, moving out and construction being launched at the same time. The urban community 122 management patterns as well as our standard urban management enforcement pattern were popularized nationwide. Xi’an won the honorary titles of National Sanitary City, National Garden City and Provincial Environment Protection Model City. And the urban features basically took shape where the ancient civilization shines with modern development, the old urban areas compete with new urban regions, and cultural resources are complementary with ecological resources.   

In the last five years, we have always adhered to balanced urban and rural planning as well as integrated development, as a result, the work related to agriculture, rural areas, and farmers has made new progress. Guided by the basic principle of overall planning, industrial coordination, sharing resources and equal services, we played emphasis on the leading role of development zones as models in balanced urban and rural development, of which Qujiang Lintong green and balanced urban and rural development demonstration project was widely accepted by the general public, and the pilot work for comprehensive supporting reform of balanced urban and rural development in Gaoling County was also fully affirmed by relevant Central and Provincial departments. In the last five years, municipal fiscal investment in projects concerning agriculture, rural areas, and farmers totaled RMB 18.6 billion, remarkable achievements were made in the 4 leading industries, 4 major blocks and 12 industrial belts in agriculture, the total yield of grains remained historical high in five successive years, and cosmopolitan modern agricultural development began to take shape. 237 pollution free agricultural production bases and 388 kinds of pollution free, green or organic food were certified, 8 national geographical indication products were recognized and agricultural product quality and safety level remained its leading role in the country. 1,317 projects concerning new countryside construction were completed. Xi’an was the first in the province to balance urban and rural construction land use and land increase, to carry out modern rural financial system reform and pilot work for integrated household registration system in urban and rural areas, and transferred land totaled 358,000 mu. We carried out  such major projects as the upgrading rural power grid on whole-village bases and the continuation support projects in the construction of the Heihe River water diversion area. A total of 1,225 square kilometers of water loss and soil erosion area was treated, 53 reservoirs were improved, 810,000 mu of water conservancy irrigation land was added, and the problem of safe drinking water was settled for 1,646,000 residents. We pushed forward the second-level highway network projects, completed the construction or upgrading of 8,400 kilometers of rural highway, connected every township to others with black-tops and in flat areas linked every village with asphalt roads, which helped the farmers to realize their dreams cherished for many years.  

In the last five years, we have always adhered to deepening reform and opening wider to the outside world, which has brought about more vitality to development. We improved the new management system for state assets, basically completed the reform of SOEs, and carried out over 30 restructuring projects in such sectors as the textile industries and others. We actively pushed forward reform on overall planning of scientific and technological resources, established Xi’an Scientific and Technological Market, and the city won the honorary title of top-ten innovation cities of China. We completed government reforms at municipal, district and county levels as well as the reform on the cultural system, and made progress in reforms on collectively-owned enterprises, collectively-owned forestry right system, public institution classification and on finance and taxation management. Non-public sector made accelerated development, accounting for 50.6% of the total municipal GDP, up by 6.1% than that of 2006. We continued to open still wider to the outside world, and actual use of foreign investment totaled USD 2.005 billion, 2.4 times more than that of 2006; and actual domestic investment reached RMB 102.37 billion, 2.9 times more than that of 2006. A total of 130 branch institutions of 80 Fortune 500 Enterprises were set up in Xi’an, service outsourcing contract totaled USD 388 million, 7 times more than that of 2006. Xi’an land international trade port was formally in operation, Euro-Asia Economic Forum, World Conference for Chinese Education and some other international events were successfully held in Xi’an, the city won the honorary title of “Best International Image City in China”, which further promoted its influence both home and abroad.   

Over the past five years, we have always adhered to caring for people and their livelihood, and people’s living standards have been obviously improved. A total of 107.88 billion yuan of fiscal funds was invested in people’s livelihood, accounting for 70.4% of the total expenditure. The per capita disposable income of the urban residents increased to 25,981 yuan from 10,905 yuan; the per capita net income of the rural residents increased to 9,788 yuan from 3,808 yuan. We vigorously promoted the entrepreneurship in the whole city by issuing 1.27 billion yuan of small-sum guaranteed loans and by establishing the loan funds for college students to start businesses. We established a long-term mechanism for employment assistance, and provided employment trainings for 286,000 people, basically solved the re-employment of the laid-off workers in the restructuring of the state-owned enterprises, and controlled the registered urban unemployment rate below 4.5%. We implemented the basic insurance system for the elderly and the basic medical insurance system across the city, and the minimum living security standard and the minimum wage standard of the urban and rural disadvantaged residents kept increasing, 320 thousand urban and rural residents enjoying the systems were insured, and 160 thousand rural residents shook off poverty.We build 143 thousand affordable housing units with a total area of nine million square meters, which solved the housing problem of more than 100 thousand households of middle and low-income residents and workers. Last year, the average price of our city’s new housing rose, but it was 12.8% below the average disposable income increase of the urban residents; in the province’s assessment of the construction of the affordable housing units, Xi’an ranked first. Our city comprehensively realized the compulsory education free of charge in the urban and rural areas, established 99 standardized boarding schools in the rural areas as well as the province’s first governmental school for the mentally retarded, implemented the project for the safety of the primary and secondary school buildings with a completed area of 2.17 million square meters, and 245 thousand students enjoyed the “Egg and Milk Program.” In the whole province, our city was the first to implement the one-year free education for the pre-school pupils, and established and reconstructed 102 kindergartens. We organized four vocational education groups, and Xi’an University successfully passed the national assessment of its undergraduate teaching from the Ministry of Education.

We continued to strengthen the construction of the public health service system, established 150 new community health service institutions, reconstructed 101 township health centers, and established 3,117 standardized village clinics; 97.8% rural residents enjoyed the new rural cooperative medical service, and all the basic medical and health institutions organized by the government carried out the national regulations for the management of basic drugs. The fertility rate remained low, and there were achievements in the coordination of solving the problem of population. The level of competitive sports was improving, and the sports of the whole city were booming. The construction of the grassroots cultural facilities and the coverage of radio and television in every village was successful, and the Shaanxi opera “The Bride at the Bend of the Liuhe River” and a number of outstanding works won the national awards. The work of food and drug safety has been strengthened, and Xi’an became the national first city to promote the sales of safe breakfast, safe grains and edible oil, safe mantou, safe bean products and pollution-free vegetables in the urban communities. The work of disaster relief and poverty alleviation as well as the care for the elderly and the disabled was also done well. Xi’an won the titles of “2009 China’s Top Happiest Cities” and “China Top Ten Cities in Improving Livelihood.”

