The 2025 Xi'an business work conference, held on Feb 13, outlined the city's economic goals, including a 5 percent growth in total retail sales of consumer goods and a 10 percent increase in total imports and exports.
Key strategies will focus on boosting consumption, expanding foreign trade, and driving innovation in international cooperation.
Xi'an will launch a consumer goods trade-in program this year, optimizing policies and payment processes to encourage broader participation. Promotional activities, including "Qinlegou" and the "service consumption season", will drive spending, while over 600 new large-scale commercial enterprises will be added.
The city aims to host 2.5 million square meters of exhibitions in 2025, attracting national and international events and stimulating business and consumption.
To enhance the urban consumption landscape, Xi'an will develop cultural, commercial, and tourism hubs, strengthen its "Chang'an Night" brand, and foster digital retail trends like live-stream shopping.
The city will also expand specialized services to improve accessibility for elderly consumers. By the end of this year, a new commercial development plan will include an additional 500,000 sq m of retail space.
Xi'an will enhance global market expansion through a series of initiatives and programs. Businesses will receive support to establish overseas warehouses and international branding efforts. At the same time, the Xi'an area of China (Shaanxi) Pilot Free Trade Zone will strengthen its role in logistics and innovation.
The city will also complete 150 high-quality 15-minute living circles to improve residents' daily lives.
