The program to have national bases for science popularization education was established by the China Association for Science and Technology, to implement a strategy of "developing the country through science and education", and to provide the public with quality scientific and cultural services.
Comprising an ocean pavilion, polar pavilion and business street, the park showcases the global oceanic landscape and polar scenery – integrating cultural experiences, leisure, entertainment and science education.
The ocean pavilion focuses on showing freshwater and seawater creatures, and has animal feeding sessions, as well as ocean-themed cultural performances and experience-based opportunities like diving.

Meanwhile, the polar pavilion displays animals such as polar bears, penguins, arctic wolves, seals and others, as well offers dolphin and animal feeding performances.
Before being selected as a 2021-25 national base for science popularization education, the park has been also a national base for marine science popularization education.