Over the past five years, we have always adhered to the law-based administration and innovative management, and the capability of the government’s services has been further improved. The municipal government consciously accepted the legal supervision from the municipal people’s congress and the democratic supervision from the municipal people’s political consultative conference, and earnestly handled the suggestions from the deputies of the municipal people’s congress as well as the proposals from the members of the municipal people’s political consultative conference. We regulated the government’s decision-making process of important work, strengthened the supervision of administrative law enforcement, promoted making government affairs transparent, constantly improved the government website, and listened carefully to the views and suggestions from all the walks of life. We deepened the reform of the administrative examination and approval system, established the Municipal Administrative Service Center, and reduced the number of the affairs needing administrative approvals to 91. We pushed forward the popularization of law among the masses in the Fifth Five-Year, attached great importance to the construction of a clean and honest government, strengthened the supervision through audit, comprehensively implemented the reform of departmental budgeting and centralized treasury payment, established a platform for project construction bidding and tendering as well as government procurement, and regulated the trading of public resources.We started the national pilot innovation in the social management, strengthened the comprehensive governance of public security, and made innovation in the complaints-handling system and mechanism; since its social situation remained stable, Xi’an won the “Chang’an Cup” award, which was the national highest prize in the comprehensive governance of public security. We established and improved the emergency platform system, and the government’s capability of responding to emergencies was increased. We continued to strengthen the work of national defense, militia and reserve force, and the relationship between the army and the government and the relationship between the army and the civilians became more harmonious; Xi’an won the title “National Model City in Double Supporting” for the sixth time. The work of statistics, ethnic and religious affairs, overseas Chinese affairs, women and children, civil air defense, consultancy, culture and history, local chronicles, archives, earthquake prevention and disaster alleviation, weather forecasting, the Red Cross and so on has made remarkable achievements.

Fellow Deputies,What made us very excited and very proud of in the past year was the successful organization of the World Horticultural Expo. Under the great help from the central government, the provincial Party committee and the provincial government, with the enthusiastic participation of the people of our city into the preparation and organization of the exposition, Xi’an hosted a creative, unique, high-level and sensational world horticultural exposition, which was open to the public for 178 days and received 15.73 million person-times. The exposition demonstrates not only the theme of “Chang’an of Heaven and People, Natural Creation, and Harmonious Coexistence of City and Nature” but also the new achievements of Xi’an in its rapid development, the new ideas of environmental protection and the new image of self-confidence and opening to the outside world of our city as an ancient capital with a history of more than one thousand years.

Over the past five years, we have gone through unprecedented tests, and we have made remarkable achievements. Those achievements were made under the correct leadership of the provincial Party committee, the provincial government and the municipal Party committee, under the supervision and support from the Municipal People’s Congress and the Municipal Political Consultative Conference; those achievements were made through the joint efforts of the masses of our city. Here, on behalf of the municipal government, I would like to express my heartfelt thanks to the citizens in all walks of life, to the troops and armed police stationed in Xi’an, to the national and provincial organizations in our city, and to the personnel of all social sectors as well as the domestic and international friends!

Fellow Deputies,In the past five years, we have accumulated valuable experience in promoting the scientific development of our city, which is as follows:

1)It is imperative to firmly follow the “Development First” idea, seize the opportunity for development, make innovation in the ideas of development, and explore the development modes;

2)It is imperative to accelerate the transformation of the development modes, strengthen the adjustment of the economic structures, implement the strategy of driving the economic growth by establishing development areas, and improve the quality and efficiency of development;

3)It is imperative to attach great importance to the urban planning, construction and management, mold the city with local characteristics, develop Xi’an according to its local conditions;

4)It is imperative to accurately master the relationship between the economic development and the income distribution, place emphasis upon people’s livelihood, increase their income, and let them fully enjoy the benefits from the achievements of the development; and

5)It is imperative to correctly deal with the relationship between the government and the market, and comprehensively promote the law-based management of the market, seize opportunities to implement the reform and innovation in some key areas and key links, and improve the efficiency and level of resources allocation by the market.

While affirming the achievements we made in the last year, we should acknowledge that there were some problems in our work, which are as follows: 

1)The comprehensive economic strength of the whole city was not strong enough; the role of the manufacturing industries in supporting the development was not powerful, and the economy in its subordinate counties was relatively weak; 

2)There was room for the government to improve its capabilities of the urban management and the social management; the rural areas were developing at a relatively slow speed; the work of education, medical care, housing, public security and urban traffic did not meet all the expectations of the masses of the people;

3)The advantages of our city in science and technology, culture, tourism and other fields were not brought into full play; the foundation of the environment for the open economy was not strong enough; and

4)The unhealthy practices and the negative and corrupt phenomenon were still quite serious in some fields.

We must increase our effort to solve those problems.


II. Overall Requirements and Objectives of the Municipal Government’s Work in the Next Five Years

The next five years will be the critical period for our country to further promote the great development of the western regions and to accelerate the construction of the Guanzhong-Tianshui Economic Zone; the next five years will also be the critical period for Xi’an to build into an international metropolis with historical and cultural characteristics. According to the unified plan of the provincial Party committee and the provincial government, in accordance with the requirements of the 12th Municipal Congress of CPC, the overall requirements of the municipal government’s work in the next five years are as follows: 

To hold high the great banner of socialism with Chinese characteristics;

To take Deng Xiaoping theory and the important thought of “Three Represents” as a guide;

To thoroughly implement the scientific outlook on development;

To firmly grasp the theme of scientific development and the main line of accelerating the transformation of the economic development modes;

To take the construction of Xi’an into an international metropolis with historical and cultural characteristics as the goal;

To promote the industrial upgrading;

To improve the livelihood of the people;

To construct the ecological civilization;

To push forward the cultural construction;

To make innovation in the social management;

To enhance the level of internationalization; and

To build Xi’an into a happy home.

The objectives in the next five years are as follows:

To increase the average annual GDP of the whole city by 13%;

To increase the average annual revenue of the general budget of local finance by 16%;

To increase the average annual investment of all the social sectors in fixed assets by 19%;

To increase the average annual total retail sales of social consumer goods by 19%;

To increase the average annual use of foreign investment by 18%;

To increase the average annual income of the urban and rural residents by 15%;

To ensure that the registered unemployment rate of the urban areas could not rise above 4.5%;

To control the natural growth rate of the population below 5.5‰;

To decrease the energy consumption per unit of ten-thousand-yuan GDP by approximately 15%; and

To make Xi’an step upon a new stage in the economic and social development.

The main tasks of the next five years are as follows:

We will construct a modern industrial system. We will adjust the structure of the industries, optimize their layout, upgrade their level, and accelerate the construction of the modern industrial system in which the new and high-tech industries serve as its lead, the advanced manufacturing industries and the modern service industries serve as its focus and the tourism and cultural industries serve as its support. We will speed up the construction of the following functional zones for special industries:

The functional zone for the new and high-tech industries and the emerging strategic industries, with the high-tech zone, the aviation base and the aerospace base as its core;

The functional zone for the advanced manufacturing industries, with the economic and technological development area and the Weibei manufacturing industries area as its core;

The functional zone for the cultural tourism industries, with Qujiang New District and Lintong as its core;

The functional zone for the modern service industries, with the downtown, Chanba Ecological District, the International Port District and Fengdong New Town as its core; and

The functional zone for the urban modern agriculture, with four blocks and twelve industry belts as its core.

We will construct an ecological and humane home. We will effectively protect the Qinling Mountains and accelerate the harness of the Weihe River. We will establish the Qinling protection system with Mountain Zhongnan World Geological Park as its core and fourteen national, provincial and municipal forest parks as its main body; the urban ecological water system with eight rivers flowing around Xi’an and nine lakes mirroring the ancient city; the urban greening system with “three ring roads, eight belts and twelve corridors.” We will build Xi’an into a National Forest City, a National Ecological Garden City and a National Model City in Environmental Protection. We will do a good job in preserving the four ruins of the Zhou, Qin, Han and Tang Dynasties, comprehensively implement the restoration plan of the Tang Imperial City, vigorously construct the culture of Xi’an with distinct characteristics, and build Xi’an into a historic and cultural base for demonstrating the Chinese civilization, a national cultural industry demonstration city and a central cultural city enjoying international reputation.

We will push forward the coordinated development of the urban and rural areas. We will push forward the industrialization, urbanization and agricultural modernization synchronously, and work hard to construct small towns and new rural communities as well as industrial parks and public service systems of rural grassroots organizations. We will promote the transfer of farmers to the small towns and the rural communities, the transfer of lands to the development parks and large-scale businesses, the transfer of the rural labor force to the non-agricultural industries, and the transfer of social security and public services to the rural areas in order to coordinate the development planning, the industrial layout, the urban and rural construction, the social undertakings and the reform promotion, establish and improve the regulations for coordinating the comprehensive reform and development of the urban and rural areas, significantly reduce the gap between the urban and rural areas, and form a new pattern of coordinated development, in which the development of the rural areas is driven by the development of the urban areas.

We will stimulate the vitality of the urban development. We will protect, help and develop the enthusiasm and initiative of the people in reform and opening, and properly handle the relationship among reform, development and stability. We will accelerate the reform in major areas and key links, and constantly make innovation in the institutional mechanism. We will put emphasis upon employment, vigorously develop the non-public economy, and actively create conditions to speed up the development of the medium and small-sized and micro enterprises by bettering the policies, optimizing the environment and improving the services. We will open Xi’an wider to the outside world, strengthen the exchanges and cooperation with domestic and international cities, attract more investment, and strive to build Xi’an into an inland strategic highland for economic development and opening-up. We will vigorously promote the construction of the demonstration base for the reform in coordinating scientific and technological resources, give full play to the advantages of Xi’an in the resources of science, technology and higher education, accelerate the innovation in the system, technology and environment, push forward the development of talents, create a good social atmosphere in supporting and encouraging innovation, and strive to build Xi’an into a National City in Innovation and into a large gathering place of various talents.

We will vigorously promote the construction of social undertakings. We will actively meet the new expectations of the people, and effectively solve the problems related to their interests, make every attempt to increase their income, and strive to double their income. We will continue to increase investment, improve the public service system of employment, education, health, culture, social security, housing and population, make innovation in the social management system and mechanism, improve the social management network, enhance the happiness index of the citizens, continue to improve their moral standards and cultural quality, push forward the construction of the top ten key projects in the innovation of social management, and build Xi’an into a National Demonstration City in Innovation of Social Management.

After accomplishing those tasks, the comprehensive economic strength of our city will take a great jump; the people’s living standards will improve; the domestic and international influence of the city will be upgraded; in the west, Xi’an will take the lead in realizing a well-off society in an all-round way; the basic framework of Xi’an as an international metropolis with historical and cultural characteristics will be established.

为了实现上述目标,我们在工作中要紧紧把握好以下四个方面:

In order to reach the above-mentioned objectives, we must do a good job of the following four aspects in our work:

We will follow our established blueprint till it is completed. After more than thirty years of reform and opening, especially in the past ten years, Xi’an has already found its development road, which is in line with the scientific outlook on development and is also practical and reflects the people’s wishes. We will always adhere to the established philosophy, objectives and idea of development, and insist on the fine work style of the past administrations, which is to seek truth from facts and to avoid empty talks; we will concentrate on development and construction, do not shake, do not slack off, do not toss, do a good job in laying a solid foundation for long-term benefits, and strive to turn both the blueprint established by the municipal Party committee and the municipal government and the earnest expectations of the masses of the people into reality.

We will make breakthroughs in the two weaknesses. Xi’an has two weaknesses in development: one is that the manufacturing industries are not strong, and the other is that the development of the rural areas is relatively slow. The two weaknesses seriously restrict the economic development of our city. In a consequence, we must adhere to the new road to industrialization, implement the development strategy of “leading by big groups, supporting by large projects, promoting by various clusters, and carrying by development parks and areas”, push forward the integration of industrialization and application of information technology as well as the integration of military and civilian industries, and strive for new breakthroughs in the development of the manufacturing industries. We will comprehensively plot a new round of development of the county-level economy, move the key projects of infrastructure construction and social undertakings gradually to the rural areas, allocate the increment of the government’s finance for social undertakings and the increment of the investment in fixed asset mainly to the rural areas, make more public finance benefit the countryside, and strive to make new breakthroughs in the development of the county-level economy.

We will take various measures to improve people’s livelihood. Since being people-oriented is the core of the scientific outlook on development, helping the people of our city live a happier life is the starting point and goal of our work. We must always put the interests of the masses in the first place and take the satisfaction of the masses as our highest work standard, move the focus of the government’s work gradually to the social undertakings and the fields related with people’s livelihood, resolve the actual problems of the masses in education, medical care, housing, transportation, public security and so on, and help the citizens live a more convenient, more comfortable and happier life.

We will make innovation in management to promote the social harmony. Scientific management is the important guarantee for the development of a city, and the harmonious society is the fervent expectation of the people. Therefore, while pushing forward various tasks, we must pay attention to the establishment of the social management mechanism, in which the government’s governance and the social coordination are inter-connected, the government’s administration and the social autonomous administration are complementary, and the government’s administrative power and the social management power are interactive; in the same time, we must put management into service, constantly improve the service capacity of the government, stimulate the vitality of the whole society, increase the factors of the social harmony, reduce the disharmonious factors, and lay a social foundation for building Xi’an into an international metropolis.


III. To Carry Out All the Tasks for 2012 in a Down-to-earth Manner

This year is a crucial year for our city to link last year and next year in the development. The world economic situation will still be complicated and challenging, the downward tendency of the domestic economy and the inflationary force will co-exist, and the economic and social development will be faced with many problems. We must keep a clear mind, get a clear understanding of the situation, and actively respond to it. In accordance with the objective of building Xi’an into an international metropolis with historical and cultural characteristics, we must maintain the stable economic growth and try to make more achievements in the development, and strive to make a good beginning during the five-year term of the new administration.

We have set the main targets for the economic and social development of the whole city for this year as follows:

To increase the city’s GDP by 13%;

To increase the total investment of all the social sectors into fixed assets by 26%;

To increase the revenue of the general budget of local finance by 17%;

To increase the per capita disposable income of the urban residents by 15%

To increase the per capita net income of the rural residents by 16%;

To keep the increase of the consumer price index at around 4%;

To ensure that the registered unemployment rate could not rise above 4.5%;

To decrease the energy consumption per unit of ten-thousand-yuan GDP by 3.5%; and

To achieve the target of the reduction and discharge of main pollutants set by the provincial government, and gradually take the index of PM2.526 into the monitoring system.


1. To Make New Breakthroughs in the Enhancement of Industrial Comprehensive Strength

We will issue policies as soon as possible for speeding up the development of the manufacturing industries, strengthen the supporting role of the industries, increase the financial help to the industries, make them become the key to leading the economic development as well as the main approach to expanding the economic aggregate, and ensure that the industrial added value of the large-scale enterprises in this year could increase by 17%.

We will further optimize the industrial layout. By formulating a plan for the manufacturing industries of the whole city, according to the idea of “forming a line with points and developing in groups”, we will accelerate the construction of the Weibei industry gathering area with Aviation New Town, Jingwei New Town, Lintong Weibei Modern Industrial New Town and some industrial parks/areas jointly developed with some districts/counties as its focus. We will continue to promote the development of the Xi’an New and Hi-tech Development Zone Software Park, the Biological Pharmaceutical Industrial Park, the Aerospace Mapping Navigation Satellite Application Industry Base, the Caotang Science and Technology Industrial Base, the Modern Textile Industrial Park, the Liucunbao Industrial Park and the district/county industrial parks/areas so as to form new economic growth points as soon as possible.

We will work hard to develop the advanced manufacturing industries and the strategic emerging industries. We will focus on the development of the manufacturing industries of modern equipment, including automobiles, electronic information, aviation and aerospace, and power transmission equipment, extend the chain of the competitive industries, and improve the matching capacity of the products of the equipment manufacturing industries of Xi’an. We will accelerate the development of the strategic emerging industries, including the industries of energy-saving and environmental protection, new information technology, biotechnology, new energy and new materials, and try to make them become the leading and pillar industries in the economic development of Xi’an as soon as possible.

We will push forward the construction of the industrial projects. We will spare no effort to accelerate the construction of the major projects, which include the Jinduicheng Molybdenum Metal Industrial Park, the Solar Energy R&D Center of Applied Materials, the second-phase expansion of BYD, the Relocation and Expansion of Qing’an Group Company, the second-phase expansion of Micron Semiconductor, Shaanxi Photovoltaic Industry Company, the new material industrial park of Northwest Research Institute of Nonferrous Metals and the Xi’an Industrial Park of China Electronics. We will do a good job in constructing 16 provincial-level demonstration enterprises integrated with application of information technology and industrialization, including Xi’an Typical Industries Co., Ltd., and accelerate the implementation of the military and civilian integration projects, including the Ordnance Industry Base in the Economic and Technical Development Zone. We will help the enterprises to push forward technical transformation, focus on the construction of 100 major industrial investment projects, promote ZTE Communications, Huawei Xi’an R&D Base, Xi’an Delta Aviation Technology Company and other 27 projects to be put into operation by the end of this year, and strive to make the industrial investment increase by more than 26%.

We will actively implement the strategy for cultivating large-scale enterprises and the project for developing small and medium-sized enterprises. We will divided the large-scale enterprises into groups and provide them with special guidance, especially supporting measures which are tailored to be specific and flexible, and strive to have two new enterprises in this year which annual production value exceeds ten billion yuan. We will actively strive to invite more construction projects invested by the enterprises of the central government to settle in Xi’an. We will vigorously strengthen the training of vocational skills, encourage the non-governmental funds to start small businesses, guide the non-governmental enterprises to participate in the institutional reform and the restructuring of the state-owned enterprises through equity investment, stock holding, assets acquisition and other forms, and increase 40 new large-scale industrial enterprises this year.

We will push forward the energy saving and consumption reduction. We will do a good job of the energy conservation and emission reduction in structure, engineering and management, strictly control the level of energy consumption and the increment of pollution, and ensure that the energy consumption and the water consumption per unit of ten-thousand-yuan industrial added value of the large-scale enterprises could decrease by 3.5% respectively. We will comprehensively develop the circular economy, construct industrial parks and bases for the circular economy, and form a new pattern for the development of the circular economy which is promoted by the interaction among the industrial parks/areas, the enterprises and the industrial chain.


2. To Take a New Step in the Upgrading of the Service Industries

We will promote the construction of Xi’an into a “National Pilot City in the Comprehensive Reform of the Service Industries”. By relying on the advantages of Xi’an in tourism resources and location, we will vigorously develop the modern service industries, actively cultivate the emerging service industries, transform and upgrade the traditional service industries, make the added value of the service industries increases by more than 13%, and make the total retail sales of the social consumer goods increase by 19%.

We will accelerate the implementation of the “Three-year Work Plan for Building Xi’an into a World First-class Tourism Destination” so as to expand the tourism industry. We will push forward the development of the ecological tourism and cultural industries on the north slope of the Qinling Mountains, and integrate the scenic spots of Mounts Cuihua, Nanwutai, Taipingyu and Zhuque in accordance with the national standard for 5A-class scenic spots. By the end of February, Louguan Taoist Cultural District will be completed; on April 28, the World Horticulture Expo park will be competed and open to the public; on May 1, the Weihe River Ecological Landscape Park will be completed; on October 1, the Huaqing Culture Square in the Lintong resort and other two supporting projects for ecological tourism will be completed. We will accelerate the construction of the historical and cultural streets and blocks, enhance and transform the scenic area of the City Wall, continue to develop the surrounding areas of Daming Palace Ruins Park and to develop the Silk Road Stylish Streets and Blocks of Great Tang Western Plaza, form a pluralistic tourism product system integrated with the functions of ruins sightseeing, religious culture, spa resort, study tour, folk experiencing, industry exhibition and red journey, and forge a tourism brand with core competitiveness. We will lose no time in completing a number of high-level star hotels and motels, strive to open air routes and flights to the key domestic and international cites from Xi’an, and improve the public signs for tourism and other service facilities.

We will speed up the construction of the facilities, platforms and production element markets of the industries of logistics, finance, convention and exhibition, make a good job in constructing the inland port of the International Port District and the international trade service platforms, and push forward the construction of the projects of Xi’an Global Procurement Center of Yurun Agricultural and Sideline Products, Xi’an Huanan Town, National Information Security Industry Park in Chanba Ecological District, Fengdong International Automobile Town, Midwest Commodities Trading Center, and Networking Applications Industrial Park. We will strive to build Xi’an into a National Model City in Logistics. We will formulate a plan for the construction of Xi’an Regional Financial Center, improve the policy for the introduction of financial institutions, establish more than five new financial institutions, promote the transactions of all kinds of properties and the development of equity investment, and deepen the pilot innovation in scientific and technological insurance. We will start the construction of the comprehensive park of Eurasian Economic Forum, and improve the halls and supporting facilities of Qujiang International Convention and Exhibition Center.

We will continue to upgrade the Bell Tower, Jiefang Road, Xiaozhai, Tumen, and other key business circles, optimize the layout of commercial networks and spots, improve the business service facilities in the new urban communities, push forward the construction of the business gathering area in the Imperial Palace and the special commercial streets and blocks. We will continue to implement the “Project for Establishing Markets for Ten Thousand Villages in One Thousand Townships” and the “Project for Establishing Supermarkets for Towns”, to upgrade a number of key wholesale and retail markets of farm products, and to make innovation in the modern circulation modes of farm products. We will actively expand the consumption demand, stabilize the consumption of housing, automobiles and other bulk commodities, and foster and develop the hot consumption items, including the community-based care for the elderly, the housekeeping service, the leisure and entertainment industry an the holiday economy.


3. To Demonstrate New Highlights in the Promotion of the Cultural Development and Prosperity

We will comprehensively implement the spirit of the 6th Plenary Session of the 17th Central Committee of CPC, vigorously develop the urban culture with local characteristics, style and charm of Xi’an, make the city have more cultural atmosphere, make the culture become more valuable, and constantly enhance the competitiveness of Xi’an culture.

We will accelerate the development of the cultural industries, and strive to create the cultural brands of Xi’an. We will formulate and improve various policies for encouraging the development of the cultural industries, cultivate and help various markets of the cultural industries, and help the industries of radio, movie and television, journalism and publishing, creative animation, advertising, convention and exhibition to expand their operation scales and enhance their efficiency, and ensure that the added value of the cultural industries could increase greatly. We will promote the construction of Qujiang New Town, Xi’an High-tech Industries Development Zone and other six cultural blocks as well as the construction of National Printing and Packaging Industry Base, Digital Publishing Base and Wenyilu Artistic Performance Base. While performing the comprehensive transformation of the areas around the Ring Expressway, we will initiate the construction of Xi’an Cultural Business District, and start the construction of Media and Cultural Industry Gathering Area and Shaanxi Cultural and Artistic Park.

We will develop the demonstration role of Guanzhong Folk Museum and Great Tang Western Plaza, and guide the funds of the non-governmental sectors to flow into the cultural industries in various forms. We will promote the deep integration of the tourism industries with the cultural industries, and mold the characteristic cultural brands of Xi’an by relying on its historical and cultural resources. We will start the construction of the parks on the ruins of the Chang’an City of the Han Dynasty, the Kunming Pool and the Eastern Mausoleum of the Qin Dynasty, push forward the construction of Epang Palace Ruins Park and the Buddhist cultural scenic spot at the Xingjiao Temple of Chang’an, and do a good job of the protection and utilization of the Duling Ruins. We will make a plan for the construction of a museum town, support the development of non-governmental museums, and establish more than ten new museums. We will construct the Great Qin Empire Movie and Television Production Base and Xi’an Grand Theater, make preparations for the organization of Xi’an Symphony Orchestra, and ensure that all the citizens and tourists could share the new achievements of Xi’an in cultural development.

We will accelerate the construction of the public cultural service system. In order to construct a public cultural service system which has distinctive features, covers the urban and rural areas, is satisfying for the masses and is operated efficiently, we will ensure that every sub-district/town will have a cultural station, every community/village will have a cultural room, every natural village will have been covered by radio and television, and every administrative village will have a farmers’ reading room by the end of this year. We will protect and utilize the intangible cultural heritages, actively support the creation of quintessential artistic works, release a number of excellent cultural works having influences and markets, and meet the people’s growing spiritual and cultural needs.

We will further deepen the reform of the cultural institution. We will accelerate the innovation in the restructuring of cultural enterprises, help Xi’an Cultural Development Group, Xi’an Qujiang Cultural Investment Group, Xi’an Newspaper Media Group and other backbone enterprises become bigger and stronger, and complete the construction of Xi’an Radio and Television Station. We will push forward the reform of non-profit cultural institutions, and promote the great development and prosperity of the culture industries of Xi’an.


4. To Have a New Promotion in the Management of the Urban Planning and Construction

We will continue to carry out the research into the strategic program for Greater Xi’an, start to modify the overall plan of the city, strengthen the urban designing, promote the fine management of the city, and invest 23.5 billion yuan into the urban construction in the whole year.

We will take comprehensive measures to ease traffic congestion. We will make a plan for the lines and network of the comprehensive transportation and the rail transit as well as a special plan for the integrated passenger transport hubs and the public parking lots. We will speed up the construction of the urban road transportation, basically complete the construction of Metro Line 1 and the southern section of Metro Line 2, comprehensively construct Metro Line 3, and lose no time in making preparations for Metro Line 4 and the formulation of a new round of construction plans for examination and approval. We will continue to implement the project for improving the urban comprehensive transportation, start to construct the projects of the first phase of the bridge at the cross of South 3rd Ring Road and Chang’an Road, the second phase of the bridge on Southeast 2nd Ring Road, and the comprehensive transformation of Changle Road, establish and expand a number of the urban trunk roads, branch roads and broken roads, and optimize a number of intersections. We will make a detailed breakdown of the construction of the parking lots, and do a good job of the construction of the public parking lots of the districts/counties and the development zones. We will continue to implement the “bus-first” strategy, keep on putting more public transport vehicles into operation, optimize the interconnection of bus stops and lines, and speed up the construction of parking lots and stations for buses. We will strengthen the urban dynamic traffic dispersion and the static traffic support, rectify the traffic order, and improve the management level.

We will improve the comprehensive carrying capacity of the city. We will speed up the construction of the urban water source projects, including Lijiahe Reservoir, the second phase of the relocation of the residents around Heihe Reservoir and the early phase of Liyuanping Reservoir. We will promote the reconstruction of the South-eastern Suburbs Water Plant, the urban aging water pipeline networks and the household water meters, implement the project of relocating and reconstructing the Third, Fourth and Fifth Water Plants, and ensure the safety of the urban water supply. We will strengthen the construction of the supporting facilities of electricity, natural gas, heating and communications in key areas. We will accelerate the regional comprehensive renovation of Daxing Road, Fangzhi Town, Daming Palace, East Street and Zhuhong Road, start the comprehensive project for renovating the area along Xingfu Road, and improve the construction of the supporting infrastructure in the areas around the Administrative Center and North Railway Passenger Station.

We will accelerate the construction of the urban ecological environments. We will strengthen the ecological protection and utilization on the northern slope of Qinling, and make substantial progress in banning illegal mines, governing disorderly development, performing ecological immigration and building 5A-class scenic spots. We will start the supporting project of the water diversion from the Hanjiang River to the Weihe River, do a good job of the comprehensive management of the Weihe River, and completely eliminate the dangers to flood prevention in the lower reaches of the Heihe River. We will promote the harness of medium and small rivers, especially the upper reaches of the Heihe River, the Laohe River and the Bahe River. We will do good jobs in the third phase of the Great Greening Project, which includes the protection of natural forests, the return of grain plots to forestry and the five-hundred-kilometer-long green corridor. We will construct nine large parks, including Xi’an Jingwei Wetland Provincial Nature Reserve and Chanba National Wetland Park, and establish a group of green squares on streets.

We will start the campaign of building Xi’an into a National Forest City, complete the establishment of the urban forest of Daming Palace Ruins Park, and construct the ecological separation corridors between the main urban area and the urban clusters. We will promote the campaign of building Xi’an into a National Model City in Environmental Protection, carefully implement the “Three-year Action Plan for Prevention and Control of the Water Pollution of the Weihe River”, continue to accelerate the construction of the drainage pipeline network, the pipeline network for reusing reclaimed water as well as the infrastructure for sewage treatment and garbage disposal, complete the construction of the Sixth Sewage Treatment Plant and the second-phase projects of the Second and Fourth Sewage Treatment Plants, put the classified collection of garbage into trial operation, and improve the rate of the harmless treatment of the urban sewage, sludge and garbage. We will further increase our effort to control the pollution from vehicle exhaust, dusts and noises, and continue to improve the quality of the environment.

We will strengthen the comprehensive management of the city. We will enhance our capability of managing the city through standardization and humanization, deeply carry out the governance of the environments, appearances and order of the city, comprehensively implement the standardized and mechanized maintenance and management of the urban facilities, and ensure that our city as a National Sanitary City could pass the re-examination. We will start to use the digital city management platform, and explore the hierarchical management of the urban roads. We will take various measures to solve the problems thoroughly in the urban management, especially the chaotic operation of the trucks for removing construction waste.


5. To Create a New Situation in the Coordination of the Urban and Rural Development

We will continue to develop the leading role of the development zones in coordinating the urban and rural development. By relying on the advantages of the development zones in funds, talents, ideas and management, we will actively guide and support the rural areas and farmers within our jurisdiction, and develop the livelihood-oriented and production-oriented service industries matching the leading industries of the development zones. On the basis of the construction of new rural communities, we will promote our pilot experience by increasing/decreasing the land use in the urban and rural construction, and actively solve the problem: the rural areas are short of funds in development while the urban areas are short of land in development. We will help the non-governmental funds to be invested in the construction of the new rural communities in terms of the policy about the transformation of the urban villages, and encourage the regions with enough conditions to perform the reform of the rural land shareholding system. We will accelerate the construction of the demonstration zone of Gaoling in coordinating the urban and rural development, and complete the construction of Lishan New Home, a large resettlement community.

We will vigorously develop the urban modern agriculture. We will focus on the construction of the four large bases of high-quality food, pollution-free vegetables, green fruits and competitive livestock, accelerate the construction of the modern agricultural demonstration zones in Chang’an and other areas, and help the leisure agriculture become bigger and stronger. We will improve the specialization of food production, continue to enrich the kinds of vegetables for the “Vegetable Basket Project”, and improve the quality and safety system of agricultural products. We will develop the role of farmers’ cooperatives and other economic organizations, and accelerate the cultivation of the leading enterprises for processing agricultural products, make a good job of the construction of the “Five-Dragon-Shaped Industrial Chain”, help Lenovo Group and Zhouzhi County jointly to make the kiwifruit industry become bigger and stronger, and start the construction of the national demonstration county of high-quality walnuts in Lantian. We will construct a system for agricultural meteorological services and rural meteorological disaster prevention. We will strengthen the innovation in agricultural science and technology, provide new-type farmers with the training of science and technology, introduce the agricultural science and technology to every household, increase the transfer of the rural labor force, help farmers to start their own businesses, and increase farmers’ income through various channels.

We will expand the economic size of the districts and counties. We will actively guide the districts and counties to play their own advantages, foster their own leading industries and realize the dislocation development. The central urban areas must accelerate the development of the producer service industries of finance, information, convention, exhibition and headquarters economy. The suburban districts and counties far from the city proper must actively take over the transferred industries, and strengthen their economic size through industrialization as the leading factor and through industrial parks as their carriers. The government of all the districts and counties must take the acceleration of the development of the non-governmental economy as its key strategy, create a freer environment for the development, and cultivate more market players. We will make fiscal policies to help the development of the districts and counties far from the city proper, expand the scope of the objects effectively guaranteed for the loans issued to farmers and agribusiness, study the loans on mortgage of the rural housing, the contractual rights of lands and the rights to use the collective-constructed lands, and help the districts and counties with certain conditions to set up pilot cooperatives of rural funds.

We will strengthen the construction of the rural infrastructure. We will put more urban construction funds of our city into the sub-centers, clusters and key towns. We will accelerate the construction of the three sub-centers in Yanliang, Lintong and Huxian, and upgrade the appearances of four county towns. We will encourage the farmers with good economic conditions to settle down in small cities and towns, suport the construction of six provincial key towns (which include Luanzhen, Caotang, Guanshan, Yabai, Lingkou and Tangyu) and municipal key towns, and extend the urban management gradually to the urban villages and the districts and counties far from the city proper. We will strive to complete the construction of the project for establishing the second-level network of the rural highways.

In every county town, the harmless treatment rate of domestic garbage and the treatment rate of domestic sewage will reach 50% and 60% respectively, and the treatment rate of rural domestic garbage and the treatment rate of rural sewage will be increased by 10% respectively. We will strengthen the construction of water conservancy and irrigation projects of farmlands, and start the farmland drainage projects, continue to construct the supporting projects for the small and medium-sized irrigation regions, keep on doing a good job in ensuring the safety of drinking water in the rural areas. We will lose no time in implementing the new round of transformation and upgrading of the rural power grids, push forward the application of information technology in the rural areas, and promote the integration of the urban and rural infrastructure for heating supply, gas supply and so on. We will complete the renovation of the dilapidated buildings of 4,230 rural households. We will earnestly implement the national program for poverty alleviation in the new ten years, and comprehensively launch the new round of poverty alleviation and development of our city according to the new standard of 2,500 yuan for poverty alleviation.


6. To make New Achievements in the Improvement of Livelihood and the Innovation of Social Management 

We will strive to improve the livelihood of the people, and ensure that more than 80% of the increased fiscal revenue of the government could be invested into the livelihood programs so that all the citizens could enjoy more benefits than before.

We will continue to implement a more proactive employment policy, constantly improve the measures for the vocational skills training, the key supporting and the services for starting businesses, and work hard to do a good job of the employment of college graduates, rural migrant workers, personnel with difficulty in employment as well as veterans. We will formulate a development program for the public service system of starting businesses, and accelerate the construction of the practice bases for employment and entrepreneurship. We will ensure that 110 thousand new jobs could be provided for the urban residents and 650 thousand rural migrant workers could be employed out of their hometowns. We will improve the normal growth mechanism of the wages of employees, comprehensively promote the coordination of the social pension insurance of the urban and rural residents, and help the non-insured retired workers of the collective-owned enterprises to participate in the basic pension insurance system of enterprises.

We will gradually improve the level of social security in unemployment, medical care, industrial injury and maternity insurance, and ensure the implementation of preferential treatments of all the social insurances. We will actively promote the construction of affordable housing and public rental housing by use of the housing provident funds, and start to construct 107 thousand sets of affordable housing. We will push forward the reconstruction of the urban villages and rundown areas, put emphasis upon the resettlement of the relocated residents, completed the resettlement of 29 thousand residents of 18 villages, demolish 280 million square meters of 17 villages, and start to construct the resettlement housing with a total area of 1.8 million square meters.

We will establish a long-term mechanism for guaranteeing the funds of compulsory education, and ensure that the expenditure on education could occupy 15% of the general budget. We will accelerate the standardized construction of the schools for compulsory education, put the large education district management reform into trial practice, and appropriately allocate and optimize the education resources of the whole city. We will continue to implement the project for ensuring the safety of the primary and secondary school buildings, establish and reconstruct 93 kindergartens, and provide the nurseries and primary schools in due time with sufficient standardized school buses. We will promote the construction of the provincial standardized high schools and the demonstration high schools, and help the common high schools to develop to a higher level.

We will do a good job of the vocational education, support the special education, attach importance to the ethnic education and the continuing education, encourage the municipal colleges and universities to develop with their own characteristics, and promote the comprehensive development of various education forms at all levels. We will accelerate the implementation of six projects for construction and relocation (including the project of Xi’an Traditional Chinese Medicine College), and establish and reconstruct five county-level hospitals. We will actively promote the comprehensive reform of public hospitals at the county level, further improve the service system of grassroots health care, and continue to do a good job of the connotation construction of village clinics and community health service organizations. We will consolidate and improve the new rural cooperative medical system, improve the benefits of the farmers participating in the system, implement the “one-stop” settlement of the medical treatment grant-in-aid of the residents who have participated in the new rural cooperative medical system and have taken the urban and rural medical care, relieve the residents’ difficulty in getting medical care and decrease their spending, ensure that all the citizens could enjoy more and more benefits of the achievements in the reform of the basic medical security system.

We will comprehensively promote the construction of a service system of caring for the elderly, which should be composed of three blocks: the family-based care as its foundation, the community-based care as its support, and the nursing home-based care as its supplementary. We must meet the multi-level and diverse requirements of the elderly for their care. We will improve the urban and rural social assistance system, accelerate the development of the social welfare undertaking, and improve the capabilities of giving special care to the disabled servicemen and the family members of revolutionary martyrs and servicemen as well as helping the veterans to be re-employed by civilian organizations and to enjoy their social security. We will continue to promote the sales of safe breakfast, safe foods and edible oil, safe bread, safe soybean products and pollution-free vegetables in the communities. We will increase the supervision of the market order and the food safety, start the construction of the food and drug inspection and testing center, strengthen the supervision of the prices, and keep the markets be fair, harmonious, honesty and secure.

We will make a good job of the pilot innovation in social management in a down-to-earth manner, and strengthen the functions of the townships and sub-districts in social management and public service. We will clarify the responsibilities of non-governmental economic organizations and social organizations for social management. We will establish and improve a mechanism for protecting the interests of the masses, and develop the role of the reception centers for handling complaints, and improve the mechanism for investigating and resolving contradictions and disputes. We will push forward the campaign of constructing peaceful Xi’an, strictly implement the responsibility system and the accountability system for maintaining the social stability, and fight against all kinds of criminal offenses by law. We will strengthen the supervision of the safety in production, improve the construction of the team for flood prevention and rescue, the team for explosion prevention and anti-terrorism as well as the team for prevention and control, and effectively prevent and resolutely curb major emergencies and accidents.

We will actively promote the standardized management of the urban and rural communities. We will launch a campaign for building harmonious demonstration communities, increase investment in the urban and rural communities, and explore the establishment of a service system for the urban and rural communities with the functions of public services, market services and volunteering services. We will establish and update 100 public fitness spots in the communities, and establish 350 sports fitness projects in the rural communities. We will comprehensively do a good job in the work of population and family planning, and maintain the balanced growth of population. We will further strengthen the national defense mobilization and the construction of the militia and the reserve force, and continue to do a good job in the work about ethnical and religious affairs, overseas Chinese affairs, foreign affairs, statistics, women and children, the elderly, the disabled, the “double supports”, consultancy, culture and history, local chronicles, archives, earthquake prevention and disaster reduction, and disaster, weather forecasting, the Red Cross and so on.


7. To Have New Ideas in Deepening the Reform and Opening Xi’an Wider to the Outside World.

We will take the work of deepening the reform and opening Xi’an wider to the outside world as the fundamental driving force for accelerating its development, and promote the reform in various fields with greater determination and courage. We will seek opportunities, solve problems and enhance the vitality in the process of the reform and opening to the outside world.

We will accelerate the reform of coordinating the scientific and technological resources. We will help Fengdong New Town to construct the demonstration area for coordinating the scientific and technological resources, and ensure that there could be ten thousand enterprises and institutions which join Xi’an Grand Market for Science and Technology and that the annual turnover of the market could exceed 20 billion yuan. We will actively construct an alliance for the technical innovation of the industries, and foster innovation-oriented enterprises. We will vigorously promote the development of the science and technology service industry, and strengthen the integration of innovative resources. We will strengthen the protection of intellectual property, and ensure that there could be ten thousand applied patents of invention by the end of this year.

We will spare no effort to restructure the state-owned assets and to integrate the industries, and focus on the restructuring and integration of Shaanxi Blower Group, Xi’an Tourism Group and other enterprises. We will continue to do a good job in coordinating the construction before completing the restructuring of Xi’an Xijiao Thermal Power Plant of China GUODIAN Corporation and other projects. We will help Xi’an Qinhua Natural Gas Company and other four enterprises to perform the restructuring for being listed on the stock market. We will accelerate the reform of the large-scale collective-owned enterprises run by factories, and strive to complete the reform of 265 enterprises within two years. We will comprehensively push forward the reform in education, culture, medicine and health, social security, classification of institutions as well as support for collective forest right.

We will accelerate the development of the open economy. We will make full use of the domestic and international markets and resources, and develop the open economy mainly by inviting businesses and attracting investment. Centering around the leading industries, we will be oriented to five large areas (including North America, Japan and Korea, Europe, Southeast Asia as well as Hong Kong Macao and Taiwan) and three large regions (including the Yangtze River Delta, the Pearl River Delta and the area around the Bohai Sea), aimed at the enterprises of the World Top 500 and China Top 500, highlight the takeover of the domestic and international transferred industries, carry out the promotion campaigns for inviting businesses with high pertinence and high specialization, and ensure that the actual utilization of foreign investment could reach US 2.4 billion dollars and the actual introduction of the domestic could reach 95 billion yuan. We will give full play to the role of Xi’an Comprehensive Bonded Zone as a fundamental platform, make use of the businesses-inviting platforms of ITFCEW (the Investment & Trade Forum for Cooperation between East & West China), Canton Fair and China ASEAN Expo to well-organize the promotion of the brand-name products of our city, and constantly improve the domestic and international fame and influence of Xi’an.

We will accelerate the transformation and upgrading of foreign trade, and enhance the core competitiveness of export products. We will strengthen the development and support of the software outsourcing industry, and accelerate the construction of the port. We will do a good job in the construction of the service platforms for the cooperation with external enterprises in labor force, and strive to build a good image for the labor service of Xi’an. We will encourage and help the enterprises with the advantages in funds, technology and management to go global, and help more enterprises and products to enter the international markets. We will strengthen the exchanges and cooperation with the domestic and international cities, actively invite international organizations, foreign governments and famous enterprises of the world to set up their offices in Xi’an, and further enhance the level of Xi’an opening up to the outside world.


8. To Have New Measures in the Implementation of the Strategy of Driving the Economic Development through Projects

Our main task is to guarantee the construction of the continued projects, the key projects, the supporting projects and the reserved projects. We will make a scientific planning of key construction projects in order to maintain a reasonable investment growth. This year, we will set up 374 municipal key construction projects and plan to invest 109.6 billion yuan in total into the projects by the end of this year.

We will make a good job of the investment into major programs of the manufacturing industries, the strategic emerging industries, the modern service industry and the livelihood project, and carefully make a plan to reserve a number of industrial projects, urban complexes and infrastructure projects which have a strong role in driving the development. We will establish and improve the system of municipal leaders’ taking responsibility for key projects, the green card system, the target-oriented responsibility assessment system, the joint inspection system and the on-site administration system, guide various resources to help the key projects, and create a good external environment for the construction of the projects.

We will strengthen the cooperation with financial institutions, and regularly provide the major financial institutions with the catalogues of the industrial projects encouraged by our city for investment and development. We will actively cultivate the small-loan companies, the finance guarantee companies and the finance leasing companies, expand the field and scope of the non-governmental investment, and attract more funds from the non-governmental sectors to participate in the construction of major projects. We will broaden the direct financing channels, promote the innovation of financing modes, do a good job in issuing the set bonds of the indemnificatory housing, help the financial institutions to issue special financial bonds and help the financing platform companies to issue corporate bonds, encourage and help enterprises to be listed in stock markets for financing, and ensure that the annual total amount of funds raised from the non-governmental sectors could reach 200 billion yuan. We will regulate and develop the financing platforms of the governments at all levels, and expand the financing capacity. We will improve the preferential policies for supporting the development of small and micro-sized enterprises. We will strengthen the supervision of funds, and improve the efficiency of their utilization. We will accelerate the construction of the social credit system, and build a good environment for the development of the financial industries.

We will make a good job in land security. We will guarantee the construction land use of the major industrial projects, the key livelihood projects, the major infrastructure and the affordable housing. By adhering to the principle of “concentrated arrangement, industrial gathering and intensive land use,” we will formulate and improve the input-output control indicators of various industrial parks, improve the level of intensive land use. We will research and explore the new modes of the joint reservation in the urban areas, make a good use of the idle lands, the reserved lands and the urban villages, and crack the problem of land shortage.



9. To show a New Image in the Improvement of the Government’s Work Style

We are aimed at building both a city to be satisfied by the people and a government to be satisfied by the people, and we must insist on the law-based administration. We will strengthen the supervision of the administrative law-enforcement, deal with all affairs strictly in terms of the statutory authority and procedures, and enhance the credibility of the government. We will carry out the popularization of law among the masses during the “Sixth Five-year Period”, consciously accept the legal supervision from the people’s congresses, the democratic supervision from the people’s political consultative conferences and the supervision from the public and the social opinions, strengthen the relationship with the deputies of the people’s congresses and the members of the people’s political consultative conferences, and seriously deal with their suggestions and proposals. We will insist on the scientific and democratic decision-making. We will set up a consultative committee of experts, and improve the administrative decision-making system with the combination of participation of the public, argumentation of experts and decision of government. We will persist in innovative management. We will develop the role of the Administratiive Service Center, deepen the reform of the system of administrative examination and approval, and optimize the procedures of handling some affairs in the related departments of the government. By relying on the e-government platform, we will push forward the work of making the governmental affairs known to the public and increase our capabilities of administrative service.

We will carry out the pilot work of making the spending of the municipal departments on official overseas visits, official vehicles, and official hospitality known to the public, and strengthen the audit of the leading cadres’ economic responsibility. We will adhere to the strict management of the government. We will improve the corruption prevention and punishment system, seriously investigate and deal with the cases of breaking laws and violating rules, strengthen the management of the official vehicles, work hard to form a fine work style of the government which maintains clean and efficient. We will improve the scientific and reasonable performance appraisal and evaluation system, modify the mechanism that a designated leader is responsible for the implementation of a key task, improve the supervision and investigation system, and strive to improve the administrative efficiency. We will insist on the plain and pragmatic style in work. We must improve our style in drafting official documents and holding conferences, and make speeches and conferences become shorter, and put the saved energy in the implementation, the saved time in the investigation, and the saved funds in improving the livelihood of the people.


Fellow Deputies,The development of Xi’an has stood at a new starting point. Looking back, we are full of passion; looking forward, we are full of confidence. Let us rally closely around the Party Central Committee with Comrade Hu Jintao as General Secretary, let us follow the strong leadership of the provincial Party committee, the provincial government and the municipal Party committee, let us buoy up our spirits and concentrate our efforts, let us go all out to make new achievements in a pioneering spirit, and let us work together to make Xi’an have a better future!
